"General Management Plan for the Cerro Vueltas Biological Reserve"

Whereas:

7788 of May 27, 1998, the National System of Conservation Areas (SINAC) was created, with its own legal personality, as a decentralized and participatory institutional management and coordination system that integrates competencies in forestry, wildlife, and protected areas matters, in order to issue policies, plan, and execute processes aimed at achieving sustainability in the management of Costa Rica's natural resources.

34433-MINAE, published in La Gaceta No. 68 of April 8, 2008, and its amendments, the Central Conservation Area, hereinafter referred to as ACC, is part of the organization and with the competencies of SINAC in its respective territories.

Considering:

It is based on medium-term strategic lines of action and on management objectives for the natural and cultural elements included within the area, as well as on the relationship of the latter with their socio-environmental surroundings.

RESOLVES

a)Mission of the Cerro Vueltas Biological Reserve To protect the environmental values and ecosystem services of the Cerro Vueltas Biological Reserve, applying the ecosystem approach and adaptive management to respond to the protection needs of the ASP and its Focal Management Elements. This through the leadership of SINAC and the participation of stakeholders interested in achieving this mission.
b)Vision of the Cerro Vueltas Biological Reserve The Cerro Vueltas Biological Reserve maintains the ecological integrity of high-altitude ecosystems and is a model for the protection of vulnerable ecosystems, especially the species of flora, fauna, and geological processes represented in it.
c)Zoning Zoning is the component for the maintenance of ecological processes and the rational use of ecosystem services that the protected area provides to society, according to the management category.

. Minimum or No Intervention Zone (ZMNI) Description The minimum or no intervention zone is established as the sole use category for the RBCV.

Norms -In this management category and in accordance with the objectives of biological reserves, tourism of any kind, the extraction of natural resources, or recreational activities are not permitted.

-The only permitted uses are technical and scientific research in coordination with and with the approval of the administration, as well as administrative use.

d)Management Programs . Strategic Line 1 - Control and Protection Objective -Develop actions that guarantee the protection and maintenance of the RBCV and the enforcement of its environmental regulations.

Proposed Actions -Develop and implement a surveillance and control plan led by the ACC and with participation of the COLAC RBCV-PNLQ.

-Execute induction and information sessions on the regulations and importance of the ASP, including the topic of environmental crime prevention, reporting, and follow-up of illegal acts.

-Monitor the impact of control and protection actions on risks and threats in the ASP. -Prepare the boundary demarcation and signage plan.

-Execute the boundary demarcation and signage plan.

-Socialize the boundary demarcation and signage plan with local stakeholders.

. Strategic Line 2 - Research Objective -To possess updated technical information on the conservation status and ecological integrity of the ecosystems and natural populations of the RBCV, to improve the management of the ASP.

Proposed Actions -Develop a research plan led by the ACC and with active participation of the COLAC RBCVPNLQ, which includes the environmental baseline on the conservation status and ecological integrity of the populations and ecosystems of the ASP.

-Implement the research plan for the RBCV.

-Prioritize intervention actions in the ASP, according to the results obtained from the research plan.

-Develop an ecological integrity plan adapted to the RBCV and considering the results of the project "Development of ecological integrity indicators and their respective protocols." -Begin the implementation of an ecological integrity plan for the RBCV.

-Identify the first intervention priorities in the ASP, according to the results obtained from the ecological integrity plan.

. Strategic Line 3 - Environmental Education and Awareness Objective -Contribute to improving local and institutional capacities to promote behavioral change in favor of the conservation of the RBCV.

Proposed Actions -Develop an environmental education plan led by the ACC and with active participation of the COLAC RBCV-PNLQ.

-Develop a baseline on the level of available information, local knowledge and perception, as well as the influence of the foregoing on socio-environmental behavior towards the RBCV.

-Implement the environmental education plan for the RBCV.

-Prioritize intervention actions in the ASP, according to the results obtained from the environmental education plan.

-Analyze and evaluate the socio-environmental behavioral change of local stakeholders towards the RBCV.

-Implement actions to strengthen and adapt the education plan, according to new social contexts.

-Develop a communication plan led by the ACC and with participation of the COLAC RBCVPNLQ, which includes an action plan to improve environmental awareness among all inhabitants of the Los Santos zone, regarding the RBCV.

-Implement the communication plan for the RBCV.

-Prioritize intervention actions in the ASP, according to the results obtained from the communication plan.

. Strategic Line 4-Administrative Objective -Strengthen political management to improve the human capital, financial resources, and infrastructure of the RBCV.

- Proposed Actions -Negotiate with SINAC the allocation of required positions identified in the Management Plan.

-Coordinate the training of SINAC officials on priority topics identified in the management plan.

-Negotiate with SINAC or allies the purchase of equipment and the construction of necessary infrastructure.

-Provide proper maintenance to the equipment and infrastructure of the RBCV.

e)Focal Management Elements of the RBCV Description

Their conservation status is considered optimal, but there are significant risks and threats such as fires, tourism, or climate change.

There are few sites in Costa Rica (and perhaps the most important in Central America) where these formations are evident, so their protection in the RBCV is key. Their conservation status has not yet been precisely determined, as more studies are required.

96% of these birds are of least concern, according to the IUCN Red List of Threatened Species. The conservation status of these species in the RBCV is considered good.

Forest fires and the aftermath left by oak extraction and land-use change for urban purposes are the most significant risks that were detected.

Their condition is considered healthy. No significant risks were identified, but tourism represents a threat that could affect the quality of these waters.

Water protection is one of the benefits most valued by the local communities. Its conservation status is optimal.

Resultando:

Considerando:

Se fundamenta en líneas de acción estratégicas a mediano plazo y en objetivos de manejo para los elementos naturales y culturales incluidos dentro del área, así como en la relación de estos últimos con su entorno socio ambiental.

Por lo tanto, EL SECRETARIO EJECUTIVO DEL CONSEJO NACIONAL DE ÁREAS DE CONSERVACIÓN

RESUELVE

a)Misión de la Reserva Biológica Cerro Vueltas Proteger los valores ambientales y servicios ecosistémicos de la Reserva Biológica Cerro Vueltas, aplicando el enfoque por ecosistemas y el manejo adaptativo para responder a las necesidades de protección del ASP y de sus Elementos Focales de Manejo. Esto mediante el liderazgo del SINAC y la participación de los actores interesados en alcanzar esta misión.
b)Visión de la Reserva Biológica Cerro Vueltas La Reserva Biológica Cerro Vueltas mantiene la integridad ecológica de los ecosistemas de altura y es un modelo de protección de ecosistemas vulnerables, especialmente de las especies de flora, fauna y procesos geológicos representados en ella.
c)Zonificación La zonificación es el componente para el mantenimiento de los procesos ecológicos y el aprovechamiento racional de los servicios ecosistémicos que brinda el área protegida a la sociedad, de acuerdo con la categoría de manejo.

. Zona de mínima o nula intervención (ZMNI) Descripción Se establece como única categoría de uso para la RBCV la zona de mínima o nula intervención.

Normas -En esta categoría de manejo y atendiendo los objetivos de las reservas biológicas, no se permite el turismo de ningún tipo, la extracción de recursos naturales, ni las actividades recreativas.

-Los únicos usos permitidos son el de investigación técnica y científica en coordinación y con la aprobación de la administración, así como el uso administrativo.

d)Programas de manejo . Línea estratégica 1 - Control y Protección Objetivo -Desarrollar acciones que garanticen la protección y el mantenimiento de la RBCV y el cumplimiento de su normativa ambiental.

Acciones propuestas -Desarrollar e implementar un plan de vigilancia y control liderado por el ACC y con participación del COLAC RBCV-PNLQ.

-Ejecutar sesiones de inducción e información sobre la normativa e importancia del ASP, que incluya la temática de prevención de delitos ambientales, denuncia y seguimiento de ilícitos.

-Monitorear el impacto de las acciones de control y protección sobre los riesgos y amenazas en el ASP. -Elaborar el plan de delimitación y señalización.

-Ejecutar el plan de delimitación y señalización.

-Socializar con los actores locales el Plan de delimitación y señalización.

. Línea estratégica 2 - Investigación Objetivo -Contar con información técnica actualizada sobre el estado de conservación e integridad ecológica de los ecosistemas y poblaciones naturales de la RBCV, que permita mejorar la gestión del ASP.

Acciones propuestas -Desarrollar un plan de investigación liderado por el ACC y con participación activa del COLAC RBCVPNLQ, que incluya la línea base ambiental sobre el estado de conservación e integridad ecológica de las poblaciones y de los ecosistemas del ASP.

-Implementar el plan de investigación de la RBCV.

-Priorizar acciones de intervención en el ASP, de acuerdo con los resultados obtenidos del plan de investigación.

-Desarrollar el plan de integridad ecológica adaptado a la RBCV y considerando los resultados del proyecto "Desarrollo de indicadores de integridad ecológica y sus respectivos protocolos".

-Iniciar la implementación de un plan de integridad ecológica de RBCV.

-Identificar las primeras prioridades de intervención en el ASP, de acuerdo con los resultados obtenidos del plan de integridad ecológica.

. Línea estratégica 3 - Educación y concienciación ambiental Objetivo -Contribuir a mejorar las capacidades locales e institucionales para promover el cambio de comportamientos a favor de la conservación de la RBCV.

Acciones propuestas -Desarrollar un plan de educación ambiental liderado por el ACC y con participación activa del COLAC RBCV-PNLQ.

-Desarrollar una línea base sobre el nivel de información disponible, conocimientos locales y percepción, así como la influencia de lo anterior en el comportamiento socioambiental hacia la RBCV.

-Implementar el plan de educación ambiental de la RBCV.

-Priorizar acciones de intervención en el ASP, de acuerdo con los resultados obtenidos del plan de educación ambiental.

-Analizar y evaluar el cambio de comportamiento socio-ambiental de los actores locales hacia la RBCV.

-Implementar acciones para fortalecer y adaptar el plan de educación, según los nuevos contextos sociales.

-Desarrollar un plan de comunicación liderado por el ACC y con participación del COLAC RBCVPNLQ, que incluya un plan de acción para mejorar la concienciación al medio ambiente de todos los habitantes de la zona de Los Santos, con respecto a la RBCV.

-Implementar el plan de comunicación de la RBCV.

-Priorizar acciones de intervención en el ASP, de acuerdo con los resultados obtenidos del plan de comunicación.

. Línea estratégica 4-Administrativo Objetivo -Fortalecer la gestión política para mejorar el capital humano, financiero e infraestructura de la RBCV.

- Acciones propuestas -Gestionar con SINAC la asignación de plazas requeridas e identificadas en el Plan de Manejo.

-Coordinar la capacitación de los funcionarios de SINAC en temas prioritarios, identificados en el plan de manejo.

-Gestionar con SINAC o aliados, la compra del equipo y la construcción de infraestructura necesaria.

-Dar el debido mantenimiento al equipo y la infraestructura de la RBCV.

e)Elementos focales de manejo de la RVCV Descripción

Su estado de conservación se considera óptimo, pero existen riesgos y amenazas importantes como los incendios, turismo o el cambio climático.

Existen pocos sitios en Costa Rica (y quizá el más importante de Centroamérica) donde sean evidentes estas conformaciones, por lo que su protección en la RBCV es clave. Su estado de conservación, aún no se determina con precisión, ya que se requieren más estudios.

El 96% de estas aves son de preocupación menor, según la Lista Roja de Especies Amenazadas de UICN. El estado de conservación de estas especies en la RBCV se considera bueno.

Los incendios forestales y las secuelas dejadas por la extracción de roble y el uso del suelo para fines urbanos son los riesgos más importantes que se detectaron.

Su estado se considera saludable. No se identificaron riesgos importantes, pero el turismo representa una amenaza que podría afectar la calidad de estas aguas.

La protección del agua es uno de los beneficios mayor valorados por parte de las comunidades locales. Su estado de conservación es óptimo.

Artículo 1 — That in accordance with Article 22 of the Biodiversity Law No.

Artículo 4 — That the Technical-Scientific Committee of the Central Conservation Area (ACC) recommended continuing with the process of preparing the General Management Plan for the Cerro Vueltas Biological Reserve, in ordinary meeting No.

Artículo 5 — That the Regional Council of the Central Conservation Area, in the minutes of Ordinary Session No.

Artículo 6 — That the National Council of Conservation Areas approved the General Management Plan for the Cerro Vueltas Biological Reserve through Agreement No.

Artículo 1 — To publish the following executive summary of the General Management Plan of the Cerro Vueltas Biological Reserve, for the purposes of its formalization:

Artículo 2 — Peatlands: They are key due to their high productivity, for being aquifer recharge sites, and for their contribution to climate regulation.

Artículo 3 — Ovoid Rocks: In the páramo of the RBCV, ovoid sandstone rocks are concentrated, the location of which is due to the drag produced by Holocene glaciers.

Artículo 4 — Avifauna: 65% of the high-mountain bird species existing in the country are recorded in the RBCV, but none is exclusively endemic to the Reserve.

Artículo 5 — Oak forests and associated flora: They possess a high degree of natural integrity (but not optimal) with species cited as "vulnerable" on the IUCN Red List of Threatened Species.

Artículo 6 — Lagoons: In the RBCV, there are 9 seasonal and permanent lagoons, which are habitats for species and especially for large mammals.

Artículo 7 — Spring (Naciente): 11 rivers and streams originate in the RBCV that feed the basins of the Parrita, Savegre, Reventazón, and Naranjo rivers.

Artículo 2 — Effective as of its publication in the Official Newspaper La Gaceta.

Artículo 2 — Que es política prioritaria del SINAC facilitar y promover acciones que conlleven a la protección, conservación y manejo sostenible de los recursos naturales y la biodiversidad presente en las áreas silvestres protegidas, en adelante las ASP, de las Áreas de Conservación.

Artículo 4 — Que es competencia del Sistema Nacional de Áreas de Conservación a través de cada área de conservación, la administración y protección de las áreas silvestres protegidas a lo largo de todo el territorio nacional.

Artículo 1 — Que la Reserva Biológica Cerro Vueltas (RBCV) fue establecida por Decreto Ejecutivo N° 24439-MIRENEM, del 26 de julio de 1995, con una superficie de 793,27 hectáreas.

Artículo 2 — Que el Plan General de Manejo (PGM) de las Áreas Silvestres Protegidas (ASP) es el instrumento de planificación que permite orientar la gestión de un área silvestre protegida hacia el cumplimiento de sus objetivos de conservación a largo plazo.

Artículo 4 — Que el Comité Técnico-Científico del Área de Conservación Central (ACC) recomendó continuar con el proceso de elaboración del Plan General de Manejo de la Reserva Biológica Cerro Vueltas, en la reunión ordinaria N° 04, realizada del 21 al 22 de junio del 2018.

Artículo 5 — Que el Consejo Regional del Área de Conservación Central en el acta de la Sesión Ordinaria N° 009-2018 del 02 de noviembre del 2018 conoció y aprobó el Plan General de Manejo de la Reserva Biológica Cerro Vueltas.

Artículo 6 — Que el Consejo Nacional de Áreas de Conservación aprobó el Plan General de Manejo de la Reserva Biológica Cerro Vueltas mediante el Acuerdo N° 11 de la Sesión Ordinaria N° 04-2020 del 13 de abril del 2020.

Artículo 1 — Publicar el siguiente resumen ejecutivo del Plan General de Manejo de la Reserva Biológica Cerro Vueltas, a efectos de su oficialización:

Artículo 1 — Bosques de Páramo: Es uno de los principales ecosistemas identificados y la segunda más extensa cobertura de la tierra en la RBCV, con el 15,79% del área total de la reserva (según SINAC, 2013).

Artículo 2 — Turberas: Son claves por su alta productividad, por ser sitios de recarga acuífera y por su contribución a la regulación climática.

Artículo 3 — Rocas ovoides: En el páramo de la RBCV se concentran rocas ovoides de areniscas, cuya ubicación se debe al arrastre producido por glaciares del Holoceno.

Artículo 4 — Avifauna: En la RBCV se registra el 65% de las especies de aves de alta montaña que existen en el país, pero ninguna es exclusivamente endémica para la Reserva.

Artículo 5 — Bosques de roble y flora asociada: Poseen un alto grado de integridad natural (pero no óptimo) con especies citadas como "vulnerables" en la Lista Roja de Especies Amenazadas de UICN.

Artículo 6 — Lagunas: En la RBCV existen 9 lagunas estacionales y permanentes, que son hábitats de especies y especialmente de mamíferos grandes.

Artículo 7 — Naciente: Nacen en la RBCV 11 ríos y quebradas que alimentan las cuencas de los ríos Parrita, Savegre, Reventazón y Naranjo.

Artículo 2 — Rige a partir de su publicación en el Diario Oficial La Gaceta.
