Having Seen: The constant looting and plundering that the countries of the continent, mainly the Latin American ones, have suffered in their autochthonous cultural heritage (patrimonios culturales autóctonos), and Considering: That such depredatory acts have damaged and diminished the archaeological, historical, and artistic riches through which the national character of their respective peoples is expressed; That it is a fundamental obligation to transmit the legacy of the cultural heritage (acervo cultural) to future generations; That the defense and conservation of this heritage can only be achieved through the mutual appreciation and respect of such property, within the framework of the strongest inter-American cooperation; That the will of the Member States to establish norms for the protection and vigilance of the archaeological, historical, and artistic heritage has been repeatedly demonstrated; Declare: That it is essential to adopt, both nationally and internationally, the most effective measures leading to the adequate protection, defense, and recovery of cultural property and Have agreed as follows:
