EXECUTIVE SUMMARY OF THE GENERAL MANAGEMENT PLAN FOR ARENAL VOLCANO NATIONAL PARK Arenal Volcano National Park (PNVA) was created on September 30, 1991, through Executive Decree (DE) No. 20791-MIRENEM. Its surface area was expanded through DE No. 21197-MIRENEM (April 23, 1992) and No. 23774-MIRENEM (November 22, 1994). The justification for its creation is based on scenic beauty, volcanic activity, and water production. The latter guarantees a constant contribution of water to the Arenal Reservoir (70%) and favors nearby human settlements. On the other hand, the scenic beauty and volcanic activity have become crucial tourist attractions for local and regional economic development.

As part of the Arenal Huetar Norte Conservation Area (ACA-HN), it is located in the northwestern region of Costa Rica, between the foothills of the Tilarán Mountain Range and the San Carlos Plains.

It comprises part of the Tilarán canton, Tronadora district; part of the San Carlos canton, La Fortuna district; and part of the San Ramón canton, Peñas Blancas district.

With an area of 12,080.00 ha, the PNVA is characterized by the majestic Arenal Volcano, which rises to approximately 1,755.00 meters above sea level. From 1968, it was in volcanic activity until 2010, with regular eruptions that offered one of the most extraordinary and impactful natural spectacles in Costa Rica.

With great biological diversity and particular geological and geomorphological characteristics, the PNVA is considered a natural laboratory, presenting ecosystems ranging from initial stages of succession to primary forests.

The current General Management Plan for the PNVA began to be drafted in the second quarter of 2011 and concluded a year later, in 2012, having as its objective "To manage, administer and conserve the PNVA, to ensure the sustainable use of ecosystem services generating human well-being for local communities and organizations, during the period 2012-2020".

The drafting of the document consisted of three stages: a) a general diagnosis, b) four construction and consultation workshops with communities, state organizations, and NGOs, and c) its approval by the stakeholders. The Management Plan is structured as follows: 1) Summary, 2) Background and Strategic Framework of the PNVA, 3) Conservation Targets of the PNVA, 4) Zoning of the PNVA, 5) Management Programs and Strategies, and 6) Literature consulted. The conservation targets were determined jointly with the stakeholders in the construction process of the General Management Plan, according to the priorities and needs of the PNVA, civil society, or both:

THE CONSERVATION TARGETS OF ARENAL VOLCANO NATIONAL PARK

Two sub-basins are present: that of the Arenal River and that of the Peñas Blancas River, both tributaries of the San Carlos River basin. Due to the physical conditions, precipitation, and exposure, there is a good quantity of springs (nacientes) in micro-basins, the majority draining their waters towards the Arenal Reservoir.

These forests occupy 76.3% (9,215 ha) of the PNVA. They are a relatively homogeneous block, although fractured by Arenal Volcano, areas in initial stages of succession on the volcano slopes, and pastures near the roads and on private farms within the boundaries of the PNVA.

The formation of Arenal Volcano contributed to the damming of the waters of the Arenal River, which formed a paleolake, which drained naturally hundreds of years ago. With the construction of the Sangregado Dam (Lake Arenal) and the artificial reservoir of Lake Arenal, the condition that possibly prevailed in the past was restored.

The last activity of Chato Volcano dates back about 3,700 years. On this volcano, the forest is denser and wetter on the Caribbean or northern slope, while the trees are thinner on the south side, with Pacific influence. Tourist visitation is not allowed at this site, since trampling or footfall, erosion, and the rapid passage of rainwater or runoff cause severe deterioration to the ecosystem.

Among the most important species are the Quetzal (Pharomachrus mocinno), considered by the IUCN with its population decreasing and included in Appendix I of CITES. It also harbors the White Hawk (Leucopternis albicollis) and the Great Curassow (Crax rubra), included in Appendix II of CITES; likewise, other birds of importance for hunting can be observed, such as the Three-wattled Bellbird (Procnias tricarunculatus), the Black-cowled Oriole (Icterus prosthemelas), and the Black-faced Solitaire (Myadestes melanops).

It is considered locally common and widely distributed, but in some areas it is a rare or absent species due to hunting pressure and deforestation of its natural habitat. Subsistence hunting is reinforced by local customs, which has greatly deteriorated its populations, despite the protection provided by national legislation.

THE ZONING OF ARENAL VOLCANO NATIONAL PARK The "Zoning of the PNVA" was established jointly and participatively with the diverse social groups that participated in the workshops, and the following classification of zones for the PNVA was generated:

MANAGEMENT PROGRAMS AND STRATEGIES The PNVA Management Plan establishes a series of "Management Programs and Strategies", which correspond to the programs with the respective management units that the PNVA requires to implement the Management Plan, including the personnel requirement to fulfill the proposed strategies. Three programs and seven management units are established.

It has a single management unit:

a. Administrative and Financial Unit: In the strategy for this unit, 4 objectives are described with their respective activities, responsible parties, and requirements.

It is composed of three management units:

a. Environmental Education and Communication Unit: Is responsible for disseminating the knowledge and information of the eight conservation targets of the PNVA, as well as the threats, contributing to deepening values, behaviors, and positive actions. The strategy is composed of 4 objectives with their respective activities, responsible parties, and requirements.

b. Tourism Unit: Is responsible for the planning, management, operation, and monitoring of tourist activity within the national park, under sustainability criteria. The strategy has 5 objectives with their respective activities, responsible parties, and requirements.

c. Land Tenure Unit: Its objective is to manage public and private property in Arenal Volcano National Park and its buffer zone (zona de amortiguamiento), in addition to ensuring compliance with the restrictions established in the zoning. The strategy comprises 5 objectives with their respective activities, responsible parties, and requirements.

It is comprised of three management units:

a. Research Unit: Is established with the purpose of promoting research and monitoring of biodiversity in the Park, mainly of the prioritized conservation targets. It is composed of 3 objectives with their respective activities, responsible parties, and requirements.

b. Risk Management Unit: This unit must contribute to the maintenance of the structure and function of ecosystems to guarantee the permanence of ecosystem goods and services. It is composed of 5 objectives with their respective activities, responsible parties, and requirements.

c. Sustainable Production Unit: Is responsible for promoting sustainable production projects on private properties as a palliative strategy while the properties are being purchased. RESUELVE:

RESUMEN EJECUTIVO DEL PLAN GENERAL DE MANEJO DEL PARQUE NACIONAL VOLCÁN ARENAL El Parque Nacional Volcán Arenal (PNVA) fue creado el 30 de setiembre de 1991 mediante el Decreto Ejecutivo (DE) N° 20791-MIRENEM. Amplió su superficie mediante los DE N° 21197-MIRENEM (23 de abril de 1992) y N° 23774-MIRENEM (22 de noviembre del 1994). La justificación de su creación se basa en la belleza escénica, la actividad volcánica y la producción hídrica. Esta última garantiza el aporte constante de agua al Embalse Arenal (70%) y favorece los asentamientos humanos cercanos. Por otra parte, la belleza escénica y la actividad volcánica, se han constituido atractivos turísticos cruciales para el desarrollo económico local y regional.

Como parte del Área de Conservación Arenal Huetar Norte (ACA-HN), se ubica en la región noroeste de Costa Rica, entre el pie de monte de la Cordillera de Tilarán y las Llanuras de San Carlos.

Comprende parte del cantón Tilarán, distrito Tronadora, parte del Cantón de San Carlos, distrito La Fortuna y parte del cantón de San Ramón, distrito Peñas Blancas.

Con un área 12.080,00 ha, el PNVA se caracteriza por el majestuoso Volcán Arenal, el cual se eleva hasta aproximadamente 1.755,00 m.s.n.m. Desde el año de 1968 estuvo en actividad volcánica hasta en el 2010, con erupciones regulares que ofrecieron uno de los espectáculos naturales más extraordinarios e impactantes de Costa Rica.

Con una gran diversidad biológica y características geológicas y geomorfológicas particulares, el PNVA es considerado como un laboratorio natural al presentar ecosistemas que van desde iniciales estados de sucesión hasta bosques primarios.

El actual Plan General de Manejo del PNVA, se comenzó a elaborar en el segundo trimestre del 2011 y concluyó un año después, en el 2012, teniendo como objetivo "Gestionar, manejar y conservar el PNVA, para asegurar el uso sostenible de los servicios ecosistémicos generando bienestar humano para las comunidades locales y organizaciones, durante el período 2012-2020".

La elaboración del documento consistió de tres etapas: a) un diagnóstico general, b) cuatro talleres de construcción y consulta con las comunidades, organizaciones estatales y ONGs y c) aprobación del mismo por los actores. El Plan de Manejo se encuentra estructurado de la siguiente manera: 1) Resumen, 2) Antecedentes y Marco Estratégico del PNVA, 3) Objetos de conservación del PNVA, 4) Zonificación del PNVA, 5) Programas de Manejo y Estrategias, y 6) Literatura consultada. Los objetos de conservación se determinaron conjuntamente con los actores en el proceso de construcción del Plan General de Manejo, según las prioridades y necesidades del PNVA, de la sociedad civil o de ambas:

LOS OBJETOS DE CONSERVACIÓN DEL PARQUE NACIONAL VOLCAN ARENAL

Se presentan dos subcuencas: la del río Arenal y la del río Peñas Blancas, ambos tributarios de la cuenca del río San Carlos. Por las condiciones físicas, la precipitación y la exposición, hay una buena cantidad de nacientes de microcuencas, la mayor parte escurriendo sus aguas hacia el Embalse Arenal.

Hay presentes también suelos del Orden Entisoles, Suborden Psamment, que son suelos con horizontes poco desarrollados, delgados, asociados a pendientes escarpadas y generados principalmente del material parental, desde las alturas del Cerro Chato, hacia el norte, abarcando el Volcán Arenal y hasta los límites del área protegida. Estos ocupan el 15,8% del área del parque. Finalmente, del mismo Orden de los Entisoles, están los suelos del Suborden Psamment que cubren la parte al oeste del parque, localizados del río Agua Caliente hacia el norte (12,4% del PNVA). Son de textura arenosa formada en condiciones de pendientes planas de hasta 2% de inclinación.

Estos bosques ocupan un 76,3% (9.215 ha) del PNVA. Son un bloque relativamente homogéneo, aunque fracturado por el volcán Arenal, áreas en iniciales etapas de sucesión en las faldas del volcán y potreros cercanos a las carreteras y en fincas privadas dentro de los linderos del PNVA.

La última actividad del volcán Chato se remonta a unos 3.700 años. En este volcán el bosque es más denso y húmedo en la ladera caribe o norte, mientras que los árboles son más delgados del lado sur, con influencia pacífica. En este sitio no se permite la visitación turística, ya que el aplastamiento o pisoteo, la erosión y el paso veloz del agua de lluvia o escorrentía causan fuertes deterioros al ecosistema.

Entre las especies más importantes están el Quetzal (Pharomachrus mocinno) considerada por la UICN con su población en disminución e incluida en el Apéndice I de CITES. También alberga al Gavilán Blanco (Leucopternis albicollis) y el Pavón (Crax rubra), incluidos en el apéndice II de CITES, asimismo se pueden observar otras aves de importancia para la caza como el Pájaro Campana (Procnias tricarunculatus), la Chorcha o Cacique Amarillo (Icterus prosthemelas) y el Jilguero (Myadestes melanops).

Se considera localmente común y ampliamente distribuido, pero en algunas áreas es una especie rara o ausente debido a la presión de la caza y a la deforestación de su hábitat natural. La cacería de subsistencia es reforzada por costumbres locales, lo que ha deteriorado mucho sus poblaciones, a pesar de la protección que le brinda la legislación nacional.

LA ZONIFICACIÓN DEL PARQUE NACIONAL VOLCÁN ARENAL La "Zonificación del PNVA" se estableció en forma conjunta y participativa con los diversos grupos sociales que participaron de los talleres y se generó la siguiente clasificación de zonas para el PNVA:

PROGRAMAS DE MANEJO Y ESTRATEGIAS El Plan de Manejo del PNVA establece una serie de "Programas de Manejo y Estrategias", los cuales corresponden a los programas con las respectivas unidades de manejo que el PNVA requiere para implementar el Plan de Manejo, incluyendo el requerimiento de personal para cumplir con las estrategias propuestas. Se establecen tres programas y siete unidades de manejo.

Posee una sola unidad de manejo:

a. Unidad Administrativa y Financiera: En la estrategia para esta unida se describen 4 objetivos con sus respectivas actividades, responsables y requerimientos.

2.-Programa Social. Se compone de tres unidades de manejo:

a. Unidad Educación Ambiental y Comunicación: Se encarga de diseminar el conocimiento e información de los ocho objetos de conservación del PNVA, así como las amenazas, contribuyendo a profundizar valores, comportamientos y acciones positivas. b. Unidad Turismo: Es responsable de la planificación, manejo, operación y monitoreo de la actividad turística dentro del parque nacional, bajo criterios de sostenibilidad. La estrategia cuenta con 5 objetivos con sus respectivas actividades, responsables y requerimientos.

c. Unidad Tenencia de la Tierra: Su objetivo es gestionar la propiedad pública y privada en el Parque Nacional Volcán Arenal y su zona de amortiguamiento, además de velar por el cumplimiento de las restricciones establecidas en la zonificación. La estrategia comprende 5 objetivos con sus respectivas actividades, responsables y requerimientos.

Está conformado por tres unidades de manejo:

a. Unidad de Investigación: Se establece con el fin de promover la investigación y el monitoreo de la biodiversidad en el Parque, principalmente de los objetos de conservación priorizados. Se compone de 3 objetivos con sus respectivas actividades, responsables y requerimientos.

b. Unidad Gestión del Riesgo: Esta unidad debe contribuir al mantenimiento de la estructura y función de los ecosistemas para garantizar la permanencia de los bienes y servicios ecosistémicos. Se compone de 5 objetivos con sus respectivas actividades, responsables y requerimientos.

c. Unidad Producción Sostenible: Se encarga de promover proyectos de producción sostenible en propiedades privadas como una estrategia paliativa mientras se logra comprar las propiedades.
