The PANT-CR Commission shall be composed of one representative from the following institutions, their work being ad-honorem:
A. A representative of INCOPESCA, who shall be the coordinator of the same.
B. A representative of the Ministry of Environment and Energy.
C. A representative of the National Coast Guard Service of the Ministry of Public Security.
D. A representative of the National Animal Health Service of Costa Rica E. A representative of the National longline fishery sector, representing the Medium-Scale Commercial Fishing and Advanced Commercial Fishing sectors.
F. A representative of the Small-Scale Commercial Fishing Sector.
G. A representative of a Non-Governmental Organization H. A representative of the companies exporting shark products and by-products
I. A representative of the National Council of Rectors (CONARE)
For each position, an alternate shall be appointed by the same institution, sector, or NGO that comprises it.
Each head of the institution that is a member of the Commission on behalf of the public sector shall appoint in writing, independently, their representative and an alternate. If the representation of the institution is absent without due justification for three consecutive sessions, or four meetings per calendar year, a definitive replacement of both the principal and the alternate shall be requested from their hierarchical superior.
The Non-Governmental Organization (ONG) and the fishery sectors shall be designated by the Board of Directors of INCOPESCA, through a direct invitation, from the shortlists proposed by them.
All positions are exercised on an ad-honorem basis.
Principals and alternates have the right to attend sessions, with voice, but the vote shall be exclusively that of the principal or the alternate in the absence of the principal. Alternates may attend sessions in their said capacity, but shall not have a vote.
