en la totalidad del texto - Complete Text of Norma 42127 Amendment to Executive Decree No. 40203 "Governance and implementation of the sustainable development goals in Costa Rica" Complete Text acta: 133A0B No. 42127-PLAN-RE-MINAE-MDHIS THE PRESIDENT OF THE REPUBLIC, THE MINISTER OF NATIONAL PLANNING AND ECONOMIC POLICY, THE MINISTER OF FOREIGN AFFAIRS AND WORSHIP, THE MINISTER OF ENVIRONMENT AND ENERGY AND THE MINISTER OF HUMAN DEVELOPMENT AND SOCIAL INCLUSION Based on the powers granted in Articles 11, 139 subsection 2), 140 subsections 3), 8), 18) and 20) and 146 of the Political Constitution of the Republic of Costa Rica; Articles 11, 21, 25 subsection 1), 27 subsection 1) and 28 subsection 2.b), 99, 100 and 113 of the General Public Administration Law No. 6227 of May 2, 1978, and its amendments; Article 17 of the Organic Law of the Ministry of Foreign Affairs and Worship No. 3008 of July 18, 1962; the National Planning Law No. 5525 of May 2, 1974, and its amendments; the Organic Law of the Ministry of Environment and Energy No. 7152 of June 5, 1990, and its amendments; and, Executive Decree No. 41187-MP-MIDEPLAN of May 2, 2018, and its amendments, called "Organic Regulation of the Executive Branch".
I.—That through resolution number A/RES/70/1 of September 25, 2015, the General Assembly of the United Nations approved the "2030 Agenda for Sustainable Development", in which 17 Sustainable Development Goals and 169 targets are established, focused on achieving sustainable development in its three dimensions—economic, social and environmental—in a balanced and integrated manner.
II.—That the Government of Costa Rica subscribed to the 2030 Agenda for Sustainable Development, whose commitments are consistent with the National Public Development and Investment Plan (Plan Nacional de Desarrollo y de Inversión Pública, PNDIP) of the Bicentennial 2019-2022.
III.—That the PNDIP was developed under the sustainable development approach, incorporating the indicators with the Sustainable Development Goals (SDGs) defined for Costa Rica.
IV.—That the Government of the Republic must undertake the necessary actions to guarantee the adequate political direction and coordination of the Public Administration, in fulfillment of national development priorities.
V.—That through Decree No. 40203-PLAN-RE-MINAE, the governance and implementation structure of the sustainable development goals in Costa Rica was established, in which the High-Level Council of the Sustainable Development Goals and the Technical Secretariat were formed.
VI.—That, within the national strategy for the implementation of the SDGs in Costa Rica, it is necessary to include hierarchical representation of the Social Sector, as part of the High-Level Council of the Sustainable Development Goals, which allows for achieving representation of the three dimensions contemplated by the 2030 Agenda for Sustainable Development, namely the economic, the environmental, and the social. I.-Que mediante resolución número A/RES/70/1 del 25 de setiembre de 2015, la Asamblea General de las Naciones Unidas aprobó la "Agenda 2030 para el Desarrollo Sostenible", en la cual se establecen 17 Objetivos de Desarrollo Sostenible y 169 metas enfocadas a lograr el desarrollo sostenible en sus tres dimensiones económica, social y ambiental, de forma equilibrada e integrada.
II.-Que el Gobierno de Costa Rica suscribió la Agenda 2030 para el Desarrollo Sostenible cuyos compromisos son coherentes con el Plan Nacional de Desarrollo y de Inversión Pública (PNDIP) del Bicentenario 2019-2022.
III.-Que el PNDIP fue elaborado bajo el enfoque del desarrollo sostenible, incorporando los indicadores con los Objetivos de Desarrollo Sostenible (ODS) definidos para Costa Rica.
IV.-Que el Gobierno de la República, debe emprender las acciones necesarias para garantizar la adecuada dirección y coordinación política de la Administración Pública, en cumplimiento de las prioridades del desarrollo nacional.
V.-Que mediante el decreto N° 40203-PLAN-RE-MINAE se estableció la estructura de gobernanza e implementación de los objetivos de desarrollo sostenible en Costa Rica, en el cual se conformó el Consejo de Alto Nivel de los Objetivos de Desarrollo Sostenible y Secretaría Técnica.
VI.-Que, dentro de la estrategia nacional para la implementación de los ODS en Costa Rica es necesaria la inclusión de representación jerárquica del Sector Social, como parte del Consejo de Alto Nivel de los Objetivos de Desarrollo Sostenible, que permita cumplir con representación de las tres dimensiones que contempla la Agenda 2030 para el Desarrollo Sostenible, sean la económica, la ambiental y la social.
