The Institute may grant scholarships for capacity building, training, or development, which are classified into the following categories, terms, and general conditions established:
1. Category One: Primary and Secondary Education a) The civil servant applying for the primary and secondary education scholarship must complete and submit the "Scholarship Application Form" and the proforma of the Study Plan, for the due analysis and approval by the Human Capital Management Directorate.
- b)For this scholarship, 100% of the total cost of the submitted and approved study plan will be granted.
- c)The civil servant shall have leave with pay of up to twelve hours per week to attend classes, when required, for which they must submit a copy of the enrollment record, duly stamped by the study center, indicating the subjects and schedules to attend.
- d)The civil servant must sign the Scholarship Contract to formalize the acquired commitment.
- e)If the employee (funcionario) does not pass a subject or the Study Plan (Plan de estudio), they will have the option to present it in two examination calls (convocatorias) which they must cover with their own resources; for the corresponding approval.
Otherwise, they must reimburse the Institute in a single lump sum for the amount granted for the failed subject; but if the employee does not have the necessary resources, the matter will be referred to the Legal Directorate (Dirección Jurídica) for it to issue the payment terms according to the economic possibilities of each case.
- f)Once the Study Plan (Plan de Estudios) is completed and approved, the employee must:
- i)Submit a certification of completion of studies to the Human Capital Management Directorate (Dirección Gestión del Capital Humano).
- ii)Provide services to the Institution for a period three times the equivalent of the benefit enjoyed.
- g)In the event that they withdraw from or fail the Study Plan (Plan de estudio), they must reimburse the total amount of the benefit granted in a single lump sum. If they do not have the economic resources to reimburse it, the matter will be referred to the Legal Directorate (Dirección Jurídica) for it to issue the payment terms according to the economic possibilities of each case.
- h)If the reason for the withdrawal from the study plan is due to illness, they must submit a certification indicating the health condition that prevented them from continuing with their studies, issued by the Costa Rican Social Security Fund (Caja Costarricense de Seguro Social), and the matter will be referred to the Legal Directorate (Dirección Jurídica) for analysis of the case and to determine whether the collection of the study plan proceeds or whether to archive the case.
2. Category Two: Undergraduate – Bachelor’s and University Licentiate (Licenciatura universitaria) a) The employee who applies for the Bachelor’s and Licentiate Scholarship (Beca de Bachillerato y Licenciatura) must arrange with their Management (Jefatura) to submit a memorandum to the Human Capital Management Directorate (Dirección Gestión del Capital Humano), justifying the interest in and application of these studies to the tasks the employee performs in their current position and how these contribute to the achievement of the objectives of the Dependency (Dependencia) and, consequently, of the Institution.
- b)For the Bachelor’s scholarship, 100% will be granted, and for the Licentiate, 75% of the total cost of the official study plan submitted, in accordance with the costs established per credit and enrollment at the Study Centers (Centros de Estudio).
- c)The employee must sign the Scholarship Contract (Contrato de Beca) to formalize the acquired commitment.
- d)Once each academic term (ciclo lectivo) is completed, the employee must submit a certification or document duly stamped and signed by the study center.
- e)The employee must complete the Study Plan (Plan de Estudios) within a period not exceeding twelve academic terms (ciclos lectivos) for the Bachelor’s level and eight academic terms for the Licentiate.
- f)The employee must take a minimum of three subjects per academic term (ciclo lectivo) if the Study Plan (Plan de Estudios) is on a trimester, quarter, or semester basis.
- g)If the employee does not pass a subject, they must repeat it in the following academic term (ciclo lectivo) and pay for it with their own resources.
- h)In the event that they withdraw from or fail the Study Plan (Plan de estudio), they must reimburse the total amount of the benefit granted in a single lump sum. If they do not have the economic resources to reimburse it, the matter will be referred to the Legal Directorate (Dirección Jurídica) for it to issue the payment terms according to the economic possibilities of each case.
- i)If the reason for the withdrawal from the study plan is due to illness, they must submit a certification indicating the health condition that prevents them from continuing with their studies, issued by the Costa Rican Social Security Fund (Caja Costarricense de Seguro Social), and the matter will be referred to the Legal Directorate (Dirección Jurídica) for analysis of the case and to determine whether the collection of the study plan proceeds or whether to archive the case.
- i)Employees who have been beneficiaries of these scholarships may apply only once, in view of the need to provide opportunities to the largest institutional population in accordance with the needs and priorities of the Institute.
- j)Once the Study Plan (Plan de Estudios) is completed and approved, the employee must:
- i)Submit a copy of the degree obtained upon completion of studies to the Human Capital Management Directorate (Dirección Gestión del Capital Humano).
- ii)Provide services to the Institution for a period four times the equivalent of the benefit enjoyed for Bachelor’s scholarships, and five times for Licentiate scholarships. And, in the contrary case, should the employee decide to resign from the Institution without having fulfilled the employment commitment, they must reimburse the total approved amount of the Study Plan (Plan de Estudios).
3. Category Three: Postgraduate studies in the country and abroad The terms and conditions for these scholarship categories are as follows:
- a)The Human Capital Management Directorate (Dirección Gestión del Capital Humano) will present to the Higher Training Committee (Comité Superior de Capacitación) those master's and doctoral programs considered of institutional interest, for analysis and recommendation of their publication to identify suitable candidates to award said scholarship.
- b)The Human Capital Management Directorate (Dirección Gestión del Capital Humano), through an internal competition, will announce the conditions and terms of the Study Plan (Plan de Estudio) and the competition.
- c)Once the candidates from the competition are received, an analysis will be conducted based on the following parameters:
i. Relationship between the studies and the candidate's position.
ii. Having a continuous employment seniority of at least 10 years.
iii. Not having any pending disciplinary procedure or measure.
iv. Having obtained a minimum score of 80 in the Performance Evaluation (Evaluación del Desempeño) over the last two years.
v. The Director must issue an opinion on the interest in and application of these studies in the work field of their dependency and of the candidate's functions.
vi. The maximum age to be an applicant for these scholarships will be 50 completed years, taking into consideration the institutional interest, the return on investment value, the cost-benefit, and the transfer of knowledge to their workplace.
vii. The Human Capital Management Directorate (Dirección Gestión del Capital Humano) will conduct a cost-benefit study for the granting of this scholarship, which will be presented to the Committee for the respective analysis and to assess its feasibility, advisability, and the Institution's budget availability to grant it.
This study will include the items of leave with pay (permiso con goce de salario), air tickets, daily per diem (viático) for lodging and food, medical insurance and sickness expenses if required, among others that are defined; said information will be provided by the corresponding dependencies.
- d)Once the suitable candidates are selected according to the established requirements, they are presented to the Committee for analysis and issuance of the respective recommendation, to be forwarded to the General Management (Gerencia General), who will elevate it for the final approval decision of the Board of Directors (Junta Directiva).
- e)Once the Board of Directors Agreement (Acuerdo de Junta Directa) indicating the selected candidate(s) is received, the formalization of the Scholarship Contract (Contrato de Beca) will proceed.
- f)If the employee does not pass a subject, they must repeat it in the following academic term (ciclo lectivo) and pay for it with their own resources.
- g)In the event that they withdraw from or fail the Study Plan (Plan de Estudio), they must reimburse the total amount of the benefit granted in a single lump sum. If they do not have the economic resources to reimburse it, the matter will be referred to the Legal Directorate (Dirección Jurídica) for it to issue the payment terms according to the economic possibilities of each case.
Withdrawal from or failure of the Study Plan (Plan de Estudio) may occur under the following conditions:
- i)If the reason for the withdrawal from the study plan is due to illness, they must submit a certification indicating the health condition that prevents them from continuing with their studies, issued by the Costa Rican Social Security Fund (Caja Costarricense de Seguro Social), in the case of pursuing postgraduate studies in the country; for cases abroad, a medical certificate issued by the University Health Center (Centro de Salud de la Universidad) or a Private Clinic (Consultorio Privado) attesting to the health condition, a condition that will be verified upon return by the Costa Rican Social Security Fund (Caja Costarricense de Seguro Social); this is for the purpose of referring the case to the Legal Directorate (Dirección Jurídica) for its analysis and to determine whether the collection of the study plan proceeds or whether to archive the case.
- ii)In the event of serious illness or death of parents, children, or spouse, the employee must freeze their study plan and will inform the Human Capital Management Directorate (Dirección Gestión del Capital Humano), which will consult the General Management (Gerencia General) for its approval to cover the return fares so that the employee can attend the family emergency.
Once the employee has resolved the family situation, they may request the reactivation of the granted scholarship again from the Human Capital Management Directorate (Dirección Gestión del Capital Humano), to be reviewed by the entities that must approve their new request.
- iii)In the event of serious illness or death, the Institution will finance the expenses to repatriate the employee or their remains.
- h)Once the Study Plan (Plan de Estudios) is completed and approved, the employee must:
i. Submit a copy of the degree obtained upon completion of studies to the Human Capital Management Directorate (Dirección Gestión del Capital Humano).
ii. Provide services to the Institution for a period of five times the equivalent for postgraduate studies, both in the country and abroad.
And, in the contrary case, should the employee decide to resign from the Institution without having fulfilled the employment commitment, they must reimburse the total approved amount of the Study Plan (Plan de Estudios).
- i)Once the Study Plan (Plan de Estudios) abroad is completed, the employee must process the validation of the Postgraduate degree before the National Council of Rectors (Consejo Nacional de Rectores, CONARE).
- j)Employees who have been beneficiaries of these scholarships may apply only once, in view of the need to provide opportunities to the largest institutional population, in accordance with the needs and priorities of the Institute.
- k)In the case of those employees who benefit from a postgraduate study plan abroad and who have the availability item, it will be suspended the month following the start of their studies. This will be restored once they conclude their studies and return to their duties in their titular position.
- l)The employee must complete the Study Plan (Plan de Estudios) within a period not exceeding eight academic terms (ciclos lectivos) for the postgraduate level, both in the country and abroad.
- m)The employee must take a minimum of three subjects per academic term (ciclo lectivo) if the Study Plan (Plan de Estudio) is on a trimester, quarter, or semester basis.
And in the event that the Plan is structured by subject per month, this will be the only course load they must enroll in.
- n)The employee must communicate to the Human Capital Management Directorate (Dirección Gestión del Capital Humano), within fifteen business days, their arrival and address in the destination country, as well as the start of the Study Plan (Plan de Estudio).
- o)Send the certification or proof of grades issued by the Study Center (Centro de Estudio) to the Human Capital Management Directorate (Dirección Gestión del Capital Humano), within the next fifteen business days after the end of each academic period.
- p)Present, within fifteen business days following the conclusion of their studies, a master presentation of the graduation thesis topic, through an activity scheduled for the Directorate to which they belong, in order to disseminate the knowledge acquired and its application within the Institution. Likewise, they must deliver a copy of the thesis work, either printed or digital, to the AyA Documentation Center (Centro de Documentación del AyA).
Facilities for scholarship recipients abroad:
Employees for whom the Institution approves scholarships abroad may enjoy, totally or partially, the following benefits in the event that these are not provided by the organization or Institution they will attend, or if no entities finance them as part of the scholarship, and provided that the approval of the Board of Directors (Junta Directiva) is obtained.
Among the facilities are the following:
- a)Leave with partial or full pay (Permiso con goce de salario).
- b)Departure taxes for Costa Rica and the destination country.
- c)Round-trip economy class tickets to the location where the studies will take place.
- d)Full per diem (Viáticos), which includes a daily sum to cover lodging, food, and other expenses abroad, including the days absolutely necessary for transfers, for which the per diem rates indicated in the "Regulation on Travel and Transport Expenses for Public Officials (Reglamento de Gastos de Viaje y de Transporte para Funcionarios Públicos)," issued by the Comptroller General of the Republic (Contraloría General de la República), will be taken as a reference.
- e)Travel insurance and medical insurance as contemplated in the employment policy for the employees.
- f)Transfers from residence to airport and vice versa in Costa Rica, and airport-hotel and vice versa in the destination country.
- g)Expenses for the Study Plan (Plan de Estudio) concept, which includes the cost of enrollment and subjects to be taken.
- h)When studies abroad are carried out through the offer of an International Institution or Organization, AyA must grant only the items not contemplated in the scholarship, or the complementary ones if required.
4. Category Four: Time leave for final graduation projects a) The employee pursuing Bachelor's, Licentiate (Licenciatura), Postgraduate, and Doctoral degrees may request leave of up to eight business days to prepare for the defense or degree examination, before the Human Capital Management Directorate (Dirección Gestión del Capital Humano), by means of a memorandum from the Management (Jefatura) to which they belong, justifying the interest in the topic and in the workplace.
- b)The employee must sign the Scholarship Contract (Contrato de Beca) to formalize the acquired commitment.
- c)In the event that the employee breaches the stipulations of the Scholarship Contract (Contrato de Beca), they must justify the reasons for the breach by means of a memorandum from their Management (Jefatura), for the corresponding analysis.
- d)Once the Study Plan (Plan de Estudios) is completed and approved, the employee must provide services to the Institution for a period twice the equivalent of the benefit enjoyed.
- e)The employee must deliver a copy of the graduation project to the Institutional Library, in digital form.
5. Category Five. Training Activities (Actividades de Formación) a) The employee who participates in updating, strengthening, and knowledge transfer activities, which are provided within the country by Governmental and Non-Governmental Institutions, Operating Entities, Academia, or other institutions involved with water resources (recurso hídrico), which are contracted with institutional budget and time, must request it from the Human Capital Management Directorate (Dirección Gestión del Capital Humano), by means of a memorandum from the corresponding Management (Jefatura), justifying the interest in and application of this updating to the tasks the employee performs in their current position, and how it will contribute to the achievement of the objectives of the Dependency (Dependencia) and, consequently, of the Institution.
In the event that the activities are carried out abroad and are covered by institutional budget, time, or non-reimbursable technical or financial cooperation funds, they must have a technical opinion indicating the suitability of the candidate's participation according to the position they hold and that they have no pending administrative commitments that prevent them from being a guarantor of this benefit. It should be noted that the Directorate of Cooperation and International Affairs (Dirección de Cooperación y Asuntos Internacionales) is the dependency that will be in charge of carrying out all the corresponding procedures for activities conducted abroad.
- b)The updating, strengthening, and knowledge transfer activities may be conducted based on the establishment of an Inter-institutional Cooperation Agreement (Convenio de Cooperación Interinstitucional) with the previously mentioned entities, wherein the terms of participation and resources will be established, which may even be on a cost-sharing basis, according to availability and what is established by current regulations.
This Agreement must be managed jointly with the Directorate of Cooperation and International Affairs (Dirección de Cooperación y Asuntos Internacionales), the dependency responsible for this activity. For the specific case of training activities carried out with the Administrative Associations of Communal Sewer Systems (Asociaciones Administradoras de Sistemas de Alcantarillados Comunales, ASADAS), they are required to have the Delegation Agreement (Convenio de Delegación) signed and current at the time the activity is conducted. In turn, the Directorate or Sub-management of Delegated Systems Management (Dirección o Subgerencia Gestión de Sistemas Delegados) must plan, coordinate, execute, and follow up on said activities, in order to verify the fulfillment of the objectives.
- c)The employee must sign the Scholarship Contract (Contrato de Beca) to formalize the commitment acquired for activities carried out within the country, and, in the case of activities carried out abroad, a Personnel Action (Acción de Personal) will be prepared for them, in accordance with the Resolution issued by the Executive Presidency (Presidencia Ejecutiva) or the General Management (Gerencia General).
- d)In the event that the employee breaches the stipulations of the Scholarship Contract (Contrato de Beca), they must justify the reasons for the breach by means of a memorandum from their Management (Jefatura) for analysis by the Human Capital Management Directorate (Dirección Gestión del Capital Humano), and if not justified, they will be ineligible for this type of scholarship for a period of two years.
- e)The employee must send a copy of the certificate, degree, or proof of participation in the activity to the Human Capital Management Directorate (Dirección Gestión del Capital Humano), which will be included in their personnel file.
- f)Once the activity is completed, the employee must provide services to the Institution for a period three times the equivalent of the benefit enjoyed.
6. Category Six. Time facilities to attend training, capacity-building, and development activities a) The employee who participates in the mentioned activities and requires only leave with or without pay to attend them must request it from the Human Capital Management Directorate (Dirección Gestión del Capital Humano), by means of a memorandum from the corresponding Management (Jefatura); indicating that the work performed by the employee will not be affected and that the topic is relevant to the position, and must also attach the supporting documentation.
- b)The employee must sign the Scholarship Contract (Contrato de Beca) to formalize the acquired commitment.
- c)In the event that the employee breaches the stipulations of the Scholarship Contract (Contrato de Beca), they must justify the reasons for the breach by means of a memorandum from their Management (Jefatura) for analysis by the Human Capital Management Directorate (Dirección Gestión del Capital Humano), and if not justified, they will be ineligible for this type of scholarship for a period of two years.
- d)The employee must send a copy of the certificate, degree, or proof of participation in the activity to the Human Capital Management Directorate (Dirección Gestión del Capital Humano), which will be included in their personnel file.
- e)Once the activity is completed, the employee must provide services to the Institution for a period three times the equivalent of the benefit enjoyed.
