7841-P, "Regulation to Law No. 6043 on the Zona Marítimo Terrestre," b) Executive Decree No. 33797-MJ-MOPT, "Declares as the official horizontal datum for Costa Rica, CR05, and its associated cartographic projection, CRTM05," c) Executive Decree No. 40962-MJP, "Updating of the Official Horizontal Reference Geodetic System for Costa Rica"; and d) Executive Decree No. 36642-MP-MOPT-MINAET, "Regulation of Specifications for the Delimitation of the public zone of the Zona Marítimo Terrestre." 10.-That Article 16° of the Ley Forestal, Law No. 7575 of February 13, 1996, establishes that the Ministry of Environment and Energy (Ministerio del Ambiente y Energía) shall delimit on the ground the boundaries of the areas that constitute the State's Natural Heritage (Patrimonio Natural del Estado).
11.-The Instituto Geográfico Nacional together with the Área de Conservación Pacífico Central, used the "Digital Georeferenced Delimitation" methodology to delimit the public zone of the Zona Marítimo Terrestre in a mangrove sector in Esterillos Este located in district 01 Parrita, canton 09 Parrita, province 06 Puntarenas, this in accordance with proceedings carried out by Mrs. Soleida Rojas Sánchez, ID No. 2-0221-0838 before the Instituto Geográfico Nacional.
12.-That the delimitation carried out has internal technical endorsement in accordance with official communication No. DIG-TOT-0264-2019 of July 30, 2019, issued by the Subproceso de Limites Oficiales of the Topographic Department and Territory Observation (Departamento Topográfico y Observación del Territorio) of the Instituto Geográfico Nacional.
13.-That the delimitation carried out had the accompaniment of the Área de Conservación Pacífico Central, System of Conservation Areas (Sistema de Áreas de Conservación), for the demarcation of the public zone in the mangrove ecosystem sector, in accordance with official communication SINAC-ACOPAC-OSRAP-116-2018, dated February 12, 2017 (sic).
14.-That Article 140 of Law No. 6227, General Law of Public Administration, states that "the administrative act shall produce its effect after being communicated to the administered party, except if it only grants rights, in which case it shall produce it from the moment it is adopted," a provision that must necessarily be related to numeral 204) of the same normative body, which defines the suitable instrument for communicating acts of a generic nature by stating that: "General acts shall be communicated by publication and specific ones by notification."
