MOU on Ecotourism Cooperation Costa Rica–DominicaMemorándum de Entendimiento en Cooperación en Ecoturismo Costa Rica-Dominica

PURPOSE 1.1 The purpose of this Memorandum of Understanding (hereinafter referred to as the "Memorandum") is to establish a framework for collaboration between the Parties, with respect to training, provision of technical assistance, organization of field visits and exchange in tourism, and in particular, ecotourism, in accordance with their internal laws.

EXECUTION OF THE AGREED ACTIVITIES 2.1 The activities and projects shall be initiated through an exchange of letters between the Parties directly, through diplomatic channels, or through the Permanent Missions accredited to the Organization of American States (OAS).

2.2 Each Party shall bear the cost of its delegation's travel to the other country, while the host country shall bear the cost of accommodation and internal transportation. The Parties may also count on the support of private sector entities, which contribute to covering the local costs of the exchange visits.

2.3 In order to facilitate the implementation of the agreed activities, the Parties shall seek financial support from third parties, such as the Organization of American States (OAS).

REVIEW AND EVALUATION 3.1 The Parties agree that the activities carried out within the framework of this Memorandum, shall be evaluated annually by the staff of the focal institutions or with the assistance of third parties, including the Organization of American States (OAS), when applicable.

VALIDITY AND AMENDMENTS 4.1 This Memorandum shall enter into force on the date of the last notification whereby the Parties communicate to each other the fulfillment of the internal requirements demanded by their legislation for its entry into force. The termination or non-renewal of this Memorandum shall not affect the existing programs and activities under development between the Parties, unless otherwise stipulated in an agreement.

4.2 Its validity shall be for a period of three (3) years, and shall be renewed for an equal period, unless one of the Parties notifies, in writing, six months before the expiration date of the agreement, the other Party, through diplomatic channels, expressing its desire to terminate this Memorandum.

4.3 The modifications to this Memorandum shall be made in writing and by mutual agreement of the Parties and shall enter into force in accordance with paragraph 4.1 The document in which the modifications are agreed upon, shall be attached to this Memorandum and shall form an integral part thereof.

This Memorandum is signed in two identical original copies in Spanish and English, in the city of Roseau on the thirtieth day of the month of January, 2013.

PROPÓSITO 1.1 El propósito de este Memorándum de Entendimiento (en adelante denominado "Memorándum") es establecer un marco para la colaboración entre las Partes, con respecto a capacitación, prestación de asistencia técnica, organización de visitas de campo e intercambio en turismo, y en particular, ecoturismo, de conformidad con sus legislaciones internas.

EJECUCIÓN DE LAS ACTIVIDADES ACORDADAS 2.1 Las actividades y los proyectos se iniciarán mediante un intercambio de cartas entre las Partes directamente, a través de los canales diplomáticos o mediante las Misiones Permanentes acreditadas ante la Organización de Estados Americanos (OEA).

2.2 Cada parte se hará cargo del costo del viaje de su delegación al otro país, mientras que el país anfitrión se hará cargo del alojamiento y transporte interno. Las Partes podrán también contar con el apoyo de entidades del sector privado, que contribuyan a cubrir los costos locales de las visitas de intercambio.

2.3 Con el fin de facilitar la implementación de las actividades acordadas, las Partes buscarán el apoyo financiero de terceros, tales como la Organización de Estados Americanos (OEA).

REVISIÓN Y EVALUACIÓN 3.1 Las Partes acuerdan que las actividades realizadas dentro del marco de este Memorándum, serán evaluadas anualmente por el personal de las instituciones focales o con la asistencia de terceros, incluyendo la Organización de Estados Americanos (OEA), cuando corresponda.

VALIDEZ Y ENMIENDAS 4.1 Este Memorándum entrará en vigencia a partir de la fecha de la última notificación mediante la cual las Partes se comuniquen el cumplimiento de los requisitos internos exigidos por su legislación para la entrada en vigor. La terminación o la no renovación de este Memorándum no afectará los programas y actividades existentes en desarrollo entre las Partes, a no ser que en un acuerdo se disponga lo contrario.

4.2 Su vigencia será por un periodo de tres (3) años, y se renovará por un periodo igual, a no ser que una de las Partes notifique, por escrito, seis meses antes de la fecha de vencimiento del acuerdo, a la otra parte, a través de los canales diplomáticos, expresando su deseo de terminar este Memorándum.

4.3 Las modificaciones a este Memorándum se harán por escrito y mediante acuerdo mutuo de las Partes y entrarán en vigencia de conformidad con el párrafo 4.1 El documento en el cual se acuerden las modificaciones, deberá anexarse a este Memorándum y formará parte integral del mismo.

Este Memorándum se suscribe en dos ejemplares originales idénticos en español e inglés, en la cuidad de Roseau el treinta del mes de enero del 2013.
