in the entirety of the text - Complete Text of Norm 41563 Public Interest Declaration for the activity called "First Gathering of Experiences in Integrated Water Resources Management, UCR, 2019" Complete Text of record: 12BC67 N° 41563-MINAE THE PRESIDENT OF THE REPUBLIC AND THE MINISTER OF ENVIRONMENT AND ENERGY In exercise of the powers conferred by Articles 50, 140 subsections 3), 18), and 20), and 146 of the Political Constitution; numerals 12 and 13 of the Organic Environmental Law No. 7554 of October 4, 1995; Article 11 subsection 3) of the Biodiversity Law No. 7788 of April 30, 1998; and Articles 25 subsection 1), 27 subsection 1), 28 subsection 2) heading b), and 113 of the General Law of Public Administration No. 6227 of May 2, 1978.
I.—That in accordance with the provisions of Article 50 of the Political Constitution, the State must procure the greatest well-being for all inhabitants of the country, in addition to preserving the right to enjoy a healthy and ecologically balanced environment.
II.—That Integrated Water Resources Management (Gestión Integral del Recurso Hídrico) must be pursued at all levels, this concept understood as that process which promotes the coordinated use of water, land, and associated natural resources, in order to maximize social and economic well-being in an equitable manner, without compromising the sustainability of ecosystems.
III.—That the United Nations General Assembly, through resolutions A/RES/64/292 of July 28, 2010, and A/RES/70/169 of December 17, 2015, recognizes the human right to water and sanitation, which are considered essential for the full enjoyment of life and of all human rights.
IV.—That Objective No. 6, called "Clean Water and Sanitation," of the Sustainable Development Goals, establishes in target 6.5: "By 2030, implement integrated water resources management at all levels, including through transboundary cooperation as appropriate." V.—That the activity called "First Gathering of Experiences in Integrated Water Resources Management (Gestión Integral del Recurso Hídrico), UCR 2019," will be developed within the framework of the commemoration of World Water Day, which, by provision of the United Nations General Assembly, was designated to be celebrated on March 22 of each year, as a way of raising awareness about the importance of fresh water and the defense of the sustainable management of the resource.
VI.—That this activity is aimed at public institutions, municipalities, universities, non-governmental organizations, foundations, associations, private enterprise, students, and the general public; and is presented as a space for dialogue and exchange of experiences on current topics that are circumscribed to Integrated Water Resources Management (Gestión Integral del Recurso Hídrico), and which will be addressed by speakers with experience in the field.
VII.—That in accordance with the Regulation to the Law for the Protection of the Citizen from Excessive Requirements and Administrative Procedures, Executive Decree No. 37045-MP-MEIC and its amendments, it was determined that this proposal does not establish or modify procedures, requirements, or steps that the citizen must comply with, a situation for which the prior review procedure was not undertaken.

en la totalidad del texto - Texto Completo Norma 41563 Declaratoria de interés público de la actividad denominada "Primer encuentre de experiencias en la gestión integral del recursos hídrico, UCR, 2019" Texto Completo acta: 12BC67 N° 41563-MINAE EL PRESIDENTE DE LA REPÚBLICA Y EL MINISTRO DE AMBIENTE Y ENERGÍA En uso de las facultades conferidas en los artículos 50, 140 incisos 3), 18) y 20) y 146 de la Constitución Política; numerales 12 y 13 de la Ley Orgánica del Ambiente N° 7554 del 04 de octubre de 1995; artículo 11 inciso 3) de la Ley de Biodiversidad N° 7788 del 30 de abril de 1998; y los artículos 25 inciso 1), 27 inciso 1), 28 inciso 2) acápite b) y 113 de la Ley General de la Administración Pública N° 6227 del 2 de mayo de 1978.
I.-Que de conformidad con lo dispuesto en el artículo 50 de la Constitución Política, el Estado debe procurar el mayor bienestar a todos los habitantes del país, además de preservar el derecho a disfrutar de un ambiente sano y ecológicamente equilibrado.
II.-Que debe procurar materializarse en todos los niveles, la Gestión Integral del Recurso Hídrico, entendido este concepto, como aquel proceso que promueve el aprovechamiento coordinado del agua, la tierra y los recursos naturales asociados, con el fin de maximizar el bienestar social y económico de manera equitativa, sin comprometer la sustentabilidad de los ecosistemas.
III.-Que la Asamblea General de las Naciones Unidas, mediante las resoluciones A/RES/64/292 del 28 de julio de 2010 y A/RES/70/169 del 17 de diciembre de 2015, reconoce el derecho humano al agua y al saneamiento, mismos que se consideran esenciales para el pleno disfrute de la vida y de todos los derechos humanos.
IV.-Que el Objetivo N° 6 denominado "Agua limpia y Saneamiento" de los Objetivos de Desarrollo Sostenible, establece en la meta número 6.5: "De aquí a 2030, implementar la gestión integrada de los recursos hídricos a todos los niveles, incluso mediante la cooperación transfronteriza, según proceda".
V.-Que la actividad denominada "Primer Encuentro de Experiencias en la Gestión Integral del Recurso Hídrico, UCR 2019", se desarrollará en el marco de la conmemoración del día mundial del agua, que, por disposición de la Asamblea General de las Naciones Unidas, fue designado para celebrarse el 22 de marzo de cada año, esto, como una forma de sensibilizar sobre la importancia del agua dulce y la defensa de la gestión sostenible del recurso.
VI.-Que la presente actividad está dirigida a instituciones públicas, municipalidades, universidades, organizaciones no gubernamentales, fundaciones, asociaciones, empresa privada, estudiantes y público en general; y se presenta como un espacio de diálogo e intercambio de experiencias sobre temas actuales que se circunscriben a la Gestión Integral del Recurso Hídrico, y que serán abordados por expositores con experiencia en la materia.
VII.-Que de conformidad con el Reglamento a la Ley de Protección al Ciudadano del Exceso de Requisitos y Trámites Administrativos, Decreto Ejecutivo N° 37045-MP-MEIC y sus reformas, se' determinó que la presente propuesta no establece ni modifica trámites, requisitos o procedimientos, que el administrado deba cumplir, situación por la que no se procedió con el trámite de control previo.
