The Minister of Agriculture and Livestock, based on the powers conferred by articles 28(j), 99, 100 of Law No. 6227, called: "Ley General de la Administración Pública"; 1, 3, 29, 30, 31, 32 of Law No. 7064 of April 29, 1987, called: "Ley de Fomento a la producción Agropecuaria FODEA y Orgánica del MAG," Law No. 7664, called: "Protección Fitosanitaria"; Law 8495 called: "Ley General del Servicio Nacional de Salud Animal"; Law No. 2035 called: "Ley Orgánica del Consejo Nacional de Producción"; Law No. 9036, called the Law transforming the Institute of Agrarian Development (Instituto de Desarrollo Agrario, IDA) into the Institute of Rural Development (Instituto de Desarrollo Rural, INDER), and Law 9327 called: "Ley de aprobación del Contrato de Préstamo N. 2157 suscrito entre la República de Costa Rica y el Banco Centroamericano de Integración Económica, para financiar el Proyecto Mercado Regional Mayorista de la Región Chorotega," hereby issues the following Ministerial Directive to the Servicio Nacional de Salud Animal, the Servicio Fitosanitario del Estado, and the Instituto Costarricense de Pesca y Acuicultura, the Consejo Nacional de Producción, the Instituto de Desarrollo Rural, and the Programa Integral de Mercadeo Agropecuario.
1.—That the Minister of Agriculture and Livestock, as Rector of the agricultural sector, is responsible for issuing National Policies regarding the planning, coordination, execution, monitoring, and evaluation of the public institutions under his charge, among which are the Ministry of Agriculture and Livestock (MAG), the Servicio Fitosanitario del Estado (SFE), the Servicio Nacional de Sanidad Agropecuaria (SENASA), the Instituto de Desarrollo Rural (INDER), the Consejo Nacional de Producción (CNP), the Instituto Nacional de Pesca y Acuicultura (INCOPESCA), the Consejo Nacional de Clubes 4S (CONAC), the Oficina Nacional de Semillas (ONS), the Servicio Nacional de Riego y Avenamiento (SENARA), the Instituto Nacional de Transferencia de Tecnología Agropecuaria (INTA), and the Programa Integral de Mercadeo Agropecuario (PIMA).
2.—That since the World Food Summit (WFS) of 1996, the FAO has considered that Food Security is: "at the individual, household, national, and global levels, achieved when all people, at all times, have physical and economic access to sufficient, safe, and nutritious food, to meet their dietary needs and their preferences, for the purpose of leading an active and healthy life." This conceptualization of Food Security emerged in the 1970s, based on food production and availability at the global and national levels. By the 1980s, the idea of access, both economic and physical, was added, and by the 1990s, the current concept was reached, which incorporates safety and cultural preferences, and reaffirms Food Security as a human right.
3.—That the economy of the province of Guanacaste has been characterized over the years as predominantly agricultural, with emphasis on livestock production; and traditional crops of the area, such as: rice, corn, and beans, to which has been added the increase in production of items such as sugar cane, citrus fruits, melon, and mango.
Furthermore, the Chorotega region possesses enormous marine fishery resources with high potential for aquaculture, extensive protected and conservation areas, as well as great potential for agriculture, which is greatly favored by the existence of an irrigation district in the area. On the other hand, in the field of tourism services, it is important to highlight that it is the province with the largest number of tourist zone declarations in the country, for which reason it has been the object of enormous state investments in communication routes and large-scale private tourist projects; it has the presence of an airport and is the principal electricity-generating zone of the national territory, with hydroelectric and geothermal plants and a wind farm in operation.
4.—That the Chorotega Regional Market (Mercado Regional Chorotega) is a project of the Agricultural Sector, which is found within the National Development Plan, and involves the development of the country's Chorotega Region in its agricultural and hydrobiological components.
5.—That for the year 2019, the reception of the Chorotega Regional Market (Mercado Regional Chorotega) by the Executing Unit of the State's loan contract with the BCIE is scheduled, which implies the start-up of the project approved by Law of the Republic 9327. Therefore, THE MINISTER OF AGRICULTURE AND LIVESTOCK Issues the following Directive:

The purpose of this directive is to establish, in the different operational plans of the Agricultural Sector institutions, actions for the implementation of the Chorotega Regional Market (Mercado Regional Chorotega).
From the publication of this Ministerial Directive, the institutions of the Agricultural Sector must include in their Annual Operational Plans actions, objectives, and budgetary funds that assist PIMA in the start-up and operation of the Chorotega Regional Market (Mercado Regional Chorotega).
This Directive takes effect upon its publication.

Esta conceptualización de Seguridad Alimentaria surge en la década del 70, basado en la producción y disponibilidad alimentaria a nivel global y nacional, ya para los años 80, se añadió la idea del acceso, tanto económico como físico, y ya para la década del 90, se llegó al concepto actual que incorpora la inocuidad y las preferencias culturales, y se reafirma la Seguridad Alimentaria como un derecho humano.
Además, la región Chorotega posee enormes recursos de pesca marina con un alto potencial para la acuicultura, extensas áreas protegidas y de conservación así como un gran potencial para la agricultura que se ve muy favorecido por la existencia de un distrito de riego en la zona. Por otra parte, en el campo de los servicios de turismo, es importante destacar que es la provincia con mayor número de declaratorias de zonas turísticas del país, por lo que ha sido objeto de enormes inversiones estatales en vías de comunicación y megaproyectos turísticos privados; cuenta con la presencia de un aeropuerto y es la principal zona generadora de electricidad del territorio nacional, con plantas hidroeléctricas, geotérmicas y una planta eólica en funcionamiento.
EL MINISTRO DE AGRICULTURA Y GANADERIA Emite la siguiente Directriz:
INSTRUCCIÓN A LOS JERARCAS DE LAS INSTITUCIONES DEL SECTOR AGROPECUARIO PARA QUE INCLUYAN EN SUS PLANES OPERATIVOS ACCIONES PARA LA IMPLEMENTACIÓN DEL MERCADO REGIONAL CHOROTEGA
