Except as provided in the foregoing subsections, the Commission shall attend, without a declaration of emergency by the Executive Branch, local and minor emergencies that, due to the high frequency with which they occur and the serious impact they cause in the communities, require the provision of a first-impact humanitarian service, consisting of the delivery of blankets, food, sleeping mats, and the acquisition of materials to rehabilitate basic services and enable shelters, as well as the contracting of a maximum of three hundred machine hours for cleanup of the most affected area of the zone.
It shall enter into force upon its publication.
