For the purposes of applying this Regulation, the following is understood as:
Scientific aquaculture: activity for the purposes of scientific research, repopulation, conservation, exploitation, sustainable management, and development of aquatic species.
Development aquaculture: activity whose purpose is to promote the development of the cultivation of aquatic species and the use of equipment and methodologies consistent with cultivation systems.
Scientific capture: temporary capture of the individual under study in which a rigorous method is applied that ensures its use will not temporarily or permanently harm the population of the species, and the individual is subsequently released in the conditions and places where it was captured or in another previously authorized place.
Technical File: Form containing all the information relating to the Researcher in those authorized investigations, which will be kept in a database for the respective administrative and technical monitoring (seguimiento).
Application Form: document establishing the information that the person or institution must provide in relation to the investigation subject to the application.
Scientific fishing: fishing activity for scientific research purposes, protection of aquatic species, experimentation, exploration, prospecting, development, sustainable exploitation, and management.
Development fishing (pesca de fomento): fishing whose purpose is the study, scientific research, experimentation, exploration, prospecting, development, the capture of live specimens for research, the repopulation, or conservation of fishery aquatic resources, and for the experimentation of equipment and methods intended for said activity.
Fishing permits for scientific research or fisheries development (fomento): Special administrative act, authorizing individuals or legal entities, public or private, to carry out development (fomento) fishing activities or fishing activities for research purposes, under the terms indicated in the Fisheries and Aquaculture Law and its Regulation. Included within these permits is the execution of research by universities, university colleges, and the National Apprenticeship Institute (INA), for a dissertation or thesis for a bachelor's, master's, doctorate, or post-doctorate degree, on fisheries topics.
Fishing permits for scientific research or aquaculture development (fomento): Special administrative act, authorizing individuals or legal entities, public or private, to carry out development (fomento) aquaculture activities or activities for research purposes, under the terms indicated in the Fisheries and Aquaculture Law and its Regulation. Included within these permits is the execution of research by universities, university colleges, and INA, for a dissertation or thesis for a bachelor's, master's, doctorate, or post-doctorate degree, on aquaculture topics.
Scientific collection: scientific activity that applies a rigorous scientific method, undertaking a permanent collection of a determined quantity of individuals in the study process, which will be transferred to research laboratories; prior authorization for collection and Administrative monitoring (Seguimiento administrativo): activities in which INCOPESCA personnel monitor the authorized studies, to ensure, among other things, the delivery of progress reports and the final research report.
Administrative supervision: activity in which Incopesca personnel verify that the work carried out by the researcher is within the license, authorization, or research permit and the resolution issued in this regard. It also verifies that the researcher is being provided with the services requested and authorized during the time they conduct the field work.
Technical supervision: activity in which professional Incopesca personnel verify that the researcher is performing the technical work described in the research project and that was authorized, as well as ensuring that the strategy for communicating research results is carried out and implemented, for which purpose it may rely on consultations with specialists.
