39428-S of November 23, 2015, published in La Gaceta No. 20 of January 29, 2016, "Reglamento para el Control de la Contaminación por Ruido", is reformed to read henceforth as follows:
"Article 15.-Exceptions. The following actions shall be excepted from the limits established in article 14 of this regulation during:
Daytime hours; 1. Sounds from temporary projects for the repair and maintenance of homes and their outbuildings, for a period of less than six months.
2. Sounds produced by the discharge of light firearms in authorized shooting ranges.
3. Sounds produced in occasional public events (parades, marches) and non-routine processions.
Daytime and nighttime hours:
1. Sounds produced during the installation and repair of essential public services.
2. Sounds produced by personnel of: emergency services, police, firefighters or by drivers of: ambulances, fire trucks, police vehicles, water distribution by tanker trucks, collection and transport of solid waste and wastewater, in all cases public or private, and that travel either on public or private roads, or by the equipment used by the aforementioned personnel during the fulfillment of their duties in order to protect public health, physical integrity, community safety or in tasks that must be carried out after a public disaster. Also included are electricity generating plants, substations and water pumping equipment during emergency cases.
3. Sounds produced by devices for the prevention of accidents.
4. Sounds caused by alarms, bell towers and similar devices, that have a duration of less than five (5) minutes.
