in the entirety of the text - Complete Text of Norm 39942 Declares of public and national interest the I International Congress on Cultural and Natural Heritage: Water, Culture and Territory Complete Text acta: 110EE4 Nº 39942-MP THE PRESIDENT OF THE REPUBLIC AND THE MINISTER OF THE PRESIDENCY In exercise of the powers conferred by articles 140, subsections 8) and 20), and 146 of the Political Constitution; 25, 28, paragraph 2), subsection b) of the General Law on Public Administration, Law No. 6227 of May 2, 1978.
I.-That the National University (UNA) declared 2016 as the year for Mother Earth. Simultaneously, the National Council of Rectors (CONARE) issued the declaration of 2016 as the year of the Public Universities for Mother Earth.
II.-That the Central American Higher University Council (CSUCA) declared 2016 as the year of the State Universities of Central America for Mother Earth.
III.-That UNA has consolidated academic teams that address the issue of national water heritage (patrimonio hídrico) through research, extension, teaching, and management in different strategic themes associated with water, which contribute to strengthening sustainable resource management processes. For this reason, since one of the areas of strength in this work is community water management, UNA has developed various academic activities aimed at promoting and enhancing water heritage (patrimonio hídrico) management processes at the local, national, and regional levels.
IV.-That through a communication signed by Dr. Javier Escalera Reyes, Director of the International Campus of Excellence on Environment, Biodiversity and Climate Change (CEI CamBio) and Messrs. Juan Ramón Rodríguez Mateo and Fernando Quiles, Coordinators of the Cultural Heritage Network of Central American Countries, the National University is invited to actively participate in the I International Congress on Central American Cultural and Natural Heritage: Water, Culture and Territory, to be hosted in Costa Rica.
V.-That this event aims to promote the exchange of knowledge, wisdom, and experiences related to the water element and its manifestation through culture and territory, which is directly related to the thematic areas of the National University, including water conservation, integrated watershed management, capacity building, and water pollution and treatment, among others.
VI.-That delegations from Central American and Caribbean countries, national representatives, and Spanish universities will participate in the aforementioned Congress, for a total of 200 participants, with whom it is expected to exchange experiences in the area of cultural and natural water heritage, and among whom the participation of UNA academics and researchers is expected.
VII.-That within the activities of the Vice-rectory of Research of UNA, as a promoter of academic integration initiatives in the area of water, the Interdisciplinary Program for Water Research and Management of the National University (PRIGA) seeks to promote the comprehensive management of water heritage (patrimonio hídrico) to strengthen knowledge generation through an interdisciplinary approach to academic initiatives, an objective directly related to the theme of the meeting.
VIII.-That various UNA entities, such as the Interdisciplinary Program for Water Research and Management (PRIGA), the Institute of Social Studies in Population (IDESPO), and the School of History, are active parts of the organizing committee for the I International Congress on Cultural and Natural Heritage: Water, Culture and Territory. Therefore, They Decree:

en la totalidad del texto - Texto Completo Norma 39942 Declara de interés público y nacional el I Congreso Internacional sobre Patrimonio Cultural y Natural: Agua, Cultura y Territorio Texto Completo acta: 110EE4 Nº 39942-MP EL PRESIDENTE DE LA REPÚBLICA Y EL MINISTRO DE LA PRESIDENCIA En uso de las facultades que les confieren los artículos 140, incisos 8) y 20), y 146 de la Constitución Política; 25, 28, párrafo 2), inciso b) de la Ley General de la Administración Pública, Ley Nº 6227 de 02 de mayo de 1978.
I.-Que la Universidad Nacional (UNA) declaró el 2016 como el año por la Madre Tierra. A la vez, el Consejo Nacional de Rectores (CONARE) realizó la declaratoria del 2016 como el año de las Universidades Públicas por la Madre Tierra.
II.-Que el Consejo Superior Universitario Centroamericano (CSUCA) declaró el 2016 como el año de las Universidades Estatales de Centroamérica por la Madre Tierra.
III.-Que la UNA cuenta con equipos de académicos consolidados que abordan la problemática del patrimonio hídrico nacional mediante la investigación, extensión, docencia y gestión en diferentes temas estratégicos asociados al agua, que contribuyen a fortalecer los procesos de la gestión sustentable del recurso. Es por ello que, siendo una de las áreas de fortaleza en dicho trabajo la gestión comunitaria del agua, la UNA ha desarrollado diversas actividades académicas orientadas a promover y potenciar los procesos de gestión del patrimonio hídrico a nivel local, nacional y regional.
IV.-Que mediante nota suscrita por el Dr. Javier Escalera Reyes, Director del Campus de Excelencia Internacional de Medio Ambiente, Biodiversidad y Cambio Climático (CEI CamBio) y los señores Juan Ramón Rodríguez Mateo y Fernando Quiles, Coordinadores de la Red de Patrimonio Cultural de los Países Centroamericanos, se invita a la Universidad Nacional a participar activamente del I Congreso Internacional sobre Patrimonio Cultural y Natural Centroamericano: Agua, Cultura y Territorio, cuya sede será Costa Rica.
V.-Que dicho evento tiene como objetivo promover el intercambio de conocimientos, saberes y experiencias relacionadas con el elemento agua y su manifestación a través de la cultura y el territorio, el cual tiene relación directa con las áreas temáticas de la Universidad Nacional, incluidas la conservación del agua, gestión integrada de cuencas, fomento de capacidades y contaminación, tratamiento de aguas, entre otras.
VI.-Que en el Congreso citado participarán delegaciones de los países Centroamericanos y del Caribe, representantes nacionales y universidades españolas, para un total de 200 participantes, con los cuales se espera intercambiar experiencias en el tema de patrimonio cultural y natural del agua, y dentro de los cuales se espera la participación de académicos e investigadores de la UNA.
VII.-Que en el quehacer de la Vicerrectoría de Investigación de la UNA, como gestor de iniciativas académicas de integración en la temática del agua, por medio Programa Interdisciplinario de Investigación y Gestión del Agua de la Universidad Nacional (PRIGA) se busca promover la gestión integral del patrimonio hídrico para fortalecer la generación de conocimiento a partir de un abordaje interdisciplinario de las iniciativas académicas, objetivo directamente relacionado con la temática del encuentro.
VIII.-Que diversas instancias de la UNA, como el Programa Interdisciplinario de Investigación y Gestión del Agua (PRIGA), el Instituto de Estudios Sociales en Población (IDESPO) y la Escuela de Historia, son parte activa del comité organizador del el I Congreso Internacional sobre Patrimonio Cultural y Natural: Agua, Cultura y Territorio.
