in the entirety of the text - Full Text of Regulation 39670 Declares of public interest the XIV World Congress of Agrarian Law of the World Union of Agrarists Full Text record: 10D8CA No. 39670-MAG THE PRESIDENT OF THE REPUBLIC AND THE MINISTER OF AGRICULTURE AND LIVESTOCK In accordance with the powers established in Articles 140, subsections 3 and 18, 146 of the Political Constitution, 25.1 and 27.1 of Law No. 6227 of May 2, 1978, General Law of Public Administration, Law for the Promotion of Agricultural Production FODEA and Organic Law of the Ministry of Agriculture and Livestock, No. 7064 of April 29, 1987.

1That Costa Rica currently holds the General Secretariat of the World Union of University Agrarists, (which brings together university professors and scientists from around the World and whose purpose is the development of Agrarian Law for Agriculture and Food); and was chosen as the venue to organize the XIV World Congress of Agrarian Law in September 2016.

1Que Costa Rica ocupa actualmente la Secretaría General de la Unión Mundial de Agraristas Universitarios, (que reúne a profesores universitarios y científicos del Mundo y tiene como fin el desarrollo del Derecho Agrario para la Agricultura y la Alimentación); y fue escogida como sede para organizar el XIV Congreso Mundial de Derecho Agrario en setiembre del 2016.
2Que son de gran importancia para el país los temas que se abordarán en el Congreso Mundial, relacionados con: I. Las fuentes del Derecho Agrario contemporáneo; II. El Sector Público de la Agricultura y la Política Agraria como Política de Estado y como Política regional Común; III. El Derecho Agrario, Justicia Agraria y Paz social. Los cuales están estrechamente relacionados con los principios constitucionales de explotación racional de la tierra, solidaridad, justicia social, el desarrollo sostenible y la seguridad agroalimentaria.
3Que en el año 1992, Costa Rica fue la sede del II Congreso Mundial de Derecho Agrario, sobre las Grandes Tendencias del Derecho Agrario Moderno (características entre tradición y modernidad), el cual fue desarrollado en Guanacaste, del 5 al 9 de octubre, evento que contó con el respaldo de los tres poderes del Estado y fue declarado de interés público mediante Decreto Ejecutivo Nº 21448-J publicado en el Diario Oficial La Gaceta el 13 de agosto de 1992.
4Que en el año 2014, Costa Rica fue la sede del II Congreso Nacional y Regional de Integración Regional, Libre Comercio y Políticas Agroambientales para el Desarrollo Rural Sostenible, con la participación de más de 30 expertos de Europa y América Latina, con la colaboración del Colegio de Abogados y Abogadas, su Comisión de Derecho Agrario y Ambiental, la Facultad de Derecho de la Universidad de Costa Rica y su Cátedra de Derecho Agrario, la Facultad de Ciencias Agroalimentarias (UCR) y la Unión Mundial de Agraristas Universitarios (UMAU), a fin de propiciar el fortalecimiento de la política pública agraria, en el marco de los procesos de integración, libre comercio y globalización, y de que el país asuma y lidere las propuestas orientadas a mejorar la política agraria a nivel regional impulsadas por el Consejo Agropecuario Centroamericano (CAC). Evento declarado de interés Público por Acuerdo Ejecutivo N° 011-2014-MAG, publicado en el Diario Oficial La Gaceta, el 20 de octubre del 2014.
5Que se procedió a llenar el Formulario de Evaluación Costo Beneficio, Sección I, denominada Control Previo de Mejora Regulatoria, siendo que el mismo dio un resultado negativo y la propuesta no contiene trámites ni requisitos. Por tanto,

Artículo 1 — Declare of public interest the XIV World Congress of Agrarian Law to be held on September 12, 13, and 14, 2016, in the City of San José.

Artículo 2 — The agencies of the Public Sector and the Private Sector, within the respective legal framework, may contribute economic resources, to the extent of their possibilities and without prejudice to the fulfillment of their own objectives, to the organization of the indicated Congress.

Artículo 3 — It shall be effective as of its publication.

Artículo 1 — Declarar de interés público el XIV Congreso Mundial de Derecho Agrario a celebrarse los días 12, 13 y 14 de setiembre del año 2016 en la Ciudad de San José.
