in the entirety of the text - Complete Text of Regulation 39601 Declares of public interest the VI Latin American Congress on Pesticide Residues, Food and Environment Complete Text record: 10C5F3 N° 39601-MAG THE PRESIDENT OF THE REPUBLIC AND THE MINISTER OF AGRICULTURE AND LIVESTOCK In accordance with the powers established in articles 140, subsection 20 and 146 of the Political Constitution, Law Nº 6227 of May 2, 1978, General Law of Public Administration, Law Nº 7064 of April 29, 1987, Law for the Promotion of Agricultural and Livestock Production which incorporates the Organic Law of the Ministry of Agriculture and Livestock, Law Nº 7664 of April 8, 1997, Phytosanitary Protection Law, and Law N 362 of August 26, 1940, Organic Law of the University of Costa Rica.

First.— That by means of official letter DSFE 710-2015 of September 8, 2015, the State Phytosanitary Service requests that the VI Latin American Congress on Pesticide Residues, Food and Environment (LAPRW, for its acronym in English) be declared of public interest.

Second.— That by means of official letter CICA 11-735-2015 of November 23, 2015, the University of Costa Rica likewise requests from the Ministerial Office the declaration of public interest for the VI Latin American Congress on Pesticide Residues, Food and Environment.

Third.— That the Latin American Congress on Pesticide Residues, Food and Environment was born as an initiative to replicate in the Latin American region the successful series of European Pesticide Residue Congresses (EPRW, for its acronym in English) N° 39601-MAG and has become a prestigious, specialized, high-quality forum on the action and impact of pesticides and analytical chemistry of pesticides and related substances.

Fourth.— That this international forum is a major step for the improvement of agrochemical science in Latin America, as well as an ideal platform to keep scientists and regulators informed about events and advances from other parts of the world.

Fifth.— That the objectives for holding the present Congress in Costa Rica are:

• a)Strengthen research in Costa Rica on the topic of pesticide residues in food matrices and in the environment, by establishing links with experts from other Latin American countries, Europe, and other regions.
• b)Encourage university students to participate in this event, through the granting of scholarships so that they can apply this knowledge during the practice of their profession.
• c)Promote activities for the discussion of concepts and methodologies for field analysis of pesticide residues with the application of good agricultural practices.
• d)Involve professionals from other disciplines to participate in this event by organizing discussion forums on specific topics, such as the use of analytical methodologies and techniques in fields such as forensic sciences, environmental and health risk analysis, emerging contaminants, among others.
• e)Strengthen the level of knowledge of the country and the entire Latin American and Caribbean region, on topics of international legislation and regulations on maximum residue limits (límites máximos de residuos) of pesticides and other related compounds.

Sixth.— That the aforementioned Congress is of great importance in the scientific, academic, productive, and social fields, and constitutes an international gateway for the visit of more than four hundred people from all parts of the world, with high expectations of getting to know and vacationing in our country, with the possibility of transmitting experiences and recommending Costa Rica as an ecotourism destination.

Seventh.— That the VI Latin American Congress on Pesticide Residues, Food and Environment is a scientific event of worldwide recognition in which the exchange of experiences with experts is sought on very diverse topics such as: technological advances and methodologies for the analysis of pesticide residues and other contaminating substances in food and the environment, health and environmental risk analysis of these residues, worldwide legislation and regulation of pesticide residues and other emerging compounds, the correct use of pesticides and other substances, and good agricultural practices to protect the environment and the health of populations. This event will feature a scientific program that includes the following activities: keynote lectures that will be given by international experts, poster sessions, and short presentations of interest to agricultural producers, regulators, industrial professionals, academics, and various sectors of society. Additionally, there will be the presence of professionals from the agricultural, livestock, and agribusiness industry and manufacturers of laboratory equipment who will exhibit the latest tools and technologies in residue analysis. Finally, pre- and post-congress activities are being organized on topics of interest and relevance to Latin America and the Caribbean.

Eighth.— That the impact of said Congress for the agricultural, livestock, agribusiness, food, and export sectors translates into: strengthened knowledge in Costa Rica and Latin America on the topic of pesticide residues in food matrices and in the environment, their repercussions on health, the environment, and the economy through discussion of advances in analytical technologies, risks and prevention of contamination, international legislation related to pesticide residues and its impact on agricultural product exports, and through the establishment of links with experts from other countries.

Ninth.— That the Cost-Benefit Evaluation Form was completed in Section I, called Prior Control of Regulatory Improvement, the result thereof being negative and the proposal having no procedures or requirements.

THEY DECREE TO DECLARE OF PUBLIC INTEREST THE VI LATIN AMERICAN CONGRESS ON PESTICIDE RESIDUES, FOOD AND ENVIRONMENT.

en la totalidad del texto - Texto Completo Norma 39601 Declara de interés público el VI Congreso Latinoamericano de Residuos de Plaguicidas, Alimentos y Ambiente Texto Completo acta: 10C5F3 N° 39601-MAG EL PRESIDENTE DE LA REPUBLICA Y EL MINISTRO DE AGRICULTURA Y GANADERÍA De conformidad con las facultades establecidas en los artículos 140, inciso 20 y 146 de la Constitución Política, la ley Nº 6227 del 02 de mayo de 1978, Ley General de la Administración Pública, Ley Nº 7064 del 29 de abril de 1987, Ley de Fomento a la Producción Agropecuaria que incorpora la Ley Orgánica del Ministerio de Agricultura y Ganadería, la Ley Nº 7664 del 08 de abril de 1997, Ley de Protección Fitosanitaria y la Ley N 362 del 26 de agosto de 1940, Ley Orgánica de la Universidad de Costa Rica.

Primero.- Que mediante el oficio DSFE 710-2015 del 08 de setiembre del 2015, el Servicio Fitosanitario del Estado, solicita se declare de interés público el VI Congreso Latinoamericano de Residuos de Plaguicidas, Alimentos y Ambiente (LAPRW, por sus siglas en inglés).

Segundo.- Que mediante el oficio CICA 11-735-2015 del 23 de noviembre del 2015, la Universidad de Costa Rica solicita igualmente al Despacho Ministerial la declaratoria de interés público del VI Congreso Latinoamericano de Residu0s de Plaguicidas, Alimentos y Ambiente.

Tercero.- Que el Congreso Latinoamericano de Residuos de Plaguicidas, Alimentos y Ambiente nace corno una iniciativa para reproducir en la región latinoamericana la exitosa serie de Congresos Europeos de Residuos de Plaguicidas (EPRW, por sus siglas en inglés) N° 39601-MAG y se convierte en un prestigioso foro especializado y de alta calidad sobre acción e impacto de los plaguicidas y química analítica de plaguicidas y sustancias afines.

Cuarto.- Que este foro internacional es un gran paso para la mejora de la ciencia de agroquímicos en América Latina, así como una plataforma ideal para mantener informados a los científicos y reguladores acerca de los acontecimientos y avances de otras partes del mundo.

Quinto.- Que los objetivos para realizar en Costa Rica el presente Congreso son:

• a)Fortalecer la investigación en Costa Rica en el tema de residuos de plaguicidas en matrices alimentarias y en el ambiente, al establecer nexos con b) Estimular a los estudiantes de las universidades a participar de este evento, mediante la concesión de becas de manera que puedan aplicar estos conocimientos durante el ejercicio de la profesión.
• c)Propiciar actividades para la discusión de conceptos y metodologías de análisis en campo de los residuos de plaguicidas con la aplicación de las buenas prácticas agrícolas.
• d)Involucrar a profesionales de otras disciplinas, a participar en este evento al organizar foros de discusión en temas específicos, tal como el uso de metodologías y técnicas de análisis en campos como las ciencias forenses, análisis de riesgo ambiental y sanitario, contaminantes emergentes, entre otros.

e)· Fortalecer el grado de conocimiento del país y toda la región de Latinoamérica y el Caribe, en temas de legislación y regulaciones internacionales en límites máximos de residuos de plaguicidas y otros compuestos afines.

Sexto.- Que el Congreso supra citado, reviste de gran importancia en los campos científico, académico, productivo y social, y constituye una puerta internacional para la visita de más de cuatrocientas personas de todas partes del mundo, con altas expectativas de conocer y vacacionar en nuestro país, con la posibilidad de transmitir experiencias y recomendar a Costa Rica como destino ecoturístico.

Sétimo.- Que el VI Congreso Latinoamericano de Residuos de Plaguicidas, Alimentos y Ambiente, es un evento científico de reconocimiento mundial en el que se busca el intercambio de experiencias con expertos en muy diversos temas como: los avances tecnológicos y de las metodologías de análisis de residuos de plaguicidas y otras sustancias contaminantes en los alimentos y el ambiente, el análisis de riego para la salud y el ambiente de estos residuos, en la legislación y regulación a nivel mundial de residuos de plaguicidas y otros compuestos emergentes, el uso correcto de plaguicidas y otras sustancias, y las buenas prácticas agrícolas para proteger el ambiente y la salud de las poblaciones. Contará este evento, con un programa científico que incluye las siguientes actividades: conferencias magistrales que serán impartidas por para productores agrícolas, reguladores, industriales, académicos y diversos sectores de la sociedad. Además, se contará con la presencia de profesionales de la industria agropecuaria y la agroindustria y los fabricantes de equipos de laboratorios quienes exhibirán las últimas herramientas y tecnologías en análisis de residuos. Finalmente, se están organizando actividades pre y pos-congreso sobre temas de interés y relevancia para Latinoamérica y el Caribe.

Octavo.- Que el impacto de dicho Congreso para los sectores agropecuario, agroindustrial, alimentario y exportador se traduce en: un fortalecimiento en el conocimiento en Costa Rica y Latinoamérica sobre el tema de residuos de plaguicidas en matrices alimentarias y en el ambiente, sus repercusiones en la salud, en el ambiente y la economía al discutirse los avances en las tecnologías de análisis, los riesgos y la prevención de la contaminación, la legislación internacional relacionada a los residuos de plaguicidas y su repercusión en las exportaciones de productos agrícolas, y por el establecimiento de nexos con expertos de otros países.

Noveno.- Que se procedió a llenar el Formulario de Evaluación Costo Beneficio en la Sección I, denominada Control Previo de Mejora Regulatoria, siendo que el mismo dio resultado negativo y que la propuesta no tiene trámites ni requisitos.

DECLARAR DE INTERÉS PÚBLICO EL VI CONGRESO LATINOAMERICANO DE RESIDUOS DE PLAGUICIDAS, ALIMENTOS Y AMBIENTE.
