of the entire text - Full Text of Regulation 39482 Declares the Strategy for Low-Carbon Livestock Farming in Costa Rica 2015-2034 to be of Public Interest Full Text record: 10C2D0 No. 39482-MAG THE PRESIDENT OF THE REPUBLIC AND THE MINISTER OF AGRICULTURE AND LIVESTOCK In exercise of the powers conferred by Articles 89, 140 subsections 3), 18) and 20), 50 and 146 of the Political Constitution, Articles 25, 27 first subsection, 28 second paragraph subsection b of Law No. 6227 of May 2, 1978, General Law of Public Administration, Law No. 7064 of April 29, 1987, Law for the Promotion of Agricultural Production, which incorporates the Organic Law of the Ministry of Agriculture and Livestock.
1st-That the Political Constitution of the Republic of Costa Rica establishes in its numeral 50 that the Costa Rican State must ensure the right of every citizen to a healthy, ecologically balanced, and environmentally sustainable environment, understood as development that satisfies basic human needs without compromising the options of future generations.
2nd-That Costa Rica has committed internationally to meet the goal of being a carbon-neutral country. This commitment to climate change mitigation and adaptation was expressed in the "Alberto Cañas Escalante" National Development Plan 2015-2018; in the National Climate Change Strategy (ENCC-2009); in the National Climate Change Program (ENCC Action Plan 2013); and in the State Policy for the Costa Rican Agri-food Sector and Rural Development 2010-2021, the latter of which established Climate Change and Agri-environmental Management as one of its four pillars of state policy aligned with the national objective of achieving carbon neutrality.

5th-That the Strategy for Low-Carbon Livestock Farming in Costa Rica 2015-2034 was designed with the participation of the private sector, guilds, agricultural sector institutions, and academia, aligned with public policy for both the agricultural and environmental sectors to achieve Costa Rica's carbon neutrality goal. Therefore, THE STRATEGY FOR LOW-CARBON LIVESTOCK FARMING IN COSTA RICA 2015-2034 IS HEREBY DECLARED OF PUBLIC INTEREST
