- 1)President. The following corresponds to them:
a. Coordinate with the Technical Evaluation Commission (Comisión Técnica Evaluadora, CTE) of the Ministry of Environment, Energy and Telecommunications.
b. Preside over the meetings of the Commission.
c. Convene ordinary, extraordinary, and working sessions.
d. Prepare and propose the agenda for ordinary sessions, maintaining a priority order in furtherance of institutional interest, and submit it for the approval of the Commission immediately after verifying the quorum for the session.
e. Declare the sessions open at the appointed time and close them after having dealt with the matters they were intended to address.
f. When deemed appropriate, for reasons of convenience and timeliness, may order the suspension of the session.
g. Direct the discussions, guiding the debate toward fundamental points, and demand that due order and mutual respect among participants be observed.
h. Authorize with their signature the minutes in the respective book.
i. Grant permission to members to be absent from the sessions, provided this does not break the quorum.
j. Represent the Commission in meetings with the heads of the institution, acting as the spokesperson for the same with respect to the proposals and plans prepared by the body, without prejudice to that representation being delegated for a specific case when convenient.
k. Designate the necessary committees for the study or execution of specific tasks, in accordance with the work program that has been established, in an effort to make the work of the Commission more effective.
l. Monitor and update the Institutional Environmental Management Plan and prepare the Summary Chart of the Institutional Environmental Management Program.
m. Designate a member of the Commission to occupy the presidency in their temporary absence.
n. Shall also have all other functions granted by the Commission.
- 2)Secretary. The following corresponds to them:
a. Communicate the agenda for ordinary sessions to the other members with sufficient advance notice prior to the meeting date.
b. Record in the respective book the minutes approved by the Commission, signing at the foot thereof as evidence of the accuracy of the record.
c. Provide timely notification of the agreements issued by the Commission and the reception of interested persons granted by the President.
d. Draft correspondence and sign those notes delegated by the President.
e. Organize and keep up-to-date the physical and digital archive of the Commission.
f. Take attendance at the sessions, recording it in the minutes, along with the justifications, if any, for absences and late arrivals.
g. Take the minutes of the matters dealt with in the sessions and draft the minutes, in order to leave a clear and precise record of the deliberations, agreements, and resolutions taken.
h. Any other function assigned by the Commission.
- 3)Members. The following corresponds to the other members of the Commission:
a. Punctually attend the ordinary, extraordinary, and working sessions for which they are summoned and, if unable to attend, submit the corresponding justification to the President.
b. Propose to the Presidency the inclusion of matters to be discussed on the agenda of ordinary sessions, and approve this as the initial act of the meeting.
c. Carry out the committees that the President designates and report the results in writing within the agreed-upon timeframe.
d. Request the floor from the President to address matters under discussion.
e. Request the revision of the agreements of the Commission and their revocation or modification.
f. Cast their vote, positive or negative, on the matters submitted for their consideration.
g. Formulate projects, propositions, and motions they deem timely.
h. Seek out and study the necessary information, consult minutes, books, or correspondence related to environmental matters and other related topics, in order to have better judgment on matters resolved or to be resolved in the sessions.
i. Participate in all activities in which the Ministry has an interest in environmental matters.
j. Call the President to order whenever in the exercise of their duties they depart from the activities granted to them by this normative act.
k. Request the Secretary to have their words recorded in the minutes when deemed necessary.
l. Record in the respective book the minutes approved by the Commission, signing at the foot thereof, as evidence of the accuracy of the record.
m. The Director of Institutional Procurement shall facilitate the updating and monitoring of the digital archive of Directive 011 of MINAET, homologous or binding directives, and the record of paper consumption.
n. The Head of the General Services Department shall facilitate the updating and monitoring of the records within their organizational competence.
ñ. The other powers that the Commission grants them by agreement.
