in the entirety of the text - Full Text of Norm 39205 Declares the workshop called "Regional Geothermal Energy Dialogue, Costa Rica 2015" to be of public interest Full Text of act: 10726C No. 39205-MINAE THE PRESIDENT OF THE REPUBLIC AND THE MINISTER OF ENVIRONMENT AND ENERGY text-align:center'>THE PRESIDENT OF THE REPUBLIC AND THE MINISTER OF ENVIRONMENT AND ENERGY text-indent:24.0pt'>Based on articles 140, subsections 3) and 18), 20) and 146 of the Political Constitution and articles 4, 11, 25, subsection 1) and 28 of the General Law on Public Administration No. 6227 of May 2, 1978 and articles 1, 12 and 13 of the Organic Law on the Environment, No. 7554 of October 4, 1995.
I.-That it is the responsibility of the Ministry of Environment and Energy to promote and publicize energy policies, which consider the participation of the State, civil society, and private enterprise, and which incentivize energy production from renewable sources.
II.-That from November 30 to December 5, 2015, in the province of Guanacaste, the workshop called "Regional Geothermal Energy Dialogue, Costa Rica 2015" will be held, as an initiative of the Instituto Costarricense de Electricidad and the German Cooperation Agency through its Renewable Energy and Energy Efficiency Program in Central America (Programa 4E).
III.-That it is important to declare this event of public and national interest, whose objective is to generate a space for discussion, analysis, and generation of proposals to adopt measures for adapting energy production from renewable sources such as geothermal energy in the context of climate change. In addition to promoting Costa Rica internationally as a country that bases its energy production on renewable sources, with a view to achieving the goal of Carbon Neutrality by 2021, and thereby promoting and facilitating the support of other institutions and entities that contribute to its promotion and development. Therefore, They decree:

I.-Que le corresponde al Ministerio de Ambiente y Energía promover y promocionar las políticas energéticas, en las cuales se considere la participación del Estado, de la sociedad civil y de la empresa privada y en las que se incentive la producción de energía a partir de fuentes renovables.
II.-Que del 30 de noviembre al 5 de diciembre del 2015, en la provincia de Guanacaste, se celebrará el Taller denominado "Diálogo Regional de Energía Geotérmica, Costa Rica 2015", como una iniciativa del Instituto Costarricense de Electricidad y la Agencia de Cooperación Alemana mediante su Programa de Energías Renovables y Eficiencia Energética en Centroamérica (Programa 4E).
III.-Que resulta de importancia declarar este evento de interés público y nacional, cuyo objetivo es generar un espacio de discusión, análisis y generación de propuestas para adoptar medidas de adaptación de la producción de energía, a partir de fuentes renovables como la geotermia en el contexto del cambio climático. Además de promover a Costa Rica a nivel internacional como un país que sustenta su producción energética a partir de fuentes renovables, con miras a alcanzar para el 2021 la meta de Carbono Neutralidad y con ello promover y facilitar el apoyo de otras instituciones y entes que coadyuvan en su promoción y desarrollo.
