- a)General Rules on berthing turns:
1. The vessel that has been announced and confirmed, that arrives at the port at the announced time, and that has presented the documents required in this regulation and has paid the proforma amount, shall have berthing priority over those that have not fulfilled these requirements.
2. When a vessel transports or will transport cargo of animal or vegetable origin, processed or semi-processed, susceptible to serving as a vehicle or vector for sanitary problems or infectious-contagious diseases, it must submit to the corresponding inspection, and its berthing request will only be considered once the Service Provider receives written approval from the corresponding authorities.
3. Vessels transporting explosive material for the port must carry out loading and/or unloading at the Anchorage Areas (Áreas de fondeo) established for this purpose, except with express authorization from the Competent Authority. In the handling of this type of cargo, the importer must have the necessary safety measures in place to safeguard the physical integrity of workers and port infrastructure.
4. When, at the time of making the berthing decision, two or more vessels are anchored or arriving at the port and have not fulfilled all the requirements established in this regulation, and there are available berthing positions, berthing precedence shall be given to the vessel that is most complete in those determining aspects for initiating and guaranteeing continuity of operations.
