throughout the entire text - Complete Text of Norm 099 Creation of the Responsible Fishing Marine Area of the Paquera-Tambor District and its Management Plan Complete Text of record: FEF44 COSTA RICAN INSTITUTE OF FISHERIES AND AQUACULTURE AJDIP/099-2014.-Puntarenas, on the ninth day of the month of April, two thousand fourteen.
- General Objective: The Responsible Fishing Marine Area of the Paquera-Tambor District contributes to the sustainability of marine and fishery resources in the Gulf of Nicoya zone.
- Specific objectives.
a. Promote fisheries management (ordenamiento pesquero) and participatory marine zoning jointly with community organizations and fishers, through the Fisheries Management Plan of the Responsible Fishing Marine Area of the Paquera-Tambor District.
b. Foster the sustainable use of fishery resources through the development of research on environmentally friendly fishing methods and gear, the substitution of illegal fishing gear, as well as the monitoring of the impacts of the new regulatory measures.
c. Contribute to the restoration of habitat and fishery resources, through the implementation of sustainable projects and improvement of the environmental quality of marine ecosystems.
d. Carry out training, awareness-raising, and consolidation processes for small-scale artisanal fisheries sector organizations, through the training of fishers, on regulatory and technical aspects of the FAO Code of Conduct for Responsible Fisheries, more environmentally friendly fishing methods and gear, environmental education, technical-administrative, operational matters, and fishing infrastructure.
e. Develop productive alternatives that contribute to improving the socioeconomic condition and human development of the fishers of the AMPR D/Paquera-Tambor, and at the same time reduce fishing effort.
f. Articulate the participation (technical and financial cooperation, promotion of competitiveness) of diverse public-private actors, linked to the development of fisheries and aquaculture, as strategic partners for the development of the Responsible Fishing Marine Area of the Paquera-Tambor District.
- Proposed goals.
a. Marine zoning established in the Fisheries Management Plan of the Responsible Fishing Marine Area of the Paquera-Tambor District.
b. Regulatory measures updated based on the results derived from the research and monitoring of catches with the fishing gear and methods established in the POP-AMPR-D. Paquera-Tambor.
c. Fishery resources and Habitat of the AMPR-D.Paquera- Tambor restored as a result of the reduction of fishing effort and implementation of programs, projects, and established regulatory measures.
d. Percentage of trained fishers and strengthened Fishing Organizations contribute to the consolidation of the AMPR.
e. Percentage of productive alternatives developed to improve the socioeconomic condition of fishers and that contribute to reducing fishing effort.
f. Percentage of public-private actors participating as strategic partners for the development of the Responsible Fishing Marine Area of the Paquera-Tambor District.

- Objetivo General: El Área Marina de Pesca Responsable del Distrito de Paquera-Tambor contribuye con la sostenibilidad de recursos marinos y pesqueros en la zona del Golfo de Nicoya.
- Objetivos específicos.
a. Promover el ordenamiento pesquero y la zonificación marina participativa conjuntamente con las organizaciones comunitarias y pescadores, por medio del Plan de Ordenamiento Pesquero del Área Marina de Pesca Responsable del Distrito Paquera-Tambor.
b. Fomentar el aprovechamiento sostenible de los recursos pesqueros mediante el desarrollo de investigación sobre métodos y artes de pesca amigables con el ambiente, la sustitución de artes de pesca ilegales, así como el monitoreo de los impactos de las nuevas medidas de regulación.
c. Contribuir con la restauración de hábitat y de los recursos pesqueros, mediante la implementación de proyectos sostenibles y mejoramiento de la calidad ambiental de los ecosistemas marinos.
d. Llevar a cabo procesos de formación, concientización y consolidación de las organizaciones del sector pesquero artesanal de pequeña escala, mediante la capacitación a pescadores y pescadoras, sobre aspectos normativos y técnicos del Código de Conducta Para la Pesca Responsable de la FAO, métodos y artes de artes de pesca más amigables con el ambiente, educación ambiental, asuntos técnicos administrativos, operativos e infraestructura pesquera.
e. Desarrollar alternativas productivas que contribuyan a mejorar la condición socioeconómica y el desarrollo humano de los pescadores del AMPR D/Paquera-Tambor, y a la vez disminuir el esfuerzo pesquero.
f. Articular la participación (cooperación técnica y financiera, promoción de la competitividad) de diversos actores públicos - privados, vinculados al desarrollo de la pesca y la acuicultura, como socios estratégicos para el desarrollo del Área Marina de Pesca Responsable del Distrito de Paquera-Tambor.
- Metas propuesta.
a. Zonificación marina establecida en el Plan de Ordenamiento Pesquero del Área Marina de Pesca Responsable del Distrito Paquera-Tambor.
b. Medida regulatorias actualizadas con base en los resultados derivados de las investigaciones y monitoreos de las capturas con las artes y métodos de pesca establecidas en el POP-AMPR-D. Paquera-Tambor.
c. Recursos pesqueros y Hábitat del AMPR-D.Paquera- Tambor restaurados como resultado de la reducción del esfuerzo pesquero e implementación de programas, proyectos y medidas regulatorias establecidas.
d. Porcentaje de pescadores capacitados y Organizaciones Pesqueras fortalecidas contribuyen a la consolidación del AMPR.
e. Porcentaje de alternativas productivas desarrolladas para mejorar la condición socioeconómica de los pescadores y que contribuya a disminuir el esfuerzo pesquero.
f. Porcentaje de actores público-privados participando como socios estratégicos para el desarrollo del Área Marina de Pesca Responsable del Distrito de Paquera-Tambor.
ACUERDA:
1º-Aprobar la Creación del Área Marina de Pesca Responsable Distrito de Paquera-Tambor y su Plan de Ordenación, de conformidad con los siguientes términos y condiciones:

Regulaciones y actividades permitidas en cada Zona 2º-Téngase como parte integral del presente Acuerdo, el oficio DGT-088-10-2014, suscrito por el Lic. Antonio Porras Porras, Director General Técnico.
