in the whole of the text - Full Text of Standard 38349 Declares the Everest Carbon Neutral 2018 Project to be of public interest Full Text acta: FA7B5 No. 38349-MINAE THE PRESIDENT OF THE REPUBLIC AND THE MINISTER OF ENVIRONMENT AND ENERGY Based on Articles 140, subsections 3) and 18), 20) and 146 of the Political Constitution and Articles 4, 11, 25, subsection 1) and 28 of the General Public Administration Act No. 6227 of May 2, 1978 and Articles 1, 12 and 13 of the Organic Environmental Act, No. 7554 of October 4, 1995.

1. 1That Costa Rica has set itself the goal of being carbon neutral by 2021, the year of its bicentennial. To this end, it is proposing as its Climate Change Strategy an eco-competitive model, low in emissions and resilient to climate change.
2. 2That the Country Program is the government initiative for the formalization of processes related to the reporting of greenhouse gas (GHG) inventories and the application of the National Carbon Neutrality Standard.
3. 3That its objectives are: To develop capacities in organizations at the national level, to ensure the consistency and quality of inventory data, and to provide real, verifiable, and reportable information for consumers and users in general.
4. 4That the National Carbon Neutrality Standard is voluntary, but follows international regulations in terms of verification processes by an ISO 14065 accredited body. This allows not only rigor in the process, but also transparent and traceable measurement, recognized at the national level for all citizens, companies, and organizations that aspire to be carbon neutral in their processes.
5. 5That carrying out a sporting feat such as climbing Mount Everest, under the Carbon Neutral modality, is a way of demonstrating to the population, the productive sector, and the public sector that from simple things to the most complex processes can be carried out in an environmentally sustainable manner.
6. 6That the high-altitude areas of the planet are fragile ecosystems that are suffering accelerated deterioration caused by global warming.
7. 7That it is of great importance, in order to reiterate the country's position of achieving carbon neutrality, that a Costa Rican make the first certified carbon-neutral ascent in the history of international mountaineering. Therefore,

1. 1Que Costa Rica se ha propuesto como meta ser carbono neutral para el 2021, año de su bicentenario. Para esto está planteando como su Estrategia de Cambio Climático un modelo eco competitivo, bajo en emisiones y resiliente al cambio climático.
2. 2Que el Programa País es la iniciativa gubernamental para la oficialización de los procesos relacionados con el reporte de inventarios de gases de efecto invernadero (GEIs) y la aplicación de la Norma Nacional de Carbono Neutralidad.
3. 3Que sus objetivos son: Desarrollar las capacidades en las organizaciones a nivel nacional, asegurar la consistencia y la calidad de los datos de los inventarios y proveer información real, verificable y reportable para los consumidores y usuarios en general.
4. 4Que la Norma Nacional de Carbono Neutralidad es voluntaria, pero sigue la normativa internacional en términos de procesos de verificación, por parte de un organismo acreditado ISO 14065. Lo que permite no solo una rigurosidad en el proceso, sino también una medición transparente y trazable, reconocida a nivel nacional para todos los ciudadanos, empresas y organizaciones que aspiren a ser carbono neutral en sus procesos.
5. 5Que llevar a cabo una proeza deportiva como ascender el Monte Everest, bajo la modalidad Carbono Neutral, es una forma de demostrarle a la población, al sector productivo y al sector público, que desde las cosas sencillas hasta los procesos más complejos, pueden realizarse de forma ambientalmente sostenible.
6. 6Que las zonas altas del planeta son ecosistemas frágiles que están sufriendo un acelerado deterioro, causado por el calentamiento global.
7. 7Que resulta de gran importancia a efecto de reiterar la posición país de alcanzar la carbono neutralidad, el hecho de que un costarricense realice el primer ascenso certificado como carbono neutro, en la historia del montañismo internacional. Por tanto,

DECLARATORIA DE INTERÉS PÚBLICO DEL "PROYECTO EVEREST CARBONO NEUTRO 2018" text-indent:35.4pt'>Artículo 1º-Declárese de Interés Público el Proyecto Everest Carbono Neutro 2018, que consiste en un proceso de entrenamiento que llevará a cabo el montañista nacional Giovanni Rodríguez Rodríguez-nombrado embajador por la Organización Hora del Planeta- en diferentes montañas del Continente Americano y Asia, con miras a ascender el Monte Everest en el año 2018, y cuya carbono neutralidad será verificada por el Instituto de Normas Técnicas de Costa Rica (INTECO).
