in the entirety of the text - Complete Text of Norm 37551 Declares of public and national interest all activities in relation to the ECOin Project: “Intergenerational Co-responsibility Encounter for Climate Change” Complete Text acta: EC82D No. 37551-RE-MINAET-C THE PRESIDENT OF THE REPUBLIC, AND THE MINISTERS OF FOREIGN AFFAIRS AND WORSHIP; ENVIRONMENT, ENERGY AND TELECOMMUNICATIONS, AND OF CULTURE AND YOUTH Exercising the powers conferred by Articles 140, subsection 12) and 146 of the Political Constitution and Articles 27, subsection 1) and 28 subsections 1) and 2.b) of the General Law of Public Administration.
I.—That Costa Rica, as a country committed to solving the negative effects that climate change is generating at the environmental, economic and social level, has signed the main international agreements related to this issue and has developed and is implementing a national climate change strategy to achieve carbon neutrality by the year 2025.
II.—That despite the positive advances achieved to date, the international community still has to take on significant challenges to successfully meet the challenge of implementing effective and efficient solutions and responses to climate change. Among these challenges, one acquires particular relevance: channeling in an effective and efficient manner the strength, skills and creativity of a youth eager to actively participate in the search and construction of positive, practical and applicable solutions and responses to improve global responses to climate change.
III.—That aware of the relevant role that the youth of Ibero-America can play in the search for effective and impactful solutions to climate change, the Government of the Republic, together with the Ibero-American General Secretariat (SEGIB), the School of Agriculture of the Humid Tropical Region (Universidad EARTH), the Government of Spain and other prestigious partners, presented on April 19, 2012 in Madrid, Spain, the idea of an innovative project whose objective is to improve the impact of global responses to climate change, generating and facilitating a process that will allow establishing an equitable, positive and proactive dialogue between a representative group of Ibero-American youth and a representative group of current decision-makers on issues related to climate change (governments, international organizations, opinion leaders, etc.). This project has been called "ECOin" (Intergenerational Co-responsibility Encounter for climate change).
IV.—That the commitments and spirit of the ECOin project faithfully reflect the fundamental environmental and social values and principles that our country has defended and promoted over many decades. Likewise, ECOin has been seen as an excellent opportunity that will allow projecting Costa Rica globally as a leading and innovative country committed to the environment and to promoting spaces for dialogue and peace among different generations, cultures and nations. These actions will be carried out at the local level (concentrated in Guácimo and Guanacaste), as well as at the national, Ibero-American and international level.

I.-Que Costa Rica, como país comprometido por solucionar los efectos negativos que está generando el cambio climático a nivel ambiental, económico y social, ha suscrito los principales acuerdos internacionales relacionados con dicho tema y ha elaborado y está implementando una estrategia nacional de cambio climático para conseguir ser carbono neutral en el año 2025.
II.-Que a pesar de los positivos avances conseguidos hasta el momento, la comunidad internacional todavía tiene que asumir importantes retos para lograr cumplir con éxito el desafío que supone implementar soluciones y respuestas eficaces y eficientes ante el cambio climático. Entre estos retos, hay uno que adquiere una especial relevancia: canalizar de una forma efectiva y eficaz la fuerza, destrezas y creatividad de una juventud deseosa de participar activamente en la búsqueda y construcción de soluciones y respuestas positivas, prácticas y aplicables para mejorar las respuestas mundiales ante el cambio climático.
III.-Que conscientes del relevante papel que puede jugar la juventud de Iberoamérica en la búsqueda de soluciones efectivas y de impacto frente al cambio climático, el Gobierno de la República, junto a la Secretaría General Iberoamericana (SEGIB), la Escuela de Agricultura de la Región Tropical Húmeda (Universidad EARTH), el Gobierno de España y otros socios de reconocido prestigio, presentaron el 19 de abril del 2012 en Madrid, España, la idea de un innovador proyecto cuyo objetivo es el de mejorar el impacto de las respuestas mundiales ante el cambio climático, generando y facilitando un proceso que permitirá entablar un diálogo equitativo, positivo y propositivo entre un grupo representativo de la juventud iberoamericana y un grupo representativo de los actuales tomadores de decisiones en los temas relacionados con el cambio climático (gobiernos, organismos internacionales, líderes de opinión, etc.). Este proyecto se ha llamado "ECOin" (Encuentro de Corresponsabilidad Intergeneracional para el cambio climático).
IV.-Que los compromisos y el espíritu del proyecto ECOin reflejan fielmente los valores y los principios ambientales y sociales fundamentales que ha defendido y promovido nuestro país a lo largo de muchas décadas. Igualmente, ECOin se ha visualizado como una excelente oportunidad que permitirá proyectar a Costa Rica a nivel global como un país líder e innovador comprometido por el medio ambiente y por promover espacios de diálogo y paz entre las diferentes generaciones, culturas y naciones. Por tanto,

El Encuentro se celebrará los días 9 y 10 de abril del 2014 en Liberia, Guanacaste, siendo el centro de reunión la sede de la Universidad EARTH en Liberia. Las actividades preparatorias iniciaran en noviembre del año 2012 y finalizaran a finales del mes de abril del año 2014.
Estas acciones se realizarán tanto a nivel local (concentradas en Guácimo y Guanacaste), cómo a nivel nacional, iberoamericano e internacional.
