According to article 30 of Law Nº 7788, the functions of the CORAC in plenary shall be the following:
1. To ensure the application of policies on the matter.
2. To ensure the integration of community needs into the plans and activities of the La Amistad Caribe Conservation Area.
3. To foster the participation of the different sectors of the Area in the analysis, discussion, and search for solutions to regional problems related to natural resources and the environment.
4. To present to the National Council of Conservation Areas the proposal for the appointment of the Director of the Area, through a shortlist of three candidates (terna).
5. To approve the strategies, policies, guidelines, directives, plans, and specific budgets of the Conservation Area, upon proposal of the Director of the Area and the scientific-technical committee.
6. To define specific matters for the management of its protected areas, and present them to the National Council of Conservation Areas for approval.
7. To recommend, to the National Council of Conservation Areas, the creation, modification, or change of category of its protected wild areas.
8. To supervise the work of the Director and the established financial administration body.
9. To approve, in the first instance, matters relating to concessions and service contracts established in article 39 of Law Nº 7788.
10. To communicate to the legally competent State institutions, by reason of subject matter, the negative actions of the administered parties in relation to the environment, so that proceedings may be taken in accordance with the law.
11. To administer the Conservation Area.
12. To approve the creation and the regulations of the Local Councils.
13. At the end of the term of the Board of Directors of the CORAC, a report must be presented on its main achievements and pending matters, including the work of the Local Councils.
14. Any other function assigned by national legislation or by CONAC.
