in the entire text - Full Text of Regulation 37367 Declares the 7th of April of each year "National Meteorology Day" and Declares of public interest the celebration activities of the 125th anniversary of the creation of the Instituto Meteorológico Nacional and Creation of the National Prize "Dr Henri Pittier Dormond" Full Text of record: E9A93 Nº 37367-MINAET THE PRESIDENT OF THE REPUBLIC AND THE MINISTER OF ENVIRONMENT, ENERGY AND TELECOMMUNICATIONS In exercise of the powers conferred by subsections 3) and 18) of article 140 of the Political Constitution; the Law of Creation of the Instituto Meteorológico Nacional, No. 5222 of June 26, 1973 and the Organic Law of the Ministerio del Ambiente, Energía y Telecomunicaciones No. 7152 of June 5, 1990.
I.-That the Instituto Meteorológico Nacional (IMN), was established on the 7th of April, 1888, during the administration of former president Bernardo Soto Alfaro, appointing Dr. Henri Pittier Dormond as its Director, with the initial headquarters being the Liceo de Costa Rica where the first systematic observations of rainfall and temperatures of San José began, as well as the study of the climate in order to benefit the community, its agriculture, and the development of meteorological science.
II.-That in accordance with the Law of Creation of the Instituto Meteorológico Nacional (IMN), it was established as a General Directorate attached, first to the Ministerio de Agricultura y Ganadería and later to the Ministerio de Ambiente, Energía y Telecomunicaciones (MINAET), its superior body being the Consejo Nacional de Meteorología, Chaired by the Minister.
III.-That throughout these 125 years since the IMN was created, it has been the scientific entity par excellence in charge of the coordination and oversight of all meteorological activities in the country, carrying out for this purpose a permanent and systematic monitoring of weather and climate conditions with relevant participation, both regarding the safety of air navigation and the prevention of hydrometeorological disasters.
IV.-That the activities carried out by the IMN are of national relevance and interest, activities which, throughout the 125 years of existence, have been conducted through the collection, study, and analysis of all meteorological and climatic information recorded and measured throughout the country, required for the preparation of studies and research in the fields of agrometeorology, climatology, climate variability, atmospheric pollution, ocean-atmospheric interaction, global warming, and climate change; all for the benefit of the public interest, the protection of natural and productive resources, and the integrity of individuals in the different social, economic, and productive spheres.
V.-That the IMN, as a scientific-technical entity specialized in weather, climate, and water, governing at the national level and representing at the international level, has maintained continuously and uninterruptedly an exhaustive monitoring of weather and climate in the country, providing accurate forecasts, notices, and meteorological information. It has also established a climate database in order to promote a meteorological culture through participation in educational courses and dissemination of content, as well as the realization of scientific studies and research. Likewise, it has contributed to and supported efficiency and safety in air and maritime transport, agricultural production, tourism, and the prevention and mitigation of disasters of hydrometeorological origin; and through mitigation and adaptation to climate change, it has facilitated the protection of the atmosphere and the environment, all within a framework of efficiency and effectiveness and the principles of sustainable human development.
VI.-That the activity executed and carried out by the IMN must have all institutional support and recognition, and therefore it is necessary and opportune to declare the seventh day of April of each year as "National Meteorology Day" ("Día de la Meteorología Nacional"), in recognition of and contribution to the management carried out for the benefit of all Costa Rican society by the IMN. Therefore:
THEY DECREE:
DECLARATION OF THE 7TH OF APRIL OF EACH YEAR "NATIONAL METEOROLOGY DAY" AND DECLARATION OF PUBLIC INTEREST OF THE CELEBRATION ACTIVITIES OF THE 125TH ANNIVERSARY OF THE CREATION OF THE INSTITUTO METEOROLÓGICO NACIONAL AND CREATION OF THE NATIONAL JOURNALISM PRIZE CALLED "DR. HENRI PITTIER DORMOND"
Considering:
Henri Pittier Dormond" is created, in Meteorological Sciences and Climate Change; which shall be awarded every two years to the journalist who has collaborated on topics of science, technology, or innovation and dissemination of aspects related to meteorology, climate, water, climate variability, and change. For this, the Consejo Nacional de Meteorología is authorized to issue the respective regulations that give support and regulation to the aforementioned National Prize. Which shall be sponsored by the World Meteorological Organization (WMO) (Organización Meteorológica Mundial - OMM).
Given at the Presidency of the Republic, on the fourth day of the month of September of two thousand twelve.

I.-Que el Instituto Meteorológico Nacional (IMN), fue constituido el día 7 de abril de1888, durante la administración del ex presidente Bernardo Soto Alfaro nombrando como su Director al Dr. Henri Pittier Dormond, siendo la sede inicial el Liceo de Costa Rica en donde se iniciaron las primeras observaciones sistemáticas de lluvia y temperaturas de San José, así como el estudio del clima en aras de beneficiar a la comunidad, su agricultura y el desarrollo de la ciencia meteorológica.
II.-Que de conformidad con la Ley de Creación del Instituto Meteorológico Nacional (IMN), este se estableció como una Dirección General adscrita, primero al Ministerio de Agricultura y Ganadería y después al Ministerio de Ambiente, Energía y Telecomunicaciones (MINAET), siendo su ente superior, el Consejo Nacional de Meteorología, Presidido por el Ministro.
III.-Que a lo largo de estos 125 años de creado el IMN, ha sido el ente científico por excelencia a cargo de la coordinación y regencia de todas las actividades meteorológicas del país, realizando para tal fin una permanente y sistemática vigilancia de las condiciones del tiempo y del clima con una participación relevante, tanto respecto a la seguridad de la navegación aérea, como en la prevención de los desastres hidrometeorológicos.
IV.-Que las actividades que ejecuta el IMN, son de relevancia e interés nacional, mismas que a lo largo de los 125 años de existencia se han efectuado mediante la recolección, estudio y análisis de toda la información meteorológica y climática que se registra y mide en todo el país, requeridos para la preparación de estudios e investigaciones en los campos de agro meteorología, climatología, variabilidad climática, contaminación atmosférica, interacción océano-atmosférica, calentamiento global, y cambio climático; todo en beneficio del interés público, de la protección de los recursos naturales y productivos, como de la integridad de las personas en los diferentes ámbitos, sociales, económicos y productivos.
V.-Que el IMN como entidad científico-técnica especializada en tiempo, clima y agua, regente a nivel nacional y representante a nivel internacional, ha mantenido en forma continua e ininterrumpida una vigilancia exhaustiva del tiempo y el clima en el país, brindando pronósticos certeros, avisos, información meteorológica. Estableciendo además un Banco de datos climáticos con el fin de promover una cultura meteorológica a través de la participación en cursos educativos y divulgación de contenidos, así como la realización de estudios e investigaciones científicas. De igual forma, ha contribuido y apoyado la eficiencia y seguridad en el transporte aéreo y marítimo, la producción agrícola, el turismo y la prevención y mitigación de los desastres de origen hidrometeorológico; y a partir de la mitigación y adaptación al cambio climático, ha facilitado la protección de la atmósfera y del ambiente, todo en un marco de eficiencia y eficacia y de los principios del desarrollo humano sostenible.
VI.-Que la actividad que ejecuta y realiza el IMN debe contar con todo el apoyo y reconocimiento institucional, y por ello es menester y oportuno, declarar el día siete de abril de cada año, como el "Día de la Meteorología Nacional", en reconocimiento y aporte a la gestión que se ejecuta en beneficio de toda la sociedad costarricense por parte del IMN. Por tanto:
DECLARAR EL 7 DE ABRIL DE CADA AÑO "DÍA DE LA METEOROLOGÍA NACIONAL" Y DECLARATORIA DE INTERÉS PÚBLICO DE LAS ACTIVIDADES DE CELEBRACIÓN DEL 125 ANIVERSARIO DE CREACIÓN DEL INSTITUTO METEOROLÓGICO NACIONAL Y CREACION DEL PREMIO NACIONAL DE PERIODISMO DENOMINADO "DR. HENRI PITTIER DORMOND"
Considerando:
DECRETAN:
Henri Pittier Dormond", en Ciencias Meteorológicas y Cambio Climático; el cual se otorgará cada dos años al periodista que haya colaborado en temas de ciencia, tecnología o innovación y difusión de aspectos relacionados con la meteorología, el clima, el agua, la variabilidad y cambio climático. Para ello se autoriza al Consejo Nacional de Meteorología para que emita el respectivo reglamento que dé sustento y regulación al citado Premio Nacional. El cual será auspiciado por la Organización Meteorológica Mundial (OMM).
Dado en la Presidencia de la República, a los cuatro días del mes de setiembre del dos mil doce.
