I.-The attorney Álvaro Moreno Gómez, Acting Executive President, proceeds to read out the official communication CCI-004-06-2012, signed by attorney Julio Díjeres Bonilla, Coordinator of the Fuel Committee, through which he submits for respective assessment some modifications to the current Fuel Regulation, which were proposed by the Fuel Committee of INCOPESCA.
II.-That said modifications are necessary to have a more efficient processing procedure for the user, as well as to improve and regulate some situations currently present.
III.-The Board of Directors, in the interest of having the necessary elements and value judgments, requested the presence of attorney Díjeres Bonilla, who provided an extensive explanation of the motivations and importance that this modification holds, given that it has the approval of the members of the Fuel Committee.
IV.-That by reason of the foregoing, and being considered effectively necessary, the Board of Directors. Therefore, AGREES:
1º-To modify Articles 8, 9, and 59 of the Regulation for the regulation and control of the efficient use of fuel at internationally competitive prices, destined for the national commercial non-sport fishing fleet and the national tourist fishing fleet, in Costa Rican jurisdictional waters or beyond, approved by Agreement AJDIP/085-2010, for which a final paragraph is added to each of them as follows:

In their place, the presentation of a notarized sworn statement (declaración jurada protocolizada) by the Association, wherein it renders its declaration that it adheres to this exception, will be necessary. This declaration must be presented at the time of signing or renewing the agreement with INCOPESCA."

I.-Procede el licenciado Álvaro Moreno Gómez, Presidente Ejecutivo a. í., a dar lectura del oficio CCI-004-06-2012, firmado por el licenciado Julio Díjeres Bonilla, Coordinador del Comité de Combustible, por medio de la cual remite para la respectiva valoración, algunas modificaciones al Reglamento de Combustible vigente, mismas que fueron planteadas por el Comité de Combustible del INCOPESCA.
II.-Que dichas modificaciones resultan necesarias para contar con un proceso de trámite más eficiente hacia el usuario, así como mejorar y regular algunas situaciones presentes en la actualidad.
III.-La Junta Directiva, en aras de contar con los elementos y juicios de valor necesarios, requirió la presencia del licenciado Díjeres Bonilla, quien brindó una amplia explicación sobre las motivaciones e importancia que ésta modificación reviste, toda vez que la misma cuenta con la aprobación de los miembros del Comité de Combustible.
IV.-Que en razón de lo anterior, y por considerarse efectivamente necesario la, Junta Directiva. Por tanto, ACUERDA:
1º-Modificar los artículos 8°, 9° y 59, del Reglamento para la regulación y control del uso eficiente del combustible a precio competitivo a nivel internacional, destinado a la flota pesquera nacional comercial no deportiva y a la flota pesquera nacional turística, en las aguas jurisdiccionales costarricenses o fuera de ellas, aprobado mediante Acuerdo AJDIP/085-2010, para lo cual se adiciona a cada uno de ellos un último párrafo de la siguiente manera:

En su lugar será necesaria la presentación de una declaración jurada protocolizada por parte de la Asociación, donde deje rendida su declaración de que se adhiere a esta excepción. Esta declaración deberá presentarse al momento de suscribir o renovar el convenio con INCOPESCA".
