A.J.D.I.P./417-2005, published in the Official Gazette La Gaceta No. 172 of September 7, 2005, so that henceforth they shall read as follows:
"Article 3º-Every beneficiary fisherman must perform, during the period of the closed seasons (vedas) established by INCOPESCA, a Community Work Service (Servicio de Trabajo Comunal), hereinafter STC, which shall consist of a minimum of 30 weighted hours per month, for which the Organizations and different beneficiary entities must provide the goods, resources, materials, equipment, and any other logistical support necessary for carrying out the works or activities in fulfillment of the same.
Within a reasonable period prior to the start of the established closed season periods (períodos de vedas), the Organizations and different beneficiary entities must submit, for the knowledge of INCOPESCA and IMAS, their proposals and STC activities in each of the fishing communities (comunidades pesqueras).
Both for the submission of their proposals and for the control, registration, and individual reporting of the different activities and weighted hours performed by each fisherman, the forms established for these purposes must be used.
Once the competent authorities of INCOPESCA and/or IMAS have analyzed the different proposals submitted, they shall timely communicate to the Organizations and different beneficiary entities the respective authorization so that the STC activities may begin in each fishing community (comunidad pesquera), which shall be supervised at any time jointly and coordinately, by the competent authorities of INCOPESCA and IMAS, according to the availability of human and budgetary resources in each of those institutions.
Given the administrative deadlines required by the competent authorities of INCOPESCA and IMAS to carry out the supervision and control processes regarding the fulfillment of the STC by the fishermen, as well as the completion of the procedures for the formulation, issuance, and delivery of the economic aid granted by IMAS, it shall be permitted that the STC activities may begin 7 calendar days before the start of the closed season periods (períodos de veda).
Once the activities and the total weighted hours for a given calendar month have been completed by the fisherman, it shall be permitted to recognize and count as valid for the subsequent calendar month those other activities and weighted hours that are performed, provided they also began 7 calendar days before the start of the corresponding calendar month.
According to their competencies, the authorities of INCOPESCA and/or IMAS may establish mandatory participation activities for fishermen, especially those oriented toward training." "Article 4º-For the purposes of what is indicated in the preceding article, the fishermen of the fishing communities (comunidades pesqueras) in the areas defined in the closed season (veda) must fulfill one of the following mechanisms or alternatives as STC, in accordance with the assessment of the number of weighted hours detailed in the following table:
