PRUGAM PRODUCTS General objective of the PRUGAM Project:
"To improve the living conditions of the population of the Central Valley of Costa Rica, through greater competitiveness of said economic space, derived from greater efficiency and quality of its supply of services and spaces." New Urban Model:
At the urban level, it is necessary to promote the recovery of cities or populated centers, improving levels of safety, recovering public spaces and meeting places, generating land uses more in line with the functional and spatial integration of the environment. It is essential to guide densification processes in existing urban areas or in those suitable for growth; to promote quality of urban life, to have services, green zones, and other activities closer to their population; to discourage the use of private vehicles and promote first-rate public transport; and to integrate the natural environment into the built environment.
PRUGAM Project Documents VOLUME I: Diagnosis Comprises the situational state of this central subregion. Its drafting has been based on various databases, including the 20 studies contracted by PRUGAM in different and varied disciplines, which constitutes the scientific support of this document.

Like the Diagnosis, the Proposal is structured into the seven systems (Urban Environmental, Roads and Transport, Infrastructure and Networks, Urbanism and Housing, Social, Economic Development, and Legal and Institutional) that the Project methodologically uses. These proposals show how the stated objectives can be achieved, defining projects, routes, and possible investments.
(Sinalevi Note: Volume 2 Proposal can be consulted at the following link Volume II: Proposal) VOLUME III: Regulation This is the set of rules (a regulatory application tool) that guide central government institutions and municipalities (when corresponding to the legal framework), to build over time and in space the proposed urban ensemble, in accordance with the vision and development models resulting from this planning and citizen and intersectoral participation process.
(Sinalevi Note: Volume 3 Regulation can be consulted at the following link Volume III Regulation) VOLUME IV: Cartographic Atlas This is the set of maps that illustrate the technical contents of the planning and territorial planning (ordenamiento territorial) process. This tool constitutes a geographic information instrument with the most current tools and contents, and supports the Diagnosis and the Proposal, resulting in a set of maps organized by systems that at the same time constitute one of the transversal axes of the PRUGAM Project.

(Sinalevi Note: Volume 5 Citizen Participation can be consulted at the following link Volume V Citizen Participation) VOLUME VI: Executive Summary It presents a synthesis of the most relevant aspects of the Proposal, maintaining the order structure of the complete technical document. It also highlights the aspects representing the fundamental binding or guiding regulation, to maintain the development axes of the proposed urban territorial model. It contains summary tables and diagrams that facilitate its understanding.
(Sinalevi Note: Volume 6 Executive Summary can be consulted at the following link Volume VI Executive Summary) Digital Cartography of Land Uses in the Greater Metropolitan Area - GAM This study presents a series of cartographic sheets and their orthophotos at a scale of 1:10,000 covering approximately 260,000 ha (2600 km2). The thematic layers of each sheet contain the different land uses of the GAM , among them:
Urban uses (residence, commerce, industries, parks).
Rural and productive uses (vegetables, pastures with trees, coffee crops, ornamental plant crops).
Green zones and protected areas, riverbeds, terrain slopes.
Traces of infrastructure such as high-voltage lines, multi-product pipelines, road infrastructure, just to mention some of the themes of the new cartography.
All this information was prepared with the national parameters of the CRTM-05 Cartographic Projection and this is the first national product under these standards.
Information for Orthophotos The Orthophotos at a scale of 1:10,000 were prepared by the Spanish company BLOM for the PRUGAM Project, using as a source the aerial photographs at a scale of 1:25,000 taken by the Cadastre and Registry Regularization Program in the months of February and March of the year 2005. The images were taken by the Carta Mission, 2005 in partnership with NASA for the flights and CeNAT for their scanning. The coordinate system used for orthorectification was calculated with the Transverse Mercator projection adapted to Costa Rica (CRTM05), on the reference system of the WGS84 Ellipsoid.
Information for Land Use Maps at a scale of 1:10,000 of the GAM The cartography of land uses at a scale of 1:10,000 for the Greater Metropolitan Area has been prepared and updated by the Spanish Company BLOM, within the framework of the PRUGAM project. The update of the land use information is based mainly on the aerial photographs provided by the Cadastre and Registry Regularization Program as a national counterpart contributed to PRUGAM and on the precedents of the cartography of land uses of the GAM , prepared by the Japan International Cooperation Agency (JICA) in the year 1993. Said cartography is in the Transverse Mercator Projection System for Costa Rica (CRTM05) whose ellipsoid is referenced to the WGS84 World Ellipsoid.

The reason some cantons have information in Lambert North and/or CRTM05 projection is due to the chronology of the PRUGAM project, which initially prepared an IFA cartography in Lambert North with its respective Shape layers in ArcGIS. Subsequently, in the stage of Regulatory Plan proposals, another IFA cartography was prepared in CRTM05 prioritizing cantons that did not have a Regulatory Plan External to PRUGAM. This is the reason why some cantons have more inputs on this subject than others.
CRTM05 Note: Some cantonal IFAs, mainly in the province of Cartago, present duplication of labeling in the reference toponymy of some towns and cities (their names), due to a small error in the final editing, where the PRUGAM consultants forgot to turn off the corresponding layers. Despite this, the zonation presented in all IFAs is the adequate one. The toponymy errors are in the process of being fixed and/or developed.
