Complete Text of record: E2BA7 NATIONAL SYSTEM OF CONSERVATION AREAS R-SINAC-CONAC-04-2012.-The National Council of Conservation Areas, in accordance with Agreement No. 11 of Ordinary Session No. 09-2011 of September 19, 2011, and in compliance with articles 12 and 15, subsection a) of the Regulation to the Biodiversity Law No. 7788, Executive Decree No. 34433-MINAE, approves and issues the following:

Whereas:
7788 of May 27, 1998, the National System of Conservation Areas is created, with its own legal personality, as a decentralized and participatory institutional management and coordination system, which integrates competencies in forestry, wildlife, and protected areas matters, in order to issue policies, plan, and execute processes aimed at achieving sustainability in the management of Costa Rica's natural resources.
133 of May 4, 2004, issued by the Office of the Attorney General of the Republic, it was established that "It corresponds to the Ministry of Environment and Energy, in its capacity as vigilant administrator of the protected wild areas and as the body responsible for delimiting aquifer recharge areas, to issue the certifications provided for in articles 7 of the Possessory Information Law, 4 of the Real Estate Tax Law in relation to 5 of its Regulation, and 8, subsection g); 9) subsection h); 11 subsection 10) subsection h), 11 subsection h), 29 point 2, and 117, point 4, of the Regulation to the National Cadastre Law", a function that is carried out through the National System of Conservation Areas as a decentralized body with competence in the matter.

Resultando:
I.Que corresponde al Sistema Nacional de Áreas de Conservación del Ministerio de Ambiente, Energía y Telecomunicaciones (MINAET), resolver los trámites de visado y certificación de planos que le demandan las diferentes leyes de la República y otra normativa relacionada.
II.Que requiere definirse el concepto de documentos probatorios contenido en la resolución R-SINAC-037-2009 de fecha nueve de junio del año dos mil nueve, a fin de establecer sus alcances, con el objetivo de facilitar tanto al personal del SINAC como a los administrados, el trámite de la solicitud de visado de planos.
III.Que el CONAC en Acuerdo Nº 11 de la Sesión Ordinaria Nº 09-2011 del 19 de setiembre de 2011, acordó Interpretar auténticamente el punto sexto del artículo 6.3.1.1 del Manual de procedimiento para la resolución de visados y certificaciones de planos, resolución R-SINAC-037-2009. Por tanto,
LA SECRETARÍA EJECUTIVA DEL CONSEJO NACIONAL DE ÁREAS DE CONSERVACIÓN, RESUELVE:
Considerando:
