Requirements" Complete Text of act: DE68D MINISTRY OF ENVIRONMENT, ENERGY AND TELECOMMUNICATIONS No. 70-2011-MINAET In exercise of the powers conferred in Articles 140, subsections 3) and 18), 50 and 146 of the Political Constitution; the Organic Environmental Law No. 7554, of October 4, 1995; the General Public Administration Law No. 6227 of May 2, 1978; the United Nations Framework Convention on Climate Change of May 9, 1992, Approval Law No. 7414 of June 13, 1994; the Kyoto Protocol to the United Nations Framework Convention on Climate Change, Approval Law No. 8219 of March 8, 2002, and Executive Decree No. 35669-MINAET of December 4, 2009, Organic Regulation of the Ministry of Environment, Energy and Telecommunications.
1st—That climate change is the greatest challenge currently facing the world. The increasing emissions of greenhouse gases (GHG) into the atmosphere contribute to the unprecedented rise in the global average temperature, which has begun to generate impacts on our country.
2nd—That in the international arena, Costa Rica maintains current commitments on climate change contemplated in Law No. 7414, United Nations Framework Convention on Climate Change; Law No. 7513, Regional Convention on Climate Change; Law No. 8219, Law for the Approval of the Kyoto Protocol to the United Nations Framework Convention on Climate Change, as well as the obligations derived from the Multilateral Environmental Agreements of Rotterdam, Basel, Stockholm, Montreal and Vienna.
3rd—That the climate scenarios developed by the Instituto Meteorológico Nacional indicate that with the increase in temperatures will come changes in weather patterns in addition to a rise in sea levels and the frequency and intensity of extreme temperatures. The impact will be widespread, and it is highly likely that floods, droughts and desertification will increase in the national territory.
4th—That as part of the global trend, Costa Rica has decided to advance with policies aimed at a low-emission development model.
5th—That Costa Rica's annual direct CO2 equivalent emissions are 8.8 million tonnes (MtCO2).
6th—That Costa Rica has set out to assume a leadership role on the issue of climate change and to continue along a path that has already been developing within the framework of the goal of being C-Neutral by the year 2021.
7th—That to meet the goal of C-Neutrality and move toward a low-carbon economy, it is necessary to make drastic decisions such as reducing the carbon intensity in the energy mix (transport) and simultaneously reducing the energy intensity of the economy.
8th—That as part of the actions to achieve carbon neutrality by the year 2021, the MINAET is initiating the process of creating a voluntary standard adjusted to national requirements. Therefore:

Requirements" INTE 12-01-06:2011, certifications issued by third-party certification bodies, accredited by the Ente Costarricense de Acreditación, will be promoted. Such certifications will be used for the granting of the C-Neutral mark.
a. To register voluntary records.
b. To develop the records of emissions, reductions and removals in the carbon market.
c. To develop statistics on emissions, reductions and removals.
d. To ensure the traceability and electronic monitoring of transactions so that no double accounting exists within the national market.
e. To promote the official registry system.
f. To develop a minimum acceptable methodological framework for the generation of Unidades Costarricenses de Compensación (UCCs).
g. To grant the certificate for the C-Neutral mark.

OFICIALIZAR LA NORMA "SISTEMA DE GESTIÓN PARA DEMOSTRAR LA C-NEUTRALIDAD.
REQUISITOS"
Considerando:
Requisitos" INTE 12-01-06:2011, bajo la rectoría del Ministerio de Ambiente, Energía y Telecomunicaciones.
Requisitos" INTE 12-01-06:2011, se promoverán las certificaciones emitidas por organismos de certificación de tercera parte, acreditados por el Ente Costarricense de Acreditación. Tales certificaciones serán utilizadas para el otorgamiento de la marca C-Neutral.
a. Inscribir los registros voluntarios.
b. Desarrollar los registros de las emisiones, reducciones y compensaciones del mercado de carbono.
c. Desarrollar las estadísticas sobre las emisiones, reducciones y compensaciones.
d. Asegurar la trazabilidad y seguimiento electrónico de las transacciones con el fin de que no exista la doble contabilidad dentro del mercado nacional.
e. Promover el sistema de registro oficial.
f. Desarrollar un marco metodológico mínimo aceptable para la generación de las Unidades Costarricenses de Compensación (UCCs).
g. Otorgar el certificado de la marca C-Neutral.
Requisitos" INTE 12-01-06:2011" mediante la presentación de certificaciones emitidas por organismos de certificación de tercera parte acreditados por el Ente Costarricense de Acreditación, para el caso de otorgamiento de la marca C Neutral para producto, se deberán cumplir los requisitos específicos definidos en resolución administrativa posterior.
