in the entirety of the text - Full Text of Regulation 36473 Declares the “I Regional Clean Electricity Congress (CREL)” to be of public and national interest Full Text of record: D977C N° 36473-MINAET THE PRESIDENT OF THE REPUBLIC AND THE MINISTER OF ENVIRONMENT, ENERGY AND TELECOMMUNICATIONS Exercising the powers conferred by Article 140, subsections 3) and 18) of the Political Constitution, in relation to the General Law of Public Administration, Law No. 6227 of May 2, 1978, and;
I.—That the Ministry of Environment, Energy and Telecommunications is responsible for promoting and fostering energy policies, especially in the areas of conservation and rational use of energy resources, in which the participation of the State, civil society, and private enterprise must be consolidated in activities and programs that encourage the rational use of energy.
II.—That from March 23 to 25, 2011, the “I Regional Clean Electricity Congress (CREL)” will be held, at the initiative of the Electrification Council of Central America, whose objective is to promote solutions that must be implemented to improve the socio-environmental quality with which electric energy is produced and used in the region, which is a relevant event for our country on matters of national interest, which support energy and environmental policies.
III.—That it is important to declare this event of public and national interest, and thereby promote and facilitate the support of other institutions and entities that contribute to its promotion and development. Therefore, THEY DECREE:

I.-Que le corresponde al Ministerio del Ambiente, Energía y Telecomunicaciones promover y promocionar las políticas energéticas, en especial en las áreas de la conservación y el uso racional de los recursos energéticos, en las cuales se deben consolidar la participación del Estado, la sociedad civil y la empresa privada en las actividades y programas que incentiven el uso racional de la energía.
