Economic, Social and Other Impacts, and II Consultation Forum for the National Risk Management Plan" Complete Text of record: D5FC3 No. 36303-MICIT THE PRESIDENT OF THE REPUBLIC AND THE MINISTER OF SCIENCE AND TECHNOLOGY Using the powers conferred in subsections 3) and 18) of article 140 and article 146 of the Political Constitution; subsection 2.b) of article 28 and subsequent and related articles of the General Law of Public Administration, Law No. 6227 of May 2, 1978; the Law for the Promotion of Scientific and Technological Development, Law No. 7169 of June 26, 1990; and

1. 1That the country has suffered a considerable impact in social as well as economic terms, in some cases even with economic losses exceeding 3% of annual GDP, due to the effects derived from natural disasters, causing serious limitations for national development.
2. 2That it is necessary to establish the actions and coordination mechanisms that allow public institutions to comprehensively understand the dynamic processes of increased economic and social vulnerability resulting from the different disaster risks affecting the country, with the purpose of establishing the pertinent measures to reduce local and national vulnerability.
3. 3That the University of Costa Rica, through the creation of the Institutional Program "PREVENTEC," has determined as an institutional priority to strengthen disaster prevention and mitigation processes, through the generation of knowledge and its transfer to the country. Within the framework of said program, that University and the National Emergency Commission, jointly with other institutions, will carry out the National Congress: "Major Disasters: Are We Prepared? Economic, Social and Other Impacts," to be held on November 22 and 23, 2010, as well as the "II Consultation Forum for the National Risk Management Plan" to be held on November 24 and 25, 2010.
4. 4That the purpose of said activities is to analyze the national situation of disaster response systems, the economic and social impact they cause, and to evaluate the specific conditions of public sector plans to mitigate such impacts, through the formation of different thematic tables proposing the consolidation of safer cities, the use of science, technology, and training for prevention, the safeguarding of public infrastructure, energy, and telecommunications, among others, with the participation of the different sectors that make up the Costa Rican economy.
5. 5That in accordance with article 8 of the Law for the Promotion of Scientific and Technological Development, No. 7169, all non-profit scientific and technological activities carried out by the entities that form part of the National System of Science and Technology are of public interest. Therefore,

Considering:

Impactos económicos, sociales u otros, y II Foro de Consulta al Plan Nacional de Gestión de Riesgo” Texto Completo acta: D5FC3 Nº 36303-MICIT LA PRESIDENTA DE LA REPÚBLICA Y EL MINISTRO DE CIENCIA Y TECNOLOGÍA En uso de las facultades conferidas en los incisos 3) y 18) del artículo 140 y el artículo 146 de la Constitución Política; el inciso 2.b) del artículo 28 siguientes y concordantes de la Ley General de la Administración Pública, Ley N° 6227 del 2 de mayo de 1978; la Ley de Promoción del Desarrollo Científico y Tecnológico, Ley N° 7169 del 26 de junio de 1990; y

1. 1Que el país ha sufrido un impacto considerable en términos sociales como económicos, incluso en algunos casos con pérdidas económicas mayores al 3% del PIB anuales, por la afectación derivada de los desastres naturales, ocasionando graves limitaciones para el desarrollo nacional.
2. 2Que es necesario establecer las acciones y los mecanismos de coordinación, que permitan a las instituciones públicas comprender integralmente los procesos dinámicos de incremento de la vulnerabilidad económica y social resultante de los diferentes riesgos por desastres que afectan al país, con el propósito establecer las medidas pertinentes para reducir la vulnerabilidad local y nacional.
3. 3Que la Universidad de Costa Rica a través de la creación del Programa Institucional "PREVENTEC" ha determinado como prioridad institucional potenciar los procesos de prevención y mitigación de desastres, a través de la generación de conocimiento y transferencia de estos al país. En el marco de dicho programa, dicha Universidad y la Comisión Nacional de Emergencia, en conjunto con otras instituciones, llevarán a cabo el Congreso Nacional: "Grandes Desastres: ¿Estamos preparados? Impactos económicos, sociales y otros", a realizarse los días 22 y 23 de noviembre de 2010, así como el "II Foro de Consulta al Plan Nacional de Gestión de Riesgo" a celebrarse durante los días 24 y 25 de noviembre de 2010.
4. 4Que dichas actividades tienen por objeto analizar la situación nacional de los sistemas de atención de desastres, el impacto económico y social que ocasionan y evaluar las condiciones propias de los planes del sector público para mitigar tales impactos, a través de la conformación de diferentes mesas temáticas que proponen la consolidación de ciudades más seguras, la utilización de la ciencia, la tecnología y capacitación para la prevención, el resguardo de la infraestructura pública, la energía y las telecomunicaciones, entre otros, con la participación de los diferentes sectores que integran la economía costarricense.
5. 5Que de conformidad con el artículo 8° de la Ley de Promoción del Desarrollo Científico y Tecnológico, N° 7169, todas las actividades científicas y tecnológicas sin fines de lucro, realizadas por las entidades que forman parte del Sistema Nacional de Ciencia y Tecnología, son de interés público. Por tanto,
