in the entirety of the text - Complete Text of Regulation 36284 Declares of public interest the celebrations of the XXV Latin American Congress of Hydraulics and the International Conference on Fluvial Hydraulics River Flow 2012 Complete Text record: D5864 Nº 36284-MP-MIVAH THE PRESIDENT OF THE REPUBLIC, THE MINISTER OF THE PRESIDENCY AND THE MINISTER OF HOUSING AND HUMAN SETTLEMENTS In exercise of the powers conferred by articles 140, subsections 3) and 18), article 146 of the Political Constitution and article 25 of the General Public Administration Act.
I.-That the management of water resources and floods are a constant source of pressure, since every year they destroy the crops, infrastructure, and housing of our country, especially affecting citizens of limited means.
II.-That comprehensive territorial planning of the national territory requires appropriate management of water resources, in order to determine the suitable sites for the development of housing and human settlements in our country.
III.-That attention must be paid to the consideration of risk aspects, including flood risk, in the selection of land for the development of housing and human settlements.
IV.-That the vast river system of Costa Rica is an integral part of our national identity, in terms of agriculture, recreation, tourism, and of course electricity, with one of the highest percentages in the world of energy produced in hydroelectric plants.
V.-That Costa Rica has been designated to organize, in 2012, the XXV Latin American Congress of Hydraulics and the International Conference on Fluvial Hydraulics River Flow 2012.
VI.-That the XXV Latin American Congress of Hydraulics and the International Conference on Fluvial Hydraulics River Flow 2012 will take place from September 4 to 13, 2012.
VII.-That the holding in Costa Rica of the XXV Latin American Congress of Hydraulics and the International Conference on Fluvial Hydraulics River Flow 2012 constitutes an indisputable opportunity to share and exchange the experiences that, in the field of water resources, have been developed by Latin American and other researchers and professionals from other latitudes.
VIII.-That the exchange of ideas and experiences, as well as the follow-up of measures in this area, is of national interest.
IX.-That a significant number of scientific papers will be presented and discussed at this event, thereby enabling the acquisition, updating, and technological transfer of new knowledge on this subject. Therefore:

I.-Que el manejo del recurso hídrico y de las inundaciones son un foco constante de presión pues cada año destruyen los cultivos, la infraestructura y viviendas de nuestro país, afectando especialmente a los ciudadanos de escasos recursos.
II.-Que la planificación integral del territorio nacional requiere un manejo apropiado del recurso hídrico, con el fin de determinar los sitios idóneos para el desarrollo de vivienda y los asentamientos humanos de nuestro país.
III.-Que se debe prestar atención a la consideración de aspectos de riesgo, incluyendo el riesgo por inundación, en la selección de terrenos para el desarrollo de vivienda y de los asentamientos humanos.
IV.-Que el vasto sistema de ríos de Costa Rica, es una parte integral de nuestra identidad nacional, en términos de agricultura, recreación, turismo y por supuesto electricidad, con uno de los porcentajes más altos del mundo de energía producida en plantas hidroeléctricas.
V.-Que Costa Rica ha sido designada para organizar en el año 2012 el XXV Congreso Latinoamericano de Hidráulica y la Conferencia Internacional de Hidráulica Fluvial River Flow 2012.
VI.-Que el XXV Congreso Latinoamericano de Hidráulica y la Conferencia Internacional de Hidráulica Fluvial River Flow 2012, se llevará a cabo del 4 al 13 de setiembre del 2012.
VII.-Que la realización en Costa Rica del XXV Congreso Latinoamericano de Hidráulica y la Conferencia Internacional de Hidráulica Fluvial River Flow 2012, constituye una indiscutible oportunidad para compartir e intercambiar las experiencias que en el campo del recurso hídrico, han desarrollado los investigadores y profesionales latinoamericanos y de otras latitudes.
VIII.-Que es de interés nacional el intercambio de ideas y experiencias, así como el seguimiento de las medidas en esta materia.
IX.-Que en esta actividad se expondrán y analizarán un número importante de trabajos científicos, permitiendo de esta manera la adquisición, actualización y transferencia tecnológica de nuevos conocimientos en esta temática. Por tanto:
