I.-That the Organic Law of the Environment No. 7554 of October 4, 1995, in its articles 6 and 7, incorporates into national legislation the principle of citizen participation, which originates from the Rio de Janeiro, Brazil convention of 1992. A principle developed by the Biodiversity Law No. 7788 of April 30, 1998, by incorporating the National Council of Conservation Areas and the Regional Councils of the Conservation Areas within the Administrative Organization of the National System of Conservation Areas.

II.-That article 27 subsection a) of the Biodiversity Law No. 7788 of April 30, 1998, establishes that within the administrative structure of the conservation areas, there must exist as an administrative unit, the Regional Conservation Area Council known as CORAC.

III.-That the Biodiversity Law No. 7788 in its article 29 empowers the Regional Councils of the Conservation Areas to establish their own regulations, within the framework of current legislation, which will be submitted to the National Council of Conservation Areas for its final approval.

IV.-That the legally constituted Regional Council of the Arenal Huetar Norte Conservation Area, on September 25, 2008, in Ordinary Session No. 7, by means of Agreement No. 5, approved its Internal Regulation for its functioning.

V.-That in accordance with article 12 subsection d) of the Regulation to the Biodiversity Law, Executive Decree No. 34433-MINAE of March 11, 2008, the National Council of Conservation Areas (CONAC), in Ordinary Session No. 02-2010 held on March 1, 2010, by means of Agreement No. 14, approved the Regulation for the internal functioning of the Regional Council of the Arenal Huetar Norte Conservation Area (CORAC-AHN). Therefore, They Decree:

General Provisions

Considering:

CHAPTER I

ACAHN: Arenal Huetar Norte Conservation Area.

CONAC: National Council of Conservation Areas.

CORAC-AHN: Regional Council of the Arenal Huetar Norte Conservation Area COLAC-AHN: Local Councils of the Arenal Huetar Norte Conservation Area.

MINAET: Ministry of Environment, Energy, and Telecommunications.

SINAC: National System of Conservation Areas.

Assembly: General Assembly of the CORAC-AHN.

Of the General Assembly

CHAPTER II

a)Appoint the members of the CORAC-AHN and the Oversight Office (Fiscalía).
b)Review and approve the annual report of the CORAC-AHN and that of the Oversight Office (Fiscalía).

At the General Assembly, an annual report on the activities of the Board of Directors of the CORAC-AHN and of the Oversight Office (Fiscalía) shall be presented, and the members of the CORAC-AHN shall be elected, when appropriate, from among the representatives of the different sectors accredited to the General Assembly; always having to elect a municipal representative.

The Assembly shall be convened ordinarily whenever it is necessary to elect any of the members of the CORAC and shall be chaired by the President of the CORAC-AHN, or in their absence, illness, and in general, when a just cause occurs, by their representative.

The Assembly shall commence with the accredited representatives who are present, who must be at least five members from different sectors.

Each duly accredited principal (titular) representative shall have the right to voice and vote, as well as to participate in elected positions, who shall be elected by simple majority, always naming one principal (titular) representative from each organization or sector and their respective alternate (suplente).

Each entity shall report, in a signed and sealed document, the names and qualifications of its representatives. The current members of the CORAC-AHN shall be ex officio members of the General Assembly.

a)Municipalities: The Municipalities shall elect one principal (titular) and one alternate (suplente).
b)State Public Institutions present in the area of influence of the ACAHN: They shall elect a slate of three (terna) which shall be brought to the plenary where one principal (titular) and one alternate (suplente) shall be elected by vote.
c)Interested Non-governmental and Community Organizations present in the ACAHN shall elect six representatives to the plenary, where five principals (titulares) and one alternate (suplente) shall be elected by vote.

1)President 2) Vice President 3) Treasurer 4) Secretary 5) Board Member 1 6) Board Member 2 7) Oversight Officer (Fiscal) In the event of absence due to death, resignation, or any other just cause preventing the continuity of a member of the CORAC-AHN, they shall be replaced by the alternate (suplente), or failing that, an alternate (suplente) shall be appointed via an ordinary convocation of the General Assembly, with the prior agreement of the CORAC-AHN. The appointed alternate (suplente) shall serve in their position for the time remaining in the principal's (titular) term.

Of the Regional Council

CHAPTER III

It shall be composed of a President, a Vice President, a Treasurer, a Secretary, two Board Members (vocales), and an Oversight Officer (Fiscal), all elected from among its members, as well as the Director of the ACAHN, who shall serve as Executive Secretary and therefore shall be part of the CORAC-AHN and shall have voice and vote. The Oversight Officer (Fiscal) shall have voice but not vote.

The CORAC-AHN is empowered to agree to the creation of Local Councils and to define in the creation agreement the constitution of said councils, which, once established in accordance with their creation agreement, shall become part of the administrative structure of the CORAC-AHN.

President:

a)Chair the General Assemblies and the sessions of the CORAC-AHN.
b)Declare Council sessions open, once the quorum established in this Regulation is confirmed.
c)Exercise the representation of the CORAC-AHN before other public and private entities.
d)Resolve any matter in the event of a tie, in which case they shall have a double vote.
e)Direct the debates, controlling the floor.
f)Ensure that the CORAC-AHN complies with the policies, Laws, and Regulations related to its function, as established by the legal and technical framework binding on SINAC.
g)Adjourn the session.
h)Render reports to the CORAC-AHN when necessary.
i)Sign the minutes (actas) of the Council.
j)Propose the meeting agenda for the Council.
k)Promote and strengthen relations between the Council and the ACAHN.
l)Sign the documents as instructed by the Council.
m)Any other function assigned by national legislation or by the CORAC-AHN.
n)In their absence, they shall be represented by the Vice President.

Executive Secretary:

a)Convene ordinary and extraordinary sessions.
b)Prepare the agenda (orden del día), taking into account, where applicable, the requests of the other members made at least three days in advance.
c)Record the minutes (actas) of the CORAC-AHN sessions and keep the corresponding Minute Book (Libro de Actas) updated.
d)Sign the minutes (actas) of the CORAC-AHN.
e)Maintain a file of all documentation issued by or sent to the CORAC-AHN.
f)Convene the Assemblies referred to in article 29 of the Biodiversity Law and record the minutes (actas) of these Assemblies.
g)Maintain permanent communication with the Local Councils and other members of the CORAC-AHN.
h)Facilitate the transfer of information throughout the ACAHN structure.
i)Prepare quarterly reports on the level of execution of agreements for presentation to the CORAC-AHN.
j)Execute the agreements and resolutions of the CORAC-AHN.
k)Any other function assigned by the CORAC-AHN.

Secretary:

a)Collaborate with the Executive Secretary in the execution of the agreements made by the CORAC-AHN.
b)Maintain permanent communication with the Local Councils and other members of the CORAC-AHN.
c)Collaborate in the recording of the minutes (actas) of the sessions.
d)Any other function assigned by the CORAC-AHN.

Of the other members:

a)Those established by the General Law of Public Administration.
b)Any other function assigned by the Council.

Of the alternates (suplentes):

In the event of the definitive absence of any of the CORAC-AHN members, the provisions established in the final paragraph of article 9 of this Regulation shall apply.

1)Ensure the application of policies on the matter.
2)Ensure the integration of community needs into the plans and activities of the Conservation Area.
3)Promote the participation of the different sectors of the Area in the analysis, discussion, and search for solutions to regional problems related to natural resources and the environment.
4)Present to the National Council the proposal for the appointment of the Director of the Area, by means of a slate of three (terna).
5)Approve the strategies, policies, guidelines, directives, plans, and specific budgets of the Conservation Area, upon the proposal of the Director of the Area and the Technical Scientific Committee.
6)Define specific matters for the management of its Protected Areas and present them to the National Council for approval.
7)Recommend to the National Council of Conservation Areas the creation, modification, or change of category of its Protected Areas.
8)Supervise the work of the Director and the established financial administration body.
9)Approve, in the first instance, matters concerning concessions and service contracts established in article 39 of the Biodiversity Law No. 7788.
10)Any other function assigned by national legislation or by the National Council.

The schedule and time of the sessions shall be defined in the first session; however, to hold an ordinary session, the Executive Secretary of the CORAC-AHN shall send a convocation via email, fax, or by any other means authorized by the CORAC-AHN, with at least fifteen calendar days' notice.

The meeting agenda shall be prepared by the President and the Executive Secretary of the CORAC-AHN and shall be delivered in advance to the board members.

The CORAC-AHN shall meet with one half plus one of its members, and agreements shall be approved by simple majority; in the event of a tie, the President shall exercise a double vote, and at each session, minutes (an acta) shall be recorded, which shall be approved at the following session.

Of the Oversight Office (Fiscalía) of the Council

CHAPTER IV

a)Monitor the proper functioning of the CORAC-AHN.
b)Monitor the proper use of the budget allocated to the CORAC-AHN.
c)Request such reports as it deems necessary for the normal functioning of the Council.
d)Monitor the implementation of the Annual Work Plan approved by the Council.
e)Present to the Regional Council of the ACAHN all matters that come to its knowledge which affect the administration of the ACAHN.
f)Investigate any irregularity in the exercise of the duties of the members of the CORAC-AHN and report so that the corresponding disciplinary measures may be taken.
g)Deliver an annual report on activities to the General Assembly on the functioning of the CORAC-AHN and on its actions.
h)The other functions assigned to it by the CORAC-AHN.

Of the Expenses of the Council and Financing

CHAPTER V

Of the Obligations and Disciplinary Sanctions of the members of the CORAC-AHN

CHAPTER VI

34433-MINAE, or for conduct contrary to the ends and principles established in the Biodiversity Law and other related norms; by means of a qualified majority agreement taken by the CORAC-AHN.

CHAPTER VII

I.-Que la Ley Orgánica del Ambiente N° 7554 del 4 de octubre de 1995, en sus artículos 6 y 7 incorpora a la legislación nacional el principio de participación ciudadana, que tiene su origen en la convención de Río de Janeiro Brasil de 1992. Principio desarrollado por la Ley de Biodiversidad N° 7788 del 30 de abril de 1998, al incorporar al Consejo Nacional de Áreas de Conservación y a los Consejos Regionales de las Áreas de Conservación dentro de la Organización Administrativa del Sistema Nacional de Áreas de Conservación.

II.-Que el artículo 27 inciso a) de Ley de Biodiversidad N° 7788 del 30 abril de 1998 establece que dentro de la estructura administrativa de las áreas de conservación debe existir como unidad administrativa, el Consejo Regional de Área de Conservación conocido como CORAC.

III.-Que de La Ley de Biodiversidad N° 7788 en su artículo 29, faculta a los Consejos Regionales de las Áreas de Conservación para establecer su propio reglamento, en el marco de la legislación vigente, el cual será sometido al Consejo Nacional de Áreas de Conservación para su aprobación final.

IV.-Que el Consejo Regional del Área de Conservación Arenal Huetar Norte legalmente constituido, el día 25 de setiembre del 2008, en la Sesión Ordinaria Nº 7, mediante el Acuerdo N° 5, aprobó el Reglamento Interno para su funcionamiento.

V.-Que de conformidad con el artículo 12 inciso d) del Reglamento a la Ley de Biodiversidad, Decreto Ejecutivo Nº 34433-MINAE del 11 de marzo del 2008, el Consejo Nacional de Áreas de Conservación (CONAC), en Sesión Ordinaria Nº 02-2010 celebrada el día 01 de marzo del 2010, mediante Acuerdo Nº 14 aprobó el Reglamento para el funcionamiento interno del Consejo Regional del Área de Conservación Arenal Huetar Norte (CORAC-AHN). Por tanto,

Considerando:

CAPÍTULO I

Disposiciones generales

ACAHN: Área de Conservación Arenal Huetar Norte.

CONAC: Consejo Nacional de Áreas de Conservación.

CORAC-AHN: Consejo Regional del Área de Conservación Arenal Huetar Norte COLAC-AHN: Consejos Locales del Área de Conservación Arenal Huetar Norte.

MINAET: Ministerio de Ambiente, Energía y Telecomunicaciones.

SINAC: Sistema Nacional de Áreas de Conservación.

Asamblea: Asamblea General del CORAC-AHN.

De la Asamblea General

CAPÍTULO II

a)Nombrar a los miembros del CORAC-AHN y a la Fiscalía.
b)Conocer y aprobar el informe anual del CORAC-AHN y el de la Fiscalía.

En la Asamblea General se dará a conocer un informe anual de labores de la Junta Directiva del CORAC-AHN y de la fiscalía y se elegirán, cuando corresponda, de entre los representantes de los distintos sectores acreditados ante la Asamblea General, los miembros del CORAC-AHN; debiendo elegir siempre, a un representante municipal.

La Asamblea se convocará ordinariamente cada vez que sea necesario elegir alguno de los miembros del CORAC y serán presididas por el Presidente(a) del CORAC-AHN, en su ausencia, enfermedad y en general, cuando ocurra una causa justa por su representante.

La Asamblea dará inicio con los representantes acreditados que se hallen presentes, los cuales deberán ser al menos cinco miembros de distintos sectores.

Cada representante titular debidamente acreditado tendrá derecho a voz y voto, así como a participar en los puestos de elección, los cuales serán elegidos por mayoría simple, nombrando siempre un representante titular de cada organización o sector y su respectivo suplente.

Cada entidad reportará en documento firmado y sellado, los nombres y calidades de sus representantes. Los integrantes del CORAC-AHN vigente serán miembros ex oficios de la Asamblea General.

a)Municipalidades: Las Municipalidades elegirán a un titular y a un suplente.
b)Instituciones Públicas estatales presentes el área de influencia del ACAHN: Elegirán una terna la cual será llevada a la plenaria donde se elegirá por votación un titular y un suplente.
c)Las Organizaciones no gubernamentales y comunales interesadas, presentes en el ACAHN, elegirán seis representantes a la plenaria, donde se elegirá por votación cinco titulares y un suplente.

1)Presidente 2) Vicepresidente 3) Tesorero 4) Secretario 5) Vocal 1 6) Vocal2 7) Fiscal En caso de ausencia por muerte, renuncia o alguna otra causa justa, que impida la continuidad de un miembro del CORAC-AHN, será sustituido por el suplente o en su defecto, se procederá al nombramiento de un suplente mediante convocatoria ordinaria de la Asamblea General, previo acuerdo del CORAC-AHN. El suplente nombrado durará en su cargo el tiempo que le faltaba al titular.

Del Consejo Regional

CAPÍTULO III

El Fiscal tendrá voz pero no voto.

Queda facultado el CORAC-AHN para acordar la creación de Consejos Locales y definir en el acuerdo de creación la constitución de dichos consejos, que una vez establecidos conforme a su acuerdo de creación, pasarán a formar parte de la estructura administrativa del CORAC-AHN.

Presidente(a):

a)Presidir las Asambleas Genérales y las sesiones del CORAC-AHN.
b)Declarar abiertas las sesiones del Consejo, una vez confirmado el quórum establecido en este Reglamento.
c)Ejercer la representación del CORAC-AHN ante los demás entes públicos y privados.
d)Resolver cualquier asunto en caso de empate, en cuyo caso tendrá doble voto.
e)Dirigir los debates controlando el uso de la palabra.
f)Velar porque el CORAC-AHN cumpla las políticas, Leyes y Reglamentos relativos a su función, según lo establece el ordenamiento jurídico y técnico vinculante al SINAC.
g)Dar por terminada la sesión.
h)Rendir informes al CORAC-AHN cuando sean necesarios.
i)Firmar las actas del Consejo.
j)Proponer la agenda de reunión del Consejo.
k)Fomentar y fortalecer las relaciones entre el Consejo y el ACAHN.
1)Firmar los documentos que el Consejo le indique.
m)Cualquier otra función asignada por la legislación nacional o por el CORAC-AHN.
n)En su ausencia será representado por el Vicepresidente.

Secretario(a) Ejecutivo:

a)Convocar las sesiones ordinarias y extraordinarias.
b)Confeccionar el orden del día, teniendo en cuenta en su caso, las peticiones de los demás miembros formuladas con al menos tres días de antelación.
c)Levantar las actas de las sesiones del CORAC-AHN y llevar actualizado el correspondiente Libro de Actas.
d)Firmar las actas del CORAC-AHN.
e)Llevar un archivo de toda la documentación que emita o se envíe al CORAC-AHN.
f)Convocar las Asambleas a las que se refiere el artículo 29 de la Ley de Biodiversidad y levantar las actas de estas Asambleas.
g)Mantener una permanente comunicación con los Consejos Locales y demás integrantes del CORAC-AHN.
h)Facilitar la transferencia de información entre toda la estructura de ACAHN.
i)Elaborar informes trimestrales del nivel de ejecución de los acuerdos para su presentación al CORAC-AHN.
j)Ejecutar los acuerdos y resoluciones del CORAC-AHN.
k)Cualquier otra función asignada por el CORAC-AHN.

Secretario (a):

a)Colaborar con el Secretario Ejecutivo en la ejecución de los acuerdos que tome el CORAC-AHN.
b)Mantener una permanente comunicación con los Consejos Locales y demás integrantes del CORAC-AHN.
c)Colaborar en el levantamiento de las actas de la sesiones.
d)Cualquier otra función que le asigne el CORAC-AHN.

De los demás miembros:

a)Serán las establecidas por la Ley General de la Administración Pública.
b)Cualquier otra función que le asigne el Consejo.

De los suplentes:

En caso de ausencia definitiva de alguno de los miembros CORAC-AHN, se regirá por lo establecido en el artículo 9 párrafo final de este Reglamento.

1)Velar por la aplicación de políticas en la materia.
2)Velar por la integración de las necesidades comunales en los planes y actividades del Área de Conservación.
3)Fomentar la participación de los diferentes sectores del Área en el análisis, la discusión y la búsqueda de soluciones para los problemas regionales relacionados con los recursos naturales y el ambiente.
4)Presentar al Consejo Nacional la propuesta para el nombramiento del Director del Área, mediante una terna.
5)Aprobar las estrategias, las políticas, los lineamientos, las directrices, los planes y los presupuestos específicos del Área de Conservación, a propuesta del Director del Área y del Comité Científico Técnico.
6)Definir asuntos específicos para el manejo de sus Áreas Protegidas y presentarlos al Consejo Nacional para su aprobación.
7)Recomendar al Consejo Nacional de Áreas de Conservación, la creación, modificación o el cambio de categoría de sus Áreas Protegidas.
8)Supervisar la labor del Director y del órgano de administración financiera establecidos.
9)Aprobar en primera instancia, lo referente a las concesiones y los contratos de servicios establecidos en el artículo 39 de la Ley de Biodiversidad N° 7788.
10)Cualquier otra función asignada por la legislación nacional o por el Consejo Nacional.

El calendario y hora de las sesiones se definirán en la primera sesión no obstante, para celebrar una sesión ordinaria el Secretario Ejecutivo del CORAC-AHN, enviará convocatoria vía correo electrónico, fax o por cualquier otro medio que autorice el CORAC-AHN, con al menos quince días de naturales de antelación.

La agenda de reunión la elaborará el Presidente y el Secretario Ejecutivo del CORAC-AHN y se entregará con anticipación a los directivos.

El CORAC-AHN sesionará con la mitad más uno de sus miembros y los acuerdos se aprobarán por mayoría simple, en caso de empate el Presidente ejercerá doble voto y en cada sesión se levantará un acta que se aprobará en la sesión siguiente.

De la Fiscalía del Consejo

CAPÍTULO IV

a)Vigilar el adecuado funcionamiento del CORAC-AHN.
b)Vigilar el uso adecuado del presupuesto asignado al CORAC-AHN.
c)Solicitar los informes que considere necesarios en aras del normal funcionamiento del Consejo.
d)Vigilar la implementación del Plan Anual de Trabajo aprobado por el Consejo.
e)Presentar al Consejo Regional del ACAHN todos los asuntos que sean de su conocimiento, que afecten la administración del ACAHN.
f)Investigar cualquier irregularidad en el ejercicio de cargo de los miembros del CORAC-AHN e informar para que se tomen las medidas disciplinarias correspondientes.
g)Entregar un informe anual de labores a la Asamblea General sobre el funcionamiento del CORAC-AHN y sobre sus actuaciones, h) Las demás funciones que el CORAC-AHN le asigne.

De los gastos del Consejo y del Financiamiento

CAPÍTULO V

De las obligaciones y sanciones disciplinarias de los miembros del CORAC-AHN

De los recursos legales

Las simples observaciones de forma se corregirán con solo señalarlas al conocer el acta.

Artículo 1 — This regulation aims to regulate the composition and functioning of the Regional Council of the Arenal Huetar Norte Conservation Area (CORAC-AHN) in accordance with articles 29 and 30 of the Biodiversity Law No.

Artículo 2 — In this regulation, the following abbreviations shall be used:

Artículo 4 — The functions of the Assembly are as follows:

Artículo 5 — The General Assembly shall be publicly convened by the Director of the ACAHN in their capacity as Executive Secretary of the CORAC-AHN one month in advance and shall be held in the month of August of each year.

Artículo 7 — The accreditation of the assembly members shall be managed by the Director of the ACAHN in their capacity as Executive Secretary of the CORAC-AHN, who shall issue the respective convocation in accordance with the provisions of article 5 of this regulation.

Artículo 8 — For the election of the CORAC-AHN, the Assembly is divided into three sectors, as follows:

Artículo 10 — The CORAC-AHN, elected in Assembly, shall be the body responsible for the administration of the Arenal Huetar Norte Conservation Area.

Artículo 11 — The functions of the members of the CORAC-AHN are:

Artículo 12 — The functions of the Regional Council of the Arenal Huetar Norte Conservation Area shall be as follows:

Artículo 14 — Attendance at the sessions by all members shall be mandatory, and unjustified absences shall be regulated by article 18 of this Regulation.

Artículo 15 — The Oversight Office (Fiscalía) of the CORAC-AHN shall be appointed for periods of two years and shall have the following functions:

Artículo 16 — The members of the CORAC-AHN shall not earn a salary or payment of per diems (dietas), but the expenses incurred for transportation, food, and other costs arising from their functions shall be recognized, subject to the economic capacity of the ACAHN.

Artículo 18 — The members of the CORAC-AHN may be removed at any moment, at the request of the organization or sector they represent, for non-compliance with the functions established in this Regulation, those indicated in article 36 of the Regulation to the Biodiversity Law, Executive Decree No.

Artículo 19 — In the event that any of the members of the CORAC-AHN files a motion for review (recurso de revisión) against an agreement, it shall be resolved upon the review of the minutes (acta) of that session.

Artículo 20 — Against the agreements of the CORAC-AHN, a motion for revocation (recurso de revocatoria) may be filed before the same Council, in accordance with the provisions of article 47 of the Regulation to the Biodiversity Law and article 58 of the General Public Administration Law.

Artículo 21 — It shall be effective upon its publication in the Official Gazette La Gaceta.

Artículo 1 — Este reglamento tiene como objetivo regular la conformación y funcionamiento del Consejo Regional del Área de Conservación Arenal Huetar Norte (CORAC-AHN) de acuerdo con los artículos 29 y 30 de la Ley de la Biodiversidad Nº 7788 del 30 de abril de 1998.

Artículo 2 — En el presente reglamento, se utilizarán las siguientes abreviaturas:

Artículo 4 — Las funciones de la Asamblea son las siguientes:

Artículo 5 — La Asamblea General, será convocada públicamente por el Director del ACAHN en su condición de Secretario Ejecutivo del CORAC-AHN con un mes de anterioridad y se celebrará en el mes de agosto de cada año.

Artículo 7 — La acreditación de los asambleístas será gestionada por el Director del ACAHN en su carácter de Secretario Ejecutivo del CORAC-AHN, el cual realizará la respectiva convocatoria de conformidad a lo dispuesto en el artículo 5 de este reglamento.

Artículo 8 — Para la elección del CORAC-AHN la Asamblea se divide en tres sectores a saber:

Artículo 12 — Serán funciones del Consejo Regional del Área de Conservación Arenal Huetar Norte las siguientes:

Artículo 14 — La asistencia a las sesiones por parte de todos los miembros será obligatoria y las faltas injustificadas serán reguladas por el artículo 18 de este Reglamento.

Artículo 15 — La Fiscalía del CORAC-AHN será nombrada por periodos de dos años y tendrá las siguientes funciones:

Artículo 16 — Los miembros del CORAC-AHN no devengarán salario o pago de dietas, pero se le reconocerán los gastos por concepto de transporte, alimentación y otros gastos que se incurran en razón de sus funciones, sujeto a contenido económico del ACAHN.

Artículo 19 — En caso de que alguno de los miembros del CORAC-AHN interponga recurso de revisión contra un acuerdo, el mismo será resuelto al conocerse el acta de esa sesión.

Artículo 20 — Contra los acuerdos del CORAC-AHN cabrá recurso de revocatoria ante el mismo Consejo de conformidad a lo dispuesto en el artículo 47 del Reglamento a la Ley de Biodiversidad y el artículo 58 de la Ley General de la Administración Pública.

Artículo 21 — Rige a partir de su publicación en el Diario Oficial La Gaceta.
