1That the Man and the Biosphere Programme (MAB), was created in 1970, as a long-term interdisciplinary programme of the United Nations Educational, Scientific and Cultural Organization (UNESCO).
2That the Man and the Biosphere Programme (MAB) focuses on research, training, monitoring, and education activities, aimed at seeking compensation and balance through human responsibility; that guarantees the conservation of biodiversity and the rational use of natural resources for the improvement of social and economic well-being of populations.
3That to this end, it has had, for several years, the World Network of Biosphere Reserves which it uses as a vehicle to share knowledge, promote research, education and training; and foster participatory decision-making, with the objective of guaranteeing all aspects of environmental, economic and social sustainability.
4That the Man and the Biosphere Programme (MAB) through this World Network of Biosphere Reserves, encompasses 531 sites in more than 105 countries, with diverse types of ecosystems ranging from mountainous to marine, as well as rural and urban landscapes.
5That the concept of Biosphere Reserves was first developed in 1974 and was revised in 1995 when the General Conference of UNESCO adopted the Statutory Framework and the Seville Strategy for Biosphere Reserves.
6That Biosphere Reserves provide opportunities adapted to the context of different countries, which allow combining scientific knowledge with modalities of governance, in order to reduce biodiversity loss, improve the quality of life of people, and enhance the social, economic and cultural conditions necessary for a sustainable environment.
7That Biosphere Reserves can also serve as demonstration and learning sites with respect to education for sustainable development, within the United Nations framework.
8That Biosphere Reserves must be given a protagonist role, by virtue of the aforementioned aspects and the intersectoral and inter-institutional/organizational role that they play. The foregoing in favor of the application of the principles established by UNESCO, related to development, conservation, and knowledge; all of them closely linked with climate change mitigation and adaptation actions.
9That the Agua y Paz Biosphere Reserve, designated by UNESCO at the end of 2007, (which fully comprises the cantons of Guatuso, Los Chiles, San Carlos, Alfaro Ruiz, parts of the cantons of Upala, Tilarán and Sarapiquí, as well as the entirety of the Monteverde District of the Canton of Puntarenas) has been declared a carbon neutral prototype, within the framework of the National Climate Change Strategy of Costa Rica.

10.—That the Agua y Paz Biosphere Reserve was selected through an Agreement between the UNESCO Chair on Natural and Mixed Heritage Sites and the Agua y Paz Biosphere Reserve, as the venue where this Chair will be taught; in the context of a pilot project in which will also participate, the UNESCO Chair on Sustainable Development and Environmental Education of the Basque Country and the Urdaibai Biosphere Reserve in Spain, as well as the UNESCO South/South Chair, Cooperation for Sustainable Development and the future Marajó Biosphere Reserve in Brazil.

11.—That within this context, it is necessary to coordinate and manage in the Agua y Paz Biosphere Reserve, the productive activities, conservation of natural resources, and knowledge, in a way that facilitates an articulation of the efforts carried out by public institutions, municipalities, private companies and population organizations; the foregoing with the fundamental objective of promoting sustainable development in accordance with the commitment assumed with UNESCO.

12.—That to implement and strengthen the model of the Agua y Paz Biosphere Reserve, it requires (according to guidelines established by UNESCO), an effective operational platform, which is participatory, functional and permanent, capable of bringing together all relevant sectors and actors present in the geographical area of the Reserve.

13That the bodies that are constituted for the management of the Agua y Paz Biosphere Reserve will consider for their actions, the recommendations and guidelines promulgated in the Seville Strategy and the Statutory Framework of the World Network of Biosphere Reserves adopted by the General Conference of UNESCO in 1995; as well as the objectives included in the Madrid Action Plan of 2008. Therefore,

CHAPTER I

Technical Commission: Technical Commission for the Management of the Agua y Paz Biosphere Reserve of Costa Rica.

Consultative Body: Consultative Body of the Agua y Paz Biosphere Reserve.

MAB Committee: National Committee on Man and the Biosphere.

MAB Programme: Programme on Man and the Biosphere.

Rector Minister: Rector Minister of the Environment, Energy and Telecommunications Sector.

MINAET: Ministry of Environment, Energy and Telecommunications.

SAET: Environment, Energy and Telecommunications Sector.

RMRB: World Network of Biosphere Reserves.

On the constitution and duties of the Technical Commission for the Management of the Agua y Paz Biosphere Reserve of Costa Rica

CHAPTER II

the Technical Commission, attached to the Environment, Energy and Telecommunications Sector, under the Rectorship of the Rector Minister; an entity that shall be responsible for promoting sustainable development by improving its management capacity, through the establishment and strengthening of communication and coordination channels between institutions (sectoral, regional, municipal and population organizations).

The Technical Commission shall have the function of promoting sustainable development, through the establishment and strengthening of communication, coordination, and articulation channels of the efforts carried out by public institutions, municipalities, private companies and population organizations. The foregoing with the purpose of improving the management of productive activities, conservation of natural resources, and knowledge development, in the geographical area of the Agua y Paz Biosphere Reserve.

The Technical Commission shall continue developing, in its geographical area, the "Carbon Neutral" actions, in accordance with the commitment agreement established for some cantons of the territory of the Agua y Paz Biosphere Reserve, based on what is proposed by the National Climate Change Strategy and the Government's proposal, to make Costa Rica a "Carbon Neutral" country by the year 2021.

On the organization and integration of the Technical Commission for the Management of the Agua y Paz Biosphere Reserve of Costa Rica

CHAPTER III

The Technical Commission shall be composed of an interdisciplinary group of persons, who shall be designated via agreement by one or several of the Institutions that make up the Environment, Energy and Telecommunications Sector, other public institutions, municipalities, private sector companies or population organizations.

He/she shall be designated by the Rector Minister of the Environment, Energy and Telecommunications Sector, for a term of four years and shall have, in general terms, the following functions:

a. Direct the staff of the Technical Commission.

b. Participate within the MAB Committee.

c. Coordinate the Consultative Body.

d. Represent the Technical Commission and the Agua y Paz Biosphere Reserve in official activities and before national authorities and international bodies, e. Manage logistical and human resources for the achievement of the objectives and goals of the Technical Commission and the Consultative Body.

f. Keep the hierarchical superior informed of the actions and progress of the Agua y Paz Biosphere Reserve, as well as their dissemination to the different actors that interact in its territory.

the Technical Commission shall report to the Rector Minister of the Sector, who may delegate that function to the Vice Minister of the Environment of MINAET.

On the functions of the Technical Commission for the Management of the Agua y Paz Biosphere Reserve of Costa Rica

CHAPTER IV

a. Promote policies for the implementation of strategies, plans, programs and projects in the Agua y Paz Biosphere Reserve, in correspondence with national policies and the guidelines issued by UNESCO in this area.

b. Coordinate with the MAB Committee of Costa Rica everything related to the actions and agreements that both bodies promote in favor of the development of the Agua y Paz Biosphere Reserve.

c. Formulate, through participatory planning processes, the Action Plan for the Sustainable Development of the Agua y Paz Biosphere Reserve, which shall be executed by the different public and private sectors involved.

d. Prepare the Work Plan and the Annual Budget of the Agua y Paz Biosphere Reserve, which must be approved by the Rector Minister or his/her representative.

e. Manage financial resources from public institutions, international cooperation agencies or private companies, as appropriate, for the implementation of the Action Plan for the Sustainable Development of the Agua y Paz Biosphere Reserve.

f. Coordinate and promote the formulation, negotiation and implementation of projects aimed at the development of knowledge, sustainable productivity and conservation of the Agua y Paz Biosphere Reserve.

g. Monitor and evaluate the execution of programs and projects that are promoted through the Action Plan for the Sustainable Development of the Agua y Paz Biosphere Reserve.

h. Ensure compliance with the Country's commitments in the area of biosphere reserves.

i. Participate in sustainable development initiatives requested by MINAET, within the framework of territorial management of the Agua y Paz Biosphere Reserve.

j. Support and facilitate, when deemed pertinent, entities that carry out sustainable development initiatives within the framework of territorial management of the Agua y Paz Biosphere Reserve.

k. Convene, coordinate and follow up on the Consultative Body and other bodies constituted by the Technical Commission.

1. Promote inter-institutional, municipal and organizational coordination, with the purpose of promoting the formulation and execution of projects that are contained in the Action Plan for the Sustainable Development of the Agua y Paz Biosphere Reserve.

m. Represent the Agua y Paz Biosphere Reserve in official activities of a national and international nature.

n. Implement a monitoring and evaluation system for the activities executed.

ñ. Submit annually to the Rector Minister of the Environment, Energy and Telecommunications Sector, a report on the activities executed.

On the integration and functions of the Consultative Body of the Agua y Paz Biosphere Reserve

CHAPTER V

a. The Consultative Body referred to in Article 8 shall be composed of one representative from each of the following sectors or subsectors, located within the territory of the Agua y Paz Biosphere Reserve, in the following manner:

- The Director of the Technical Commission, who shall coordinate it.

- A representative of the municipalities.

- A representative of organizations from the tourism sector.

- A representative of organizations from the communal sector.

- A representative of organizations from the conservationist subsector.

- A representative of organizations from the forestry subsector.

- A representative of organizations from the agricultural and livestock sector.

- A representative of organizations from the energy sector.

- A representative of organizations from the water subsector.

- A representative of organizations from the culture sector.

- A representative of entities from the academic or scientific sector.

b. According to specific needs, the Technical Commission, when it considers it relevant for the fulfillment of its objectives and goals, may incorporate into the Consultative Body the representative of some other sector or subsector.

c. In order to comply with the provisions of points a and b of this same article, the Technical Commission, through written invitation, shall convene the corresponding sectors and subsectors to a general meeting to elect each representative.

d. When required and in an advisory capacity, the Technical Commission shall invite representatives of public institutions to the sessions of the Consultative Body, as appropriate according to the three principles established by UNESCO for biosphere reserves, related to development, conservation and knowledge.

a. Contribute to the coordination mechanisms proposed by the Technical Commission, in a way that facilitates the appropriate use of its territory; in accordance with the criteria and principles established by UNESCO through the World Network of Biosphere Reserves.

b. Participate in the preparation of the Action Plan for the Sustainable Development of the Agua y Paz Biosphere Reserve.

c. Be informed of and support the implementation of the Annual Work Plan of the Agua y Paz Biosphere Reserve.

d. Promote and propose projects that enhance the capacities of organizations, local governments, and institutions and companies that carry out productive activities in harmony with nature.

e. Support and participate in initiatives promoted by other entities, within the management framework of the Agua y Paz Biosphere Reserve, as long as they are oriented towards environmental conservation and promote sustainable human development.

f. Undertake actions, in coordination with different actors, that allow for a better application of agro-conservationist techniques for the protection of water resources in the territory of the Agua y Paz Biosphere Reserve.

g. Promote and participate in training processes and activities related to the management of biosphere reserves.

h. Support the exchange of experiences and knowledge of sustainable production systems, carried out by different organizations present in the Agua y Paz Biosphere Reserve of Costa Rica.

On the budget

CHAPTER VI

the Technical Commission in the fulfillment of its purposes.

Given at the Presidency of the Republic.—San José, at nine o'clock on the twenty-sixth of February of the year two thousand ten.

Transitory Provision I.—Within a period of six months from the publication of this executive decree, the Rector Minister of SAET must prepare a Regulation that will govern everything related to the organization and functioning of the Agua y Paz Biosphere Reserve of Costa Rica.

Transitory Provision II.—The inter-institutional agreements and letters signed by the Rector Minister of SAET for the creation and support of the office of the Action Plan for the Sustainable Development of the Huetar Norte Region (PADES), shall remain in force for the purposes of this decree.

Transitory Provision III.—For the purposes of organizing and coordinating the functioning of the Biosphere Reserves in Costa Rica, within the scope of the provisions made by UNESCO, the Rector Minister of SAET shall regulate, through the Planning Directorate of MINAET within its sectoral competence, within a period of no more than 90 calendar days from the date of publication of this executive decree, matters related to the National Committee of the Man and the Biosphere Programme (MAB).

Transitory Provision IV.—While the provisions of Transitory Provision III are being regulated, the representatives of MINAET on the MAB Committee of Costa Rica shall be the Directors of the Biosphere Reserves: Agua y Paz, La Amistad and Cordillera Volcánica Central.

CHAPTER VII

Transitory Provisions

1Que el Programa sobre el Hombre y la Biosfera (MAB), fue creado en el año 1970, como un programa interdisciplinario a largo plazo de la Organización de las Naciones Unidas para la Educación, la Ciencia y la Cultura (UNESCO).
2Que el Programa sobre el Hombre y la Biosfera (MAB) se centra en actividades de investigación, formación, monitoreo y educación, tendientes a la búsqueda de la compensación y el equilibrio mediante la responsabilidad humana; que garantice la conservación de la biodiversidad y el uso racional de los recursos naturales para el mejoramiento del bienestar social y económico de las poblaciones.
3Que para tal efecto cuenta, desde hace varios años, con la Red Mundial de Reservas de Biosfera que utiliza como vehículo para compartir conocimientos, promover la investigación, educación y formación; y fomentar la toma de decisiones participativa, con el objetivo de garantizar todos los aspectos de la sostenibilidad medioambiental, económica y social.
4Que el Programa sobre el Hombre y la Biosfera (MAB) por intermedio de esta Red Mundial de Reservas de Biosfera, abarca 531 sitios en más de 105 países, con diversos tipos de ecosistemas que van desde montañosos a marinos, así como paisajes rurales y urbanos.
5Que el concepto de Reservas de Biosfera se desarrolló por primera vez en el año 1974 y fue revisado en 1995 cuando la Conferencia General de la UNESCO adoptó el Marco Estatutario y la Estrategia de Sevilla para Reservas de Biosfera.
6Que las Reservas de Biosfera proveen oportunidades adaptadas al contexto de los diferentes países, que permiten combinar el conocimiento científico con modalidades de gobernanza, a fin de reducir la pérdida de biodiversidad, mejorar la calidad de vida de las personas, elevar las condiciones sociales, económicas y culturales, necesarias para un medio ambiente sostenible.
7Que las Reservas de Biosfera también pueden servir como sitios de demostración y aprendizaje en cuanto a la educación para el desarrollo sostenible, en el marco de las Naciones Unidas.
8Que a las Reservas de Biosfera se les debe brindar un papel protagonice, en virtud de los aspectos apuntados y del rol intersectorial e interinstitucional/organizacional que éstas desempeñan. Lo anterior en pro de la aplicación de los principios establecidos por la UNESCO, relacionados con el desarrollo, la conservación y el conocimiento; todos ellos íntimamente ligados con las acciones de mitigación y adaptación al cambio climático.
9Que la Reserva de Biosfera Agua y Paz, designada por la UNESCO a finales del año 2007, (que comprende en su totalidad los cantones de Guatuso, Los Chiles, San Carlos, Alfaro Ruiz, parte de los cantones de Upala, Tilarán y Sarapiquí, así como la totalidad del Distrito de Monteverde del Cantón de Puntarenas) ha sido declarada prototipo carbono neutral, dentro del marco de la Estrategia Nacional de Cambio Climático de Costa Rica.

10.-Que la Reserva de Biosfera Agua y Paz fue seleccionada mediante Acuerdo entre la Cátedra UNESCO y Sitios de Patrimonio Natural y Mixtos y la Reserva de Biosfera Agua y Paz, como la sede en donde se impartirá esta Cátedra; en el contexto de un proyecto piloto en el que participarán además, la Cátedra UNESCO en Desarrollo Sostenible y Educación Ambiental del País Vasco y la Reserva de Biosfera de Urdaibai en España, así como la Cátedra UNESCO Sur/Sur, Cooperación al Desarrollo Sostenible y la futura Reserva de Biosfera Marajó en Brasil.

11.-Que dentro de este contexto, es necesario coordinar y gestionar en la Reserva de Biosfera Agua y Paz, las actividades productivas, de conservación de los recursos naturales y de conocimiento, de manera que faciliten una articulación de los esfuerzos que realizan las instituciones públicas, las municipalidades, las empresa privadas y las organizaciones de la población; lo anterior con el objeto fundamental de promover el desarrollo sostenible conforme el compromiso asumido con la UNESCO.

12.-Que para implementar y fortalecer el modelo de la Reserva de Biosfera Agua y Paz, ésta requiere (según lineamientos establecidos por la UNESCO), de una plataforma de funcionamiento efectiva, que sea participativa, funcional y permanente, capaz de aglutinar a todos los sectores y actores relevantes presentes en el área geográfica de la Reserva.

13Que los órganos que se constituyan para la gestión de la Reserva de Biosfera Agua y Paz considerarán para su accionar, las recomendaciones y lincamientos promulgados en la Estrategia de Sevilla y el Marco Estatutario de la Red Mundial de Reservas de Biosfera adoptados por la Conferencia General de la UNESCO en el año 1995; así como los objetivos incluidos en el Plan de Acción de Madrid del año 2008. Por tanto,

CAPÍTULO I

Comisión Técnica: Comisión Técnica para la Gestión de la Reserva de Biosfera Agua y Paz de Costa Rica.

Órgano Consultivo: Órgano Consultivo de la Reserva de Biosfera Agua y Paz.

Comité MAB: Comité Nacional sobre el Hombre y la Biosfera.

Programa MAB: Programa sobre el Hombre y la Biosfera.

Ministro Rector: Ministro Rector del Sector Ambiente, Energía y Telecomunicaciones.

MINAET: Ministerio de Ambiente, Energía y Telecomunicaciones.

SAET: Sector Ambiente, Energía y Telecomunicaciones.

RMRB: Red Mundial de Reservas de Biosfera.

CAPÍTULO II

la Comisión Técnica para la Gestión de la Reserva de Biosfera Agua y Paz de Costa Rica, que en adelante se denominará la Comisión Técnica, adscrita al Sector Ambiente, Energía y Telecomunicaciones, bajo la Rectoría del Ministro Rector; ente que será responsable de promover el desarrollo sostenible mejorando su capacidad de gestión, a través del establecimiento y fortalecimiento de canales de comunicación y coordinación entre instituciones (sectoriales, regionales, municipales y organizaciones de la población).

La Comisión Técnica tendrá como función la promoción del desarrollo sostenible, a través del establecimiento y fortalecimiento de canales de comunicación, coordinación y articulación de los esfuerzos que realizan las instituciones públicas, municipalidades, empresas privadas y las organizaciones de la población. Lo anterior con el propósito de mejorar la gestión de las actividades productivas, de conservación de los recursos naturales y de desarrollo del conocimiento, en el área geográfica de la Reserva de Biosfera Agua y Paz.

La Comisión Técnica continuará desarrollando, en su área geográfica, las acciones "Carbono Neutral", conforme al acuerdo de compromiso establecido para algunos cantones del territorio de la Reserva de Biosfera Agua y Paz, en función de lo que plantea la Estrategia Nacional de Cambio Climático y la propuesta del Gobierno, de convertir a Costa Rica en un país "Carbono Neutral" al año 2021.

De la organización e integración de la Comisión Técnica para la Gestión de la Reserva de Biosfera Agua y Paz de Costa Rica

CAPÍTULO III

La Comisión Técnica estará integrada por un grupo interdisciplinario de personas, las cuales serán designadas vía convenio por una o varias de las Instituciones que conforman el Sector Ambiente, Energía y Telecomunicaciones, otras instituciones públicas, municipalidades, empresas del sector privado u organizaciones de la población.

Será designado por el Ministro Rector del Sector Ambiente, Energía y Telecomunicaciones, por un plazo de cuatro años y tendrá en términos generales las siguientes funciones:

a. Dirigir al personal de la Comisión Técnica.

b. Participar en el seno del Comité MAB.

c. Coordinar al Órgano Consultivo.

d. Representar a la Comisión Técnica y a la Reserva de Biosfera Agua y Paz en actividades oficiales y ante autoridades nacionales y organismos internacionales, e. Gestionar recursos logísticos y humanos para el logro de los objetivos y metas de la Comisión Técnica y del Órgano Consultivo.

f. Mantener informado al superior jerárquico de las acciones y avances de la Reserva de Biosfera Agua y Paz, así como de su divulgación a los diferentes actores que interactúan en su territorio

la Comisión Técnica dependerá del Ministro Rector del Sector, quien podrá delegar esa función en el Viceministro de Ambiente del MINAET.

De las funciones de la Comisión Técnica para la Gestión de la Reserva de Biosfera Agua y Paz de Costa Rica

CAPÍTULO IV

a. Impulsar las políticas para la implementación de estrategias, planes, programas y proyectos en la Reserva de Biosfera Agua y Paz, en correspondencia con las políticas nacionales y los lincamientos emitidos por la UNESCO en esta materia.

b. Coordinar con el Comité MAB de Costa Rica todo lo referente a las acciones y acuerdos que ambas instancias impulsen en pro del desarrollo de la Reserva de Biosfera Agua y Paz.

c. Formular a través de procesos de planificación participativa, el Plan de Acción para el Desarrollo Sostenible de la Reserva de Biosfera Agua y Paz, el cual será ejecutado por los distintos sectores públicos y privados involucrados.

d. Elaborar el Plan de Trabajo y el Presupuesto Anual de la Reserva de Biosfera Agua y Paz, los cuales deberán ser aprobados por el Ministro Rector o su representante.

e. Gestionar recursos financieros ante instituciones públicas, organismos de cooperación internacional o empresas privadas, según corresponda para la puesta en marcha del Plan de Acción para el Desarrollo Sostenible de la Reserva de Biosfera Agua y Paz.

f. Coordinar y promover la formulación, negociación e implementación de proyectos orientados al desarrollo del conocimiento, la productividad sostenible y la conservación de la Reserva de Biosfera Agua y Paz.

g. Realizar el seguimiento y la evaluación de la ejecución de programas y proyectos que se impulsan a través del Plan de Acción para el Desarrollo Sostenible de la Reserva de Biosfera Agua y Paz.

h. Velar por el cumplimiento de los compromisos País en el tema de reserva de biosfera.

i. Participar en iniciativas de desarrollo sostenible que solicite el MINAET, en el marco de gestión del territorio de la Reserva de Biosfera Agua y Paz.

j. Apoyar y facilitar, cuando se considere pertinente, a entidades que realicen iniciativas de desarrollo sostenible en el marco de gestión del territorio de la Reserva de Biosfera Agua y Paz.

k. Convocar, coordinar y dar seguimiento al Órgano Consultivo y otros órganos constituidos por la Comisión Técnica.

1. Promover la coordinación Ínter - institucional, municipal y organizacional, con el propósito de impulsar la formulación y ejecución de proyectos que se encuentren en el Plan de Acción para el Desarrollo Sostenible de la Reserva de Biosfera Agua y Paz.

m.Representar a la Reserva de Biosfera Agua y Paz en actividades oficiales de carácter nacional e internacional.

n. Implementar un sistema de monitoreo y evaluación de las actividades ejecutadas.

ñ. Presentar anualmente al Ministro Rector del Sector Ambiente, Energía y Telecomunicaciones, un informe de actividades ejecutadas.

a. El Órgano Consultivo al que se refiere el artículo 8° estará conformado por un representante de cada una de los siguientes sectores o subsectores, localizados dentro del territorio de la Reserva de Biosfera Agua y Paz, de la siguiente manera:

- El Director de la Comisión Técnica, quien lo coordinará.

- Un representante de las municipalidades.

- Un representante de organizaciones del sector turismo.

- Un representante de organizaciones del sector comunal.

- Un representante de organizaciones del subsector conservacionista.

- Un representante de organizaciones del subsector forestal.

- Un representante de organizaciones del sector agropecuario.

- Un representante de organizaciones del sector energía.

- Un representante de organizaciones del subsector agua.

- Un representante de organizaciones del sector cultura.

- Un representante de entidades del sector académico o científico.

b. De acuerdo a necesidades específicas, la Comisión Técnica cuando lo considere relevante para el cumplimiento de sus objetivos y metas podrá incorporar en el Órgano Consultivo al representante de algún otro sector o subsector.

c. Con la finalidad de cumplir con lo señalado en los puntos a y b de este mismo artículo, la Comisión Técnica mediante invitación escrita convocará a los sectores y subsectores correspondientes a una reunión general para elegir a cada representante.

d. Cuando así se requiera y en calidad de asesoría, la Comisión Técnica invitará a los representantes de instituciones públicas a las sesiones del Órgano Consultivo, conforme corresponda según los tres principios establecidos por la UNESCO para reservas de biosfera, relacionados con desarrollo, conservación y conocimiento.

a. Coadyuvar con los mecanismos de coordinación propuestos por la Comisión Técnica, de manera que faciliten el uso adecuado del territorio de la misma; acorde con los criterios y principios establecidos por la UNESCO a través de la Red Mundial de Reservas de Biosfera.

b. Participar en la elaboración del Plan de Acción para el Desarrollo Sostenible de la Reserva de Biosfera Agua y Paz.

c. Conocer y apoyar la implementación del Plan de Trabajo Anual de la Reserva de Biosfera Agua y Paz.

d. Impulsar y proponer proyectos que potencien las capacidades de las organizaciones, gobiernos locales e instituciones y empresas que realizan actividades productivas en armonía con la naturaleza.

e. Apoyar y participar en iniciativas que promuevan otros entes, dentro del marco de gestión de la Reserva de Biosfera Agua y Paz siempre y cuando estén orientadas a la conservación del ambiente y promuevan el desarrollo humano sostenible.

f. Emprender acciones, en coordinación con diferentes actores, que permitan una mejor aplicación de las técnicas agro-conservacionistas para la protección del recurso hídrico en el territorio de la Reserva de Biosfera Agua y Paz.

g. Promover y participar en procesos de capacitación y actividades relacionadas con la gestión de reservas de biosfera.

h. Sustentar el intercambio de experiencias y conocimientos de sistemas de producción sostenible, que lleven a cabo diferentes organizaciones presentes en la Reserva de Biosfera Agua y Paz de Costa Rica.

Transitorio II — Los convenios interinstitucionales y cartas firmadas por el Ministro Rector del SAET para la creación y apoyo a la oficina del Plan de Acción para el Desarrollo Sostenible de la Región Huetar Norte (PADES), mantendrán su vigencia para los fines del presente decreto.

Transitorio IV — Mientras se reglamento lo señalado en el Transitorio III, los representantes del MINAET en el Comité MAB de Costa Rica, serán los Directores de las Reservas de Biosfera: Agua y Paz, La Amistad y Cordillera Volcánica Central.
