a. Life cycle analysis (Análisis del ciclo de vida): a tool to evaluate the environmental performance of a system or process and promote improvements for a product or service, and to make a decision focused on the different stages from resource extraction to the end of its useful life.
b. Characterization (Caracterización): quantitative and qualitative determination of the nature and potential impact of waste, to establish the most appropriate management pathways for its valorization (valorización) or treatment (tratamiento).
c. Marketer (Comercializador): Any natural or legal person who supplies under commercial conditions equipment listed in Anexo I of this regulation.
d. Final Consumer (Consumidor Final): Any natural or legal person, public or private, who generates electronic waste through its consumption, when it reaches the end of its useful life.
e. Electronic equipment (Equipo electrónico): Equipment that uses electricity and is listed in Anexo I of this Regulation.
f. Historical equipment (Equipos históricos): Electronic equipment, included in the annex of this regulation, that is on the market (in use), or discarded at the time of the entry into force of the same.
g. Orphan equipment (Equipos huérfanos): Those electronic equipment, included in the annex of this regulation, that are not covered by a commercial brand or whose producer no longer exists in the market.
h. Integrated Waste Management (Gestión Integral de Residuos): An articulated and interrelated set of regulatory, operational, financial, administrative, educational, planning, monitoring and evaluation actions for waste management, from its generation to final disposal.
i. Electronic waste manager (Gestor de residuos electrónicos): Natural or legal person, public or private, responsible for the total or partial management of electronic waste, authorized for that purpose, in accordance with the provisions of national legislation.
j. Compliance indicators (Indicadores de cumplimiento): These are criteria established to measure the fulfillment of the developed actions.
k. Integrated management (Manejo integral): Technical and administrative measures to comply with the mandates of this regulation.
l. Recovery target (Meta de recuperación): Refers to the operationalization of an electronic waste recovery function, which is expressed as a quantity recovered in a given period.
m. Compliance Plan (Plan de Cumplimiento): Document by which compliance units (unidades de cumplimiento) establish the set of programs and specific actions, through the different stages of production, marketing and treatment of the equipment that generates electronic waste, with which they intend to meet the compliance indicators (indicadores de cumplimiento), according to established targets.
n. Producer (Productor): Any natural or legal person who manufactures or imports or distributes for commercial purposes any of the equipment included in Anexo I of this regulation, including distance or electronic sale. In case of doubt, it shall be understood as the producer the one who first introduced an electronic equipment into the national market for commercial purposes or for own use.
o. Ordinary waste (Residuos ordinarios): Waste primarily of household origin or coming from any other commercial, service, road and public area cleaning activity, but having similar characteristics, provided they are not considered by the relevant legislation as special management waste.
p. Electronic waste (Residuos electrónicos): those wastes derived from electronic devices both for domestic and commercial use. The components, subassemblies and consumables that are part of the product are considered part of this waste.
q. National System for Electronic Waste Management (Sistema Nacional para la Gestión de Residuos Electrónicos, SINAGIRE): It is the mechanism by which integrated electronic waste management is promoted, through the interaction of the different public and private actors that intervene.
r. Treatment (Tratamiento): Any activity subsequent to the delivery of electronic waste to a waste processor for decontamination, disassembly, shredding, recovery, valorization (valorización) or preparation for its safe elimination.
s. Compliance Units (Unidades de Cumplimiento): It is a legal structure formed by one or more producers, it has the responsibility of establishing the mechanisms and actions that guarantee the integrated management of their respective waste and its sustainability. The Compliance Unit (Unidad de Cumplimiento) is an operational structure that allows compliance with the principle of extended producer responsibility, and with the national technical and environmental guidelines.
t. Valorization (Valorización): Set of associated actions whose objective is to recover the value of electronic waste for production processes, the protection of health and the environment. This is achieved through reutilization or reuse and industrialization processes.
