in the entirety of the text - Complete Text of Regulation 35871 Declaration of Public Interest of the IX Costa Rican Congress of Maintenance Engineering "Applied to Maintenance Engineering in Environmental Care" Complete Text record: CF1B0 No. 35871-MINAET THE PRESIDENT OF THE REPUBLIC AND THE MINISTER OF ENVIRONMENT, ENERGY AND TELECOMMUNICATIONS Exercising the powers conferred by articles 140, subsections 3) and 18), 146 of the Political Constitution of the Republic of Costa Rica, and article 25, subsection 1) and 28) of the General Law of Public Administration, No. 6227 of May 2, 1978.

1.—That the current era requires the productive engine to be driven by means of continuing education.

2.—That from the standpoint of engineering and development, environmental protection entails the design and manufacture of assets harmonious with the surroundings; production processes framed within a context where nature is not harmed; the disposal of waste compatible with our habitat, and finally and no less importantly, the research and development of new energy sources that effectively add value to the permanence of the human being on the face of the earth.

3.—That the Costa Rican Association of Maintenance Engineers (Asociación Costarricense de Ingenieros de Mantenimiento, ACIMA), is an entity attached to the Federated College of Engineers and Architects (Colegio Federado de Ingenieros y Arquitectos), and as such, is organizing this year, the IX Costa Rican Congress of Maintenance Engineering (IX Congreso Costarricense de Ingeniería de Mantenimiento), with venue in the city of San José, on June 3 and 4, 2010.

4.—That the holding of this event has the following objectives: A) To learn about engineering management in the areas of energy efficiency and utilization of clean technologies, in the search for the perfect formula for environmental conservation. B) To promote the exchange of knowledge and experiences in the discipline of maintenance engineering, aimed at demonstrating how asset management and maintenance, supported by technological tools, can improve productivity and guarantee greater safety for companies in various productive sectors.

5.—That the IX Costa Rican Congress of Maintenance Engineering (IX Congreso Costarricense de Ingeniería de Mantenimiento) is the only event at the Central American level in its field, which leads a forum aimed at promoting a culture of energy efficiency and utilization of clean energies.

6.—That commercial openness through Free Trade Agreements makes the holding of this IX Costa Rican Congress of Maintenance Engineering (IX Congreso Costarricense de Ingeniería de Mantenimiento) acquire great relevance, since companies in the region will gain access, in an intensive two-day program, to learn about the latest technological advances regarding industrial processes of greater efficiency. Therefore,

1. 1Que la época actual requiere que el motor productivo sea impulsado por medio de la educación continua.
2. 2Que desde el punto de vista de la ingeniería y el desarrollo, la protección del ambiente implica el diseño y la fabricación de activos armoniosos con el entorno; procesos productivos enmarcados en un contexto en donde la naturaleza no resulte agredida; la disposición de los desechos compatible con nuestro hábitat, y finalmente y no por ello menos importante, la investigación y el desarrollo de nuevas fuentes energéticas que efectivamente aporten valor a la permanencia del ser humano sobre la faz de la tierra.
3. 3Que la Asociación Costarricense de Ingenieros de Mantenimiento (ACIMA), es un ente adscrito al Colegio Federado de Ingenieros y Arquitectos, y como tal, está organizando este año, el IX Congreso Costarricense de Ingeniería de Mantenimiento, con sede en la ciudad de San José, los días 3 y 4 de junio de 2010.
4. 4Que la realización de este evento tiene como objetivos: A) Conocer la gestión de la ingeniería en los temas de la eficiencia energética y aprovechamiento de tecnologías limpias, en la búsqueda de la fórmula perfecta para la conservación del ambiente. B) Promover el intercambio de conocimientos y experiencias en la disciplina de la ingeniería de mantenimiento, dirigidas a demostrar cómo la gestión y el mantenimiento de activos, apoyado por herramientas tecnológicas pueden mejorar la productividad y garantizar mayor seguridad a las empresas de diversos sectores productivos
5. 5Que el IX Congreso Costarricense de Ingeniería de Mantenimiento, es el único evento a nivel centroamericano en su ramo, que lidera un escenario que pretende impulsar una cultura de eficiencia energética y aprovechamiento de energías limpias.
6. 6Que la apertura comercial por medio de los Tratados de Libre Comercio hacen que la realización de este IX Congreso Costarricense de Ingeniería de Mantenimiento, adquiera gran relevancia, pues las empresas de la región accederán en un programa intensivo de dos días, a conocer los últimos avances tecnológicos en lo que a procesos industriales de mayor eficiencia se refiere. Por tanto,
