1. That livestock activity is one of the historically most important economic activities, its impact on population nutrition, food security, job creation, and the inflow of foreign currency to the economy being undeniable, and therefore it is key for the State to promote and support it.
2. That based on the experience and studies of specialized technical bodies and on the predictions and announcements that have been made, it is possible to state that an extremely long and dry summer is approaching, which will extend until July 2010 and which will probably cause significant droughts in the Central Pacific and North Pacific sectors, resulting in a considerable reduction in pasture production and probably a lack of water in these areas, which will necessarily impact the Livestock Sector.
3. That based on the above information, any measure or action that tends to mitigate or minimize the effects of said drought is of paramount importance for the Livestock Sector.
4. That crop residues (rastrojos) from pineapple, malanga, or banana constitute, for the purpose of facing the announced drought, an excellent alternative for feeding livestock during that time, and therefore it is of high importance for the State to encourage such use and, to that end, to facilitate its production, transport, and distribution for the Private Sector, with a guarantee of respect for Public Health and the Environment. Therefore, THE GENERAL DIRECTOR OF THE NATIONAL ANIMAL HEALTH SERVICE (SENASA) Issues the following SANITARY DIRECTIVE:

The foregoing does not exempt the Sanitary Authorities from issuing recommendations, training, and supervising that these crop residues (rastrojos) are handled in the best manner from the production center, during their transport, and upon consumption at their final destination.
It shall likewise be published on the website of the National Animal Health Service.
