1That the General Animal Health Service Law, Law No. 8495 of May 16, 2006, establishes among the competencies of SENASA, to administer, plan, direct, and take pertinent measures throughout the country, to fulfill its services, programs, and campaigns, regarding prevention, control, and eradication of pests and diseases of animals.
2That it is the competence of SENASA to promulgate and ensure the execution of the sanitary norms that prevent the propagation and dissemination of animal diseases.
3That by means of Directive SENASA-D001-2009, the holding of events where equines are gathered is temporarily suspended throughout the entire national territory, as a sanitary measure to prevent the eventual spread of Equine Influenza.
4That according to analyses performed on reports received from equine owners, stable managers, and private and official veterinary doctors, the presence of symptomatology reported as respiratory disease in the equine population has substantially decreased in the equine population.
5That it is necessary to establish a series of control measures that guarantee that the outbreak does not recur and indiscriminately affect the equine population, given the large number of activities that concentrate animals of this type throughout the entire national territory.
6That by virtue of the foregoing, and based on the competencies granted by Law No. 8495 to the National Animal Health Service, the appropriate course of action is to modify the sanitary measure taken and permit the holding of equine events under veterinary control conditions. Therefore:

THE GENERAL DIRECTOR OF THE NATIONAL ANIMAL HEALTH SERVICE Issues the following Sanitary Directive:

Considering:

Those animals that, on the contrary, show symptoms or signs of disease, shall be immediately removed from the event. In cases of reluctance, the Veterinary Medical Advisor must request police assistance to carry out the removal and inform SENASA of these cases within a period no greater than 24 hours, for the purposes of providing the respective official follow-up and establishing the corresponding sanitary measures.

The Advisor indicated shall, within a period no greater than 72 hours, inform the corresponding office of SENASA of the general incidences of the referred activity.

A. Any animal that presents respiratory clinical symptoms must rest for 18 days and be isolated from the rest of the animals.

B. Improve the management conditions for the animals (ensure feeding, deworming, avoid excessive work, and do not leave them exposed to the elements).

C. Animals with respiratory disease must be administered antipyretic drugs, fluid therapy if necessary, and only if the cold is complicated by a bacterial infection, administer antibiotics to them.

D. As a preventive measure, equine owners may apply the vaccine to healthy animals.

E. Notify the regional and cantonal offices of SENASA of the suspicion of the presence of said disease.

Publish in the Official Gazette La Gaceta and on the website of the National Animal Health Service.

1Que la Ley General del Servicio de Salud Animal, Ley Nº 8495 del 16 de mayo del 2006, establece entre las competencias del SENASA, administrar, planificar, dirigir y tomar medidas pertinentes en todo el país, para cumplir con sus servicios, programas y campañas, en materia de prevención, control y erradicación de plagas y enfermedades de los animales.
2Que es competencia del SENASA promulgar y velar por la ejecución de las normas sanitarias que impiden la propagación y diseminación de las enfermedades de los animales.
3Que mediante Directriz SENASA-D001-2009, se suspende temporalmente en todo el territorio nacional, como medida sanitaria para evitar la dispersión eventual de la Influenza Equina, la realización de eventos donde se aglomeren equinos.
4Que según los análisis realizados a los reportes recibidos de los propietarios de equinos, administradores de caballerizas y médicos veterinarios particulares y oficiales ha disminuido sustancialmente en la población equina la presencia de la sintomatología reportada como enfermedad respiratoria en la población equina.
5Que es necesario establecer una serie de medidas de control que garanticen que el brote vuelva a repetirse y afecte indiscriminadamente la población equina en virtud de la gran cantidad de actividades que concentran animales de este tipo en todo el territorio nacional.
6Que en virtud de de lo anterior, y con base en las competencias dadas por la Ley Nº 8495 al Servicio Nacional de Salud Animal, lo procedente es modificar la medida sanitaria tomada y permitir la realización de eventos equinos bajo condiciones de control veterinario. Por tanto:

EL DIRECTOR GENERAL DEL SERVICIO NACIONAL DE SALUD ANIMAL Emite la siguiente Directriz Sanitaria:

Considerando:

Aquellos animales que por el contrario mostraren síntomas o signos de enfermedad, serán retirados de forma inmediata del evento. En casos de reticencia, el Asesor Médico Veterinario deberá solicitar ayuda policial para el cumplimiento del retiro e informar en un plazo no mayor a 24 horas de estos casos al SENASA, a efectos de darle el seguimiento oficial respectivo e instaurar las medidas sanitarias correspondientes.

El Asesor indicado en un término no mayor a 72 horas, deberá informar a la oficina correspondiente del SENASA, las incidencias generales de la referida actividad.

A. Cualquier animal que presente síntomas clínicos respiratorios deberá guardar reposo durante 18 días y ser aislado del resto de animales.

B. Mejorar las condiciones de manejo a los animales (asegurar la alimentación, desparasitación, evitar el trabajo excesivo y no dejarlos en la intemperie).

C. A los animales con enfermedad respiratoria se le deberá administrar fármacos antitérmicos, fluidoterapia en caso necesario y sólo si la gripe se complica con una infección bacteriana, administrarle antibióticos.

D. Como medida preventiva los dueños de equinos pueden aplicar vacuna a los animales sanos.

E. Notificar a las oficinas regionales y cantonales del SENASA la sospecha de la presencia de dicha enfermedad.

Publíquese en el Diario Oficial La Gaceta y en la página web del Servicio Nacional de Salud Animal.
