Whereas:
Among the final conclusions established in the Declaration of San José, the need for Latin American countries to implement the Incident Command System (SCI) to strengthen the capacities of the organizations responsible for forest fire response was stated.
10.-In March 2007, the Eighteenth Session of the Committee on Forestry (COFO) of the Food and Agriculture Organization of the United Nations (FAO) was held in Rome, Italy, where the final document "Voluntary Guidelines for Fire Management, Principles and Strategic Actions" was presented. This document was the product of work by specialists in fire management worldwide. At this meeting, the COFO requested its members to use these Guidelines and entrusted the FAO with facilitating their application. This Guideline mentions the adoption and implementation by countries of the Incident Command System (SCI).
11.-In May 2007, the IV International Wildland Fire Conference was held in Seville, Spain. In the Declaration of the Conference, prepared by the representatives of the Thirteen Regional Wildland Fire Networks and the participants in the Regional Sessions of the Conference, countries were recommended to adopt the Incident Command System (SCI), and the FAO was requested to annually publish the list of countries that have adopted it.
Considering:
Article 6, subsection k), of Forestry Law No. 7575, indicates that it is the responsibility of the State Forestry Administration to prevent and control forest fires on lands of the State Natural Heritage and to collaborate in the prevention of forest fires on plantations and private forests.
35 of Forestry Law No. 7575 declares the actions undertaken to prevent and extinguish forest fires to be of public interest, and the measures taken shall be binding for all authorities of the country.
33108-MINAE, the National Fire Management Strategy in Costa Rica 2006-2010 and the National Fire Management Action Plan 2006-2010 are formally adopted, as official instruments for planning, control, monitoring, and evaluation in this matter, in which the directives and guidelines to be developed by the country are established.

Resultando:
10.-En el mes de marzo del 2007, se realizó en Roma, Italia, el Decimoctavo Periodo de Reuniones del Comité Forestal (COFO) de la Organización de las Naciones Unidas para la Agricultura y la Alimentación (FAO), en la cual se presentó el documento final "Directrices de Carácter Voluntario para el Manejo del Fuego, Principios y Acciones Estratégicas" el cual fue producto del trabajo de especialitas del tema de manejo del fuego a nivel mundial; en esta reunión la COFO le solicitó a sus miembros la utilización de estas Directrices y encomendó a la FAO facilitar su aplicación; en esta Directriz se menciona sobre la adopción e implementación por parte de los países del Sistema de Comando de Incidentes (SCI).
11.-En el mes de mayo del 2007, se realizó en Sevilla, España, la IV Conferencia Internacional sobre Incendios Forestales, en la Declaración de la Conferencia elaborada por los representantes de las Trece Redes Regionales sobre Incendios Forestales y los participantes en las Sesiones Regionales de la Conferencia, se recomendó a los países la adopción del Sistema de Comando de Incidentes (SCI) y se solicitó a la FAO la publicación anual de los países que lo han adoptado.
