This executive decree amends the Internal Regulations of the National Codex Committee and National Subcommittees of the Codex Alimentarius in Costa Rica to provide that, when no technical representative is available for a Codex meeting, the Technical Secretariat shall contact the Embassy or Consulate of Costa Rica in the host country so that a diplomatic delegate may represent the country. The Secretariat must train and transmit all necessary information to the designated person. Additionally, an article is added allowing the Embassy or Consulate to designate a diplomatic delegate to accompany a technical representative if requested by the Secretariat. 1st-That it is a socioeconomic function of the State to protect the consumer regarding the health, safety and quality of the food they acquire and consume (or ingest), as well as to ensure fair practices in the trade of food products.
2nd-That the Codex Alimentarius Commission, an organ of the United Nations, is the main international forum in the area of standardization of food products.
3rd-That the Codex Alimentarius is the reference entity for the agreement on sanitary and phytosanitary measures and the main parameter used by the Agreement on Technical Barriers to Trade, which makes it of great relevance that the Codex guidelines are a reference in international trade.
4th-That Costa Rica has been a member of the Codex Alimentarius Commission since June 1971, following its incorporation at the 8th Session of the Codex Commission.
5th-That it is in the country's interest to follow up on Codex proposals and at the same time promote the development of standards that favor the trade of our products.
6th-That it is in the country's interest as a food producer and exporter to propose, analyze, harmonize and adapt Codex Alimentarius standardization studies and projects to the industrial development of the country.
7th-That due to budgetary limitations, the country requires the support of the Embassies or Consulates of Costa Rica in other nations to defend national interests and participate in international debates on food regulations. Therefore,

c)In the event that the participation of any member is not available, the Technical Secretariat must contact the Embassy or Consulate of Costa Rica in the country where the Codex meeting would take place, so that a member of the diplomatic delegation represents the country and presents the country's position during the forum. 1Que es función socioeconómica del Estado proteger al consumidor en cuanto a la salud, seguridad y calidad de los alimentos que adquiere y consume (o ingiere), así como asegurar prácticas equitativas en el comercio de productos alimenticios.
2Que la Comisión del Codex Alimentarius, órgano de las Naciones Unidas, es el principal foro internacional en el área de la normalización de productos alimenticios.
3Que el Codex Alimentarius es el ente de referencia del acuerdo de medidas sanitarias y fitosanitarias y el parámetro principal utilizado por el Acuerdo de Obstáculos Técnicos al Comercio, lo cual hace de gran relevancia que los lineamientos del Codex sean de referencia en el comercio internacional.
4Que Costa Rica es miembro de la Comisión del Codex Alimentarius desde junio de 1971, a partir de su incorporación en el 8º Período de Sesiones de la Comisión del Codex.
5Que es interés del país dar seguimiento a las propuestas del Codex y a la vez promover el desarrollo de normas que favorezcan el comercio de nuestros productos.
6Que es interés del país como productor y exportador de alimentos proponer, analizar, compatibilizar y adecuar estudios y proyectos de Normalización del Codex Alimentarius al desarrollo industrial de país.
