The functions and duties of the Technical Secretariat or secretary of the Commission are:
1. To issue invitations and convene ordinary sessions ex officio, and convene extraordinary ones at the request of the Chairperson, the interested parties, or three members of the Commission, with no less than forty-eight hours' notice.
2. To receive and submit for the Commission's consideration the correspondence, requests, and technical documents for analysis.
3. To maintain the Book of Minutes, which must be duly and consecutively foliated and sealed, in which the agreements adopted by the Commission shall be recorded.
4. To present, jointly with the Chairperson, the agenda of the matters to be addressed at each meeting.
5. To register, file, classify, and chronologically order the correspondence or documents received and issued by the Commission.
6. To execute and coordinate the studies requested by the Commission, for which it shall have the support of all the specialized bodies in the subject under study.
7. To keep an updated technical file.
8. To answer correspondence and maintain a file of it.
9. To communicate and notify interested parties of the agreements of the Commission.
10. To prepare and distribute in a timely manner the documentation relating to the illustrative and technical background of the matter to be addressed.
11. To coordinate the participation of specialists from both the Public Sector and the Private Sector, when the Chairperson of the Commission deems it necessary or convenient.
12. To coordinate the preparation of the conclusions and reports for the Chairperson of the Commission on the matters that emerge as a result of the sessions.
13. The other functions assigned to it by the Commission.
