That the National Forest Financing Fund, as the Body of the State Forest Administration responsible for regulating and determining the technical-administrative process of the Program for Payment of Environmental Services (Programa de Pago de Servicios Ambientales, PSA), by virtue of the experience gained, has deemed it opportune and necessary to modify some aspects of the current Procedures Manuals for the Payment of Environmental Services, which were published in La Gaceta 51 of March 13, 2007 and La Gaceta No. 48 of March 7, 2008. Therefore, The board of directors of the National Forest Financing Fund agrees to modify the procedures manual for the payment of environmental services in the following terms:
1. Modify point 2.2.2, the text of which shall read:
2.2.2. Protection projects on properties that comply with the provisions of the previous point, where payment of environmental services contracts have been signed in previous years, provided they meet the other requirements established in the manual and their validity period concludes in the same year the new pre-application is submitted. The validity of the new contracts shall begin the day after the expiration date of the previous contract.
2. Modify subsection 7.1.8 of point 7, the text of which shall read:
7.1.8 Once a pre-application is received, the respective Regional Office (Oficina Regional) shall proceed with the digitization and location of the map in its Information System. If it is determined that it overlaps with one or several farms from other pre-applications or on farms with current Payment of Environmental Services contracts, the person in charge of the Regional Office shall notify the interested parties so that they proceed to clarify and/or correct the inconsistencies within a period of no more than 15 business days. If the inconsistencies persist after the granted period expires, the pre-application shall be rejected and the file (expediente) shall be archived.
3. Modify annexes: 3 point 11, annex 5 point 7, and annex 7 point 8, to incorporate the following:
Likewise, each technical study must contain the sketch of the area to be submitted to PSA in relation to the total area of the property, indicating the traverse (derrotero) and the corresponding numbering of vertices; additionally, the starting point (point 1) of the area to be submitted must be tied to point 11 with known coordinates, the system used, and its accuracy. The sketch of the effective PSA area, as well as the sketch of the entire map sheet, must be delivered in print and in digital format.
The digital file must comply with:
The file must be in ArcView Shape files format, tipt (polygon); other formats will not be accepted.
The shape file must be named with the application number assigned by the regional office (example, SJOI000108).
A single shape file must be presented, which includes in the attributes table the quantification of the area, use (PSA area, rest of the farm), and the cadastral map number when applicable.
The file must be presented georeferenced in the coordinate system: CRTM05 (officialized through Decreto 33797 MJ-MOPT published in La Gaceta 108 of Wednesday, June 6, 2007) or in the WGS 84 geographic coordinate system and in decimal degrees format (GG. dddd).
It must be delivered on a compact disc (cd).
The scales to be used for areas smaller than thirty hectares must be 1:5,000 to 1:10,000. For larger areas, they may be used at professional convenience.
4. In all other respects, the current Procedures Manual for the Payment of Environmental Services remains unchanged.

Que el Fondo Nacional de Financiamiento Forestal, como Órgano de la Administración Forestal del Estado encargado de regular y determinar el proceso técnico-administrativo del Programa de Pago de Servicios Ambientales, (PSA) en virtud de la aspectos de los Manuales de Procedimientos para el Pago de Servicios Ambientales vigentes, mismos que fueran publicados en La Gaceta 51 del 13 de marzo del 2007 y La Gaceta N° 48 del 7 de marzo del 2008. Por tanto, La junta directiva del Fondo Nacional de Financiamiento Forestal acuerda modificar el manual de procedimientos para el pago de servicios ambientales en los siguientes términos:
1. Modificar el punto 2.2.2 cuyo texto dirá:

3. Modificar los anexos: 3 punto 11, anexo 5 punto 7 y del anexo 7 punto 8, para incorporar lo siguiente:
Asimismo, cada estudio técnico debe contener el croquis del área a someter a PSA con respecto al área total de la propiedad, indicando el derrotero y la numeración correspondiente de vértices, además debe amarrarse el punto de inicio (punto 1) del área a someter de 11 punto con coordenadas conocidas, sistema empleado y exactitud del mismo. El croquis del área efectiva PSA, así como el croquis de la totalidad del piano debe entregarse impreso y en digital.
El digital debe de cumplir con:
El archivo debe ser en formato Shape files de ArcView, tipt (polígono), no se admitirán otros formatos.
El archivo shape debe venir nombrado con el número de solici18 asignado por la oficina regional (ejemplo, SJOI000108).
Se debe presentar un solo shape, que incluya en la t.1bla. atributos la cuantificación del área, uso (área PSA, resto de la finca) y el número de plano catastrado cuando sea el caso.
El archivo debe presentarse georeferenciado en el sistema.: coordenadas CRTM05 (oficializado mediante el Decreto 33797 MJ-MOPT publicado en La Gaceta 108 del miércoles 6 de junio del 2007) o bien en sistema de coordenadas geográficas. WGS 84 y en formato grados decimales (GG. dddd).
Debe ser entregado en un disco compacto (cd).
Las escalas a utilizar para áreas menores a treinta hectáreas de ser 1:5.000 al: 10.000. Para el caso de áreas mayores pueden utilizarse a conveniencia profesional.
4. En todos los demás aspectos, se mantiene invariable el Manual Procedimientos para el Pago de Servicios Ambientales vigente.
