a. ACCVC: Área de Conservación de la Cordillera Volcánica Central b. Environment (Ambiente): System constituted by the different natural elements that comprise it and their interactions and interrelations with the human being.
c. Wastewater (Agua Residual): Water that has received a use and whose quality has been modified by the incorporation of contaminating agents; it can be classified as: black water, process water, soapy water, and greasy water.
d. Environmental Audit (Auditoria Ambiental): Verification of the efficiency of the environmental management system (including control, rehabilitation, measures of the environmental management plan, monitoring, etc.). It also serves as an instrument to qualify the performance of the consultants responsible for preparing and executing the project. This audit must be carried out by an entity external to the project and to the state entity that performs the environmental control of the project.
e. Biodiversity (Biodiversidad): Variability of living organisms from any source, whether found in terrestrial, aerial, marine, aquatic ecosystems or in other ecological complexes. It comprises the diversity within each species, as well as between species and the ecosystems of which they are a part.
f. Environmental Logbook (Bitácora Ambiental): Official notebook of environmental annotations for a project, certified by SETENA, where the environmental manager (responsable ambiental) of the project must note the details about the implementation of environmental procedures and instructions defined for the project in the environmental management plan.
g. CCA: Coordinadora Cantonal Ambiental h. Contaminant (Contaminante): any substance or material that modifies the physical and/or chemical characteristics of water, air, or soil.
i. Environmental Impact (Impacto Ambiental): Effects that an activity or project causes on the conditions of the natural, economic, and social environment.
j. Environmental Degradation (Degradación Ambiental): Gradual process of loss of the quality and richness of natural resources, the physical, biological, and social environment.
k. Waste (Desechos): Any substance or movable object, deficient, useless, unused, or without direct use (including the residues of pure substances), which its owner wants to dispose of or is obligated to according to national laws. Byproducts or remnants from treatments are included. This waste can be ordinary or special, also called hazardous, in any of the states of matter.
l. Special or Hazardous Waste (Desecho Especiales o Peligrosos): Includes solid, liquid, or gaseous, pathogenic, toxic, combustible, flammable, explosive, volatile, and radioactive waste. This definition includes objects or elements that, due to their size, volume, or weight, require special handling.
m. Ordinary Waste (Desecho Ordinario): Those solid, gas, fluid, and pasty liquid wastes that do not require special treatment before being disposed of.
n. Environmental Impact Study (Estudio de Impacto Ambiental): Technical study that allows identifying and predicting the effects on the environment that a specific activity, work, or project will exert, quantifying and weighing them to lead to a ruling that approves or rejects the project, as well as recommendations for correcting the faults that may have occurred. It will include the specific effects, the global evaluation of them, the alternatives of greatest environmental benefit, a program for control and mitigation of negative effects, and a monitoring program.
o. Environmental Impact Assessment (Evaluación de Impacto Ambiental): It is a process of comparative, scientific-technical, biotic and abiotic, social, legal, environmental cost, and interdisciplinary analysis of the effects that a development, infrastructure, commercial, or service project, work, or activity may produce in its interrelation with the environment, as well as the proposal of an environmental management program that includes the measures and actions to prevent, correct, or minimize and compensate such effects.
p. Environmental Management (Gestión Ambiental): Set of coordinated actions that seek to carry out productive and development activities, causing the least possible negative environmental impact.
q. Environmental Inspection (Inspección Ambiental): Visit of a periodic nature to determine the level of impact of a project or productive activity on the environment, as well as to determine the level of compliance with its environmental commitments and duties, executed by the competent authorities.
r. MINAE: Ministerio del Ambiente y Energía s. Environmental Monitoring (Monitoreo Ambiental): Consists of the supervision and surveillance of the quality of the elements of the environment, committed in the EIS (EsIA), during the installation, development, and closure of the project.
t. Civil Organization (Organización Civil): Any group without political-electoral or institutional aims, whose objective is to watch over the rights and duties of citizens and particularly of their community.
u. Environmental Management Plan (Plan de Gestión Ambiental): Set of technical operations and managerial activities that have the objective of ensuring that the project operates within the legal, technical, and environmental standards required, minimizes its environmental effects and impacts, and attends to other business objectives such as maintaining a good relationship with the community.
v. Regulatory Plan (Plan Regulador): Local planning instrument that defines in a set of plans, maps, regulations, and any other document, graph, or supplement, the development policy and the plans for population distribution, land uses, circulation routes, public services, community facilities, and construction, conservation, and rehabilitation of urban areas.
w. Treatment Plant (Planta de tratamiento): system of management of black water, soapy water, waste or any contaminating substance, in where oxygen is usually incorporated and dissolved solids are precipitated.
x. Environmental Project (Proyecto Ambiental): Activity or set of activities, directed at protection, recovery, control, environmental education, and dissemination.
y. Urban Project (Proyecto Urbano): Construction or operation of an activity or set of activities that involve the transformation of the landscape.
z. Environmental Recovery (Recuperación Ambiental): Process through which it is sought to improve the degraded environmental conditions of a determined area, through the implementation of measures for control and rehabilitation of the natural conditions existing prior to the environmental degradation suffered.
aa. Environmental Responsible for the Project (Responsable Ambiental del Proyecto): Individual or legal entity, national or foreign, responsible for ensuring compliance with the environmental commitments of the EIA (EIA) and the environmental management plan thereof.
bb. Environmental Services (Servicios ambientales): those provided by the forest and forest plantations and that directly affect the protection and improvement of the environment. They are the following: mitigation of greenhouse gas emissions (fixation, reduction, sequestration, storage, and absorption), protection of water for urban, rural, or hydroelectric use, protection of biodiversity to conserve it and for sustainable use, scientific and pharmaceutical use, research and genetic improvement, protection of ecosystems, life forms, and natural scenic beauty for tourism and scientific purposes.
