When a national vessel with a valid fishing license, prior to the expiration of the commercial fishing license, requires a period of inactivity greater than sixty working days, whether for reasons of repair, replacement, casualty, accidents, or low profitability in production, or from the Head of the Department of Protection and Registry, the Regional Directors, the Heads of Regional Offices, and Heads of Auxiliary Offices, may grant, after prior assessment of the respective application that the interested party must submit and in which they shall set forth the reasons for their application, the respective justification or proof, and a place for notifications or a fax to receive them, an initial inactivity permit for a maximum term of one calendar year counted from the date of issuance of the respective authorization by said department, directorate, or office, which shall be communicated immediately to the interested party; in any case, the authorization shall enter into force as of the moment it is duly notified to the applicant.
