across the entire text - Full Text of Norm 33857 Declares of national public interest the holding in Costa Rica of the IV World Fishermen's Forum Full Text acta: ADF36 Nº 33857-MAG-RE Nº 33857-MAG-RE THE PRESIDENT OF THE REPUBLIC THE MINISTER OF AGRICULTURE AND LIVESTOCK AND THE MINISTER OF FOREIGN RELATIONS AND WORSHIP In use of the powers conferred upon them by Article 140, subsections 3) and 12) and 146 of the Political Constitution, Articles 30, 35, 48, 50, 51 subsection a) of Law No. 7064 of April 29, 1987, Law for the Promotion of Agricultural and Organic Production of the Ministry of Agriculture and Livestock, Articles 5, 12 and 14 of Law No. 8436, which is the Law of Fisheries and Aquaculture, Law No. 7384, Law Creating the Costa Rican Institute of Fisheries and Aquaculture, and Article 27, subsection I) and 28 subsection 2.b of the General Law of Public Administration.
I.-That Costa Rica received an invitation from the Western Pacific Regional Fishery Management Council (WPRFMC), by its name in Spanish, to host the IV World Fishermen's Forum, which will be attended by International Companies, Fishermen's Organizations, representatives of Non-Governmental Organizations, International Organisms, high-level representatives of governments linked to the development of fisheries policies.
II.-That the Western Pacific Regional Fishery Management Council, which is its name in Spanish, offered the country technical and economic support for the organization of this important World Event, which will contribute to the efforts Costa Rica is making to position itself globally in aspects related to the development and sustainability of fishery resources.
III.-That this Event will allow our country to broaden and deepen its international fisheries relations and that it opens new opportunities to coordinate actions aimed at the development of responsible fishing at the national and international level.
IV.-That it is the responsibility of the Costa Rican Institute of Fisheries and Aquaculture, pursuant to the provisions of Law No. 8436, to guide, direct, coordinate, and execute the fisheries policy of the Costa Rican State, and that among its primary functions it must promote exchange and knowledge activities between the national and international fishing sector.
V.-That by virtue of Executive Decree No. 33151-MP, sectors of the Executive Branch are created, and their respective governing authorities, with the Minister of Agriculture and Livestock being responsible for the governing authority of the Productive Sector, of which the Costa Rican Institute of Fisheries and Aquaculture forms an integral part. Therefore,

I.-Que Costa Rica recibió una invitación del Western Pacific Regional Fishery Management Council (WPRFMC), Consejo Administrativo Regional de Pesca del Pacífico Occidental, por su nombre en español, para que sea la sede del IV Foro Mundial de Pescadores, al que asistirán Empresas Internacionales, Organizaciones de Pescadores, representantes de las Organizaciones No Gubernamentales, Organismos Internacionales, representantes de alto nivel de los gobiernos vinculados al desarrollo de las políticas pesqueras.
II.-Que el Western Pacific Regional Fishery Management Council, Consejo Administrativo Regional de Pesca del Pacífico Occidental, que es su nombre en español, ofreció al país apoyar técnica y económicamente la organización de este importante Evento Mundial, que contribuirá con los esfuerzos que realiza Costa Rica por posicionarse mundialmente en aspectos relativos al desarrollo y sostenibilidad de los recursos pesqueros.
III.-Que este Evento le permitirá a nuestro país ampliar y profundizar sus relaciones pesqueras internacionales y que abre nuevas oportunidades para articular acciones orientadas al desarrollo de la pesca responsable a nivel nacional e internacional.
IV.-Que le corresponde al Instituto Costarricense de Pesca y Acuicultura, conforme a lo que establece la Ley Nº 8436, orientar, dirigir, coordinar y ejecutar la política pesquera del Estado costarricense, y que entre sus funciones primordiales debe promover las actividades de intercambio y conocimiento entre el sector pesquero nacional e internacional.
V.-Que mediante el Decreto Ejecutivo Nº 33151-MP, se crean sectores del Poder Ejecutivo, y sus respectivas rectorías, correspondiéndole al Ministro de Agricultura y Ganadería la rectoría del Sector Productivo, del cual el Instituto Costarricense de Pesca y Acuicultura forma parte integrante.
