I.-That article 32 of the Law of Associations number 218 of August eighth, nineteen thirty-nine and its amendments, grants the Executive Branch the power to declare of Public Utility simple, federated, or confederated Associations, whose development and activities are particularly useful for the interests of the State, and which thereby contribute to addressing a social need.

II.-That the Administrative Association of the Santa Teresa Cajón de Pérez Zeledón Aqueduct, legal entity identification number 3-002-238594, was registered in the Registry of Associations of the Public Registry as of August nineteenth, nineteen ninety-eight, under File No. 10873.

III.-That the purposes pursued by the Association, according to article three of its Bylaws, are: A) To improve and expand the existing aqueduct in Santa Teresa, El Carmen and Las Mercedes, all in the district of Cajón. B) To administer, operate, and maintain the aqueduct in good condition, in accordance with the provisions and Regulations issued for this purpose by the Rural Aqueducts department of the National Institute of Aqueducts and Sewers. C) To obtain the effective participation of the community in the expansion and maintenance of the aqueduct. D) To collaborate in the educational programs and campaigns that are undertaken. E) To help explain and disseminate within the community the provisions and Regulations of the Rural Aqueducts department of the National Institute of Aqueducts and Sewers. F) To cooperate with the plans, projects, and works undertaken by the Rural Aqueducts department of the National Institute of Aqueducts and Sewers in the community. G) To participate in the surveillance and protection of the aqueduct's supply sources, to prevent their contamination, and to assist in the protection of the Region's watersheds.

IV.-That such purposes address a social need of the highest order, for which they deserve the support of the Costa Rican State. Therefore,

I.-Que el artículo 32 de la Ley de Asociaciones número 218 del ocho de agosto de mil novecientos treinta y nueve y sus reformas, confiere al Poder Ejecutivo la potestad de declarar de Utilidad Pública a las Asociaciones simples, federadas o confederadas, cuyo desarrollo y actividades sean particularmente útiles para los intereses del Estado, y que por ello contribuyan a solventar una necesidad social.

II.-Que la Asociación Administrativa del Acueducto Santa Teresa Cajón de Pérez Zeledón, cédula de persona jurídica número 3-002-238594, se inscribió en el Registro de Asociaciones del Registro Público desde el día diecinueve de agosto de mil novecientos noventa y ocho, bajo el Expediente Nº 10873.

III.-Que los fines que persigue la Asociación, según el artículo tercero de sus Estatutos, son: A) Mejorar y ampliar el acueducto existente en Santa Teresa, El Carmen y Las Mercedes, todos del distrito de Cajón. B) Administrar, operar y conservar en buenas condiciones el acueducto, de acuerdo con las disposiciones y Reglamentos que al respecto emita el departamento de Acueductos Rurales del Instituto Nacional de Acueductos y Alcantarillados. C) Obtener la participación efectiva de la comunidad, en la ampliación y el mantenimiento del acueducto. D) Colaborar en los programas y campañas de índole educativa que se emprendan. E) Ayudar a explicar y divulgar en la comunidad las disposiciones y Reglamentos del departamento de Acueductos Rurales del Instituto Nacional de Acueductos y Alcantarillados. F) Cooperar con los planes, proyectos y obras que emprenda el departamento de Acueductos Rurales del Instituto Nacional de Acueductos y Alcantarillados en la comunidad. G) Participar en la vigilancia y protección de las fuentes de abastecimiento del acueducto, evitar las contaminaciones de las mismas y ayudar a la protección de las cuencas hidrográficas de la Región.

IV.-Que tales fines solventan una necesidad social de primer orden, por lo cual merecen el apoyo del Estado Costarricense. Por tanto,
