El decreto se fundamenta en la rectoría del Ministro de Agricultura y Ganadería sobre el sector pesquero y la pertenencia de Costa Rica a la CIAT, buscando garantizar una óptima representación nacional en defensa de los intereses del país. La norma fue derogada en 2009 por el Decreto Ejecutivo N° 35010.

8436, of March 1, 2005, may designate any technical official of the Institution, deemed pertinent, to attend the meetings of the CIAT Technical Working Groups.

DECRETAN:
Junta Directiva de INCOPESCA, por recomendación de la Cámara Costarricense de la Industria Atunera, para que ambos en representación de Costa Rica, asistan a las reuniones de los Grupos de Trabajo, así como a la Reunión Anual de la CIAT, que celebran las Partes Contratantes del supracitado Organismo.
