For the purposes of interpretation and application of this Regulatory Plan, the following terms have the meaning indicated:
- Sidewalk (Acera): Part of the public road, normally located at its edges, which is reserved for pedestrian traffic.
- Masonry (Albañilería): The art of building with stones, bricks, blocks, or similar materials.
- Alignment (Alineamiento): Line fixed by the Municipality or by the Ministry of Public Works and Transport, as the limit or maximum proximity for the placement of the construction with respect to the public road.
- Alteration (Alteración): Any suppression, addition, or modification that affects a building or work.
- Building Height (Altura de la edificación). Vertical distance above the building line, between the official floor level and the average level of the roof of the last floor.
- Front Garden (Antejardín): Distance between the property lines and the construction lines, the former of cadastral origin and the latter of official definition, whether set by the MOPT or the Municipality; it implies a restriction for building, without the portion of land thereby losing its private property status.
- Bond (Aparejo): Arrangement of joints in stone, bricks, blocks, or similar materials.
- Apartment (Apartamento): Set of several rooms that, for a specific purpose, occupy all or part of a floor or building, or part of several floors, as well as duplex or triplex solutions.
- Reinforcement (Armadura): In reinforced concrete, the set of steel rods and rings tied with wire or welded, which form the concrete reinforcement. In metal or wood constructions, any reticulated element that forms part of the structure.
- Reviewing Authority (Autoridad Revisora): Any governmental or municipal entity that intervenes in the review and approval of the design, or in the inspection during the construction of the works. The authority designated by the Federated College of Engineers and Architects of Costa Rica shall also be understood as a reviewing authority.
- ICAA: Costa Rican Institute of Aqueducts and Sewers (Instituto Costarricense de Acueductos y Alcantarillados).
- Base (Base): Layer of duly stabilized material, which forms part of the resistant structure of a roadbed, path, highway, or floor.
- Roadbed (Calzada): Part of the street intended for vehicular traffic, comprised between curbs, ditches, or drainage trenches.
- Median (Camellón): Central zone, in avenues with multiple lanes, that divides vehicular traffic. It is generally with a curb, like a sidewalk. It can be pedestrian with a hard floor, or with vegetation.
- Enclosure (Cerramiento): Synonym for wall, element whose function is to enclose a space or part of it.
- Coverage (Cobertura): Coverage or coverage area shall be understood as any ground surface that is waterproofed, this includes both buildings, streets, sidewalks, slabs, paving stones, eaves, as well as any other element that does not allow the free filtration of water into the ground.
- Federated College (Colegio Federado): Federated College of Engineers and Architects of Costa Rica.
- Condominium (Condominio): Property built horizontally, vertically, or mixed, susceptible to independent use by different owners, with common elements of an indivisible nature.
- Construction (Construcción): Art of building any structure that is fixed or incorporated into a piece of land; it includes building, reconstruction, alteration, or - Co-ownership (Copropiedad): Regime existing in those cases where 2 or more persons acquire ownership of the same thing, or a right over the entirety of a property and not over a part of it.
- Private-use Buildings (Edificaciones de uso privado): Those that do not permanently house, nor regularly serve as a meeting place for, a considerable number of people.
- Public-use Buildings (Edificaciones de uso público): Those private or State buildings that permanently house, or regularly serve as a meeting place, a considerable number of people.
- Executor (Ejecutor): For the purposes of these Regulations, the engineer, architect, technician, or master builder authorized by the Municipality, who is in charge of the execution, and not the planning, of a work.
- Scale (Escala): The scale of a plan or map expresses the relationship of length between the drawn characteristics and the real ones on the earth's surface. That is, it is the relationship between graphic dimensions and real dimensions. It is generally expressed as a ratio or fraction: 1:50000 or 1/50000. The numerator is unity and represents the distance on the drawing; the denominator, a larger number, represents the distance on the ground. Thus, the scale 1:50000 establishes that any unit such as one (1) centimeter or one (1) millimeter on the map represents 50000 equal units on the ground. The smaller the denominator, the larger the scale because it is closer to unity; on a 1:1 scale, the representation and the represented Method are equal. One (1) centimeter in 1:10000 represents one hundred (100) meters, and in 1:50000 it corresponds to five hundred meters of ground.
In this way, the scale constitutes an essential element in cartographic, urban planning, and construction work as it facilitates the measurement of real distances.
In urban planning, the term SCALE is also used as a spatial appreciation of the scope of action of certain facts (for example, regional scale or urban scale) and as a relationship of the human being with the elements of space: human scale.
- Stadium (Estadio): Enclosure or set of facilities with stands for spectators, intended for sports competitions and whose enclosures do not allow visibility from the public road to the place where the sports activity takes place.
- Parking Lots (Estacionamientos): Those places, whether in buildings or on lots, of a public or private nature, intended for storing vehicles, including bus terminals and taxi garages.
- Structure (Estructura): System of elements resistant to the effects of external forces of all types, which forms the skeleton of a building or civil work, receives and transmits loads and stresses to firm ground.
- Building (Edificación): Construction intended for any activity, whether housing, work, storage, or protection of belongings, among others.
- Facade (Fachada): It is the elevation or orthographic projection of a building. It can be front, side, rear; or interior when it corresponds to internal courtyards.
- Lot Frontage (Frente de lote): It is the length on its front demarcation line.
- Gravel (Grava): Natural stone or stone broken artificially by mechanical processes.
- Habitable (Habitable): Room that meets the minimum requirements of safety, hygiene, and comfort.
- Habitat (Hábitat): Organization of space for human activities.
- Room (Habitación): Space constituted by a single chamber.
- ICE: Costa Rican Institute of Electricity (Instituto Costarricense de Electricidad) - Installation (Instalación): In a building, any system intended for services such as drinking water, wastewater, electrical energy, vertical transport, air conditioning, or similar.
- Electrical Installation (Instalación eléctrica): Set of electrical equipment and materials used to produce, convert, transform, transmit, distribute, or utilize electrical energy.
- External Sanitary Installation (Instalación sanitaria exterior): The system of pipes and accessories, external to the buildings, that interconnect to the drinking water supply and sewage evacuation networks of a city.
- Internal Sanitary Installation (Instalación sanitaria interior): The system of pipes and accessories that make up the internal and private networks for drinking water supply and sewage evacuation of a building.
- INVU: National Institute of Housing and Urbanism.
- Building Line (Línea de construcción): A line, generally parallel to the property front, which indicates a distance from it equal to the required front setback or front garden.
- Property Line (Línea de propiedad): That which demarcates the limits of a specific property.
- Lot (Lote): It is the land demarcated from neighboring properties with access to one or more paths or roads. It can be for private, public, or communal use.
- MEIC: Ministry of Economy and Commerce - MINAE: Ministry of Environment and Energy - MOPT: Ministry of Public Works and Transport.
- Municipality (Municipalidad): State legal entity with territorial jurisdiction over a canton. The head town of the canton is the seat of the Municipal Government. It is responsible for the administration of local services and interests, with the purpose of promoting the integral development of the cantons in harmony with national development.
- Load-bearing Wall (Muro de carga): Wall designed and built to mainly resist vertical loads.
- Retaining Wall (Muro de contención): Wall designed and built to resist perpendicular soil loads.
- Structural Wall (Muro estructural): Wall designed and built to mainly resist horizontal loads, parallel to its plane.
- Non-structural Wall (Muro no estructural): Wall considered as non-resistant and intended only to serve as an enclosure or division of spaces. Synonym for wall.
- Civil Work (Obra civil): Work designed and built using the applied sciences and technology belonging to civil engineering.
- Provisional Work (Obra provisional): Work of a temporary nature that must be built or installed as a temporary service means, to aid in the construction of a permanent work.
- Wall (Pared): Synonym for a non-structural wall and enclosure, constructive element for closing spaces.
- Party Wall (Pared medianera): That which serves as separation between buildings, courtyards, or gardens, but which belongs to both adjoining owners.
- Building Permit (Permiso de construcción): That granted by municipalities and other competent bodies such as the Ministry of Health or the INVU, for the execution of works, whether of a permanent or provisional nature. Generally, the permit is recorded on a plan, which is called an "approved permit".
- Rough Stone (Piedra Bruta): Gravel, generally of large size compared to concrete aggregates.
- Habitable Rooms (Piezas habitables): Those rooms intended for living rooms, offices, studies, dining rooms, bedrooms, kitchens, bathrooms, and laundry rooms.
- Non-habitable Rooms (Piezas no habitables): Those intended for storage rooms, garages, and hallways.
- Floor (Piso): In a building, it is the level platform that serves as the ground surface. The first floor is generally the one at ground level. A single-story building is one with only one floor. A floor is known as the set of rooms bounded by determined horizontal planes in a multi-story building.
- Planner (Planificador): The engineer, architect, or technician who is in charge of the planning, and not the execution, of a work. Planning is considered the design, calculation, and preparation of the respective project plans.
- Cadastral Plan (Plano catastrado): Official plan of a piece of land, duly registered in the National Cadastre Directorate, which establishes the shape, area, boundaries, and orientation.
- Plaza (Plaza): Space intended for sports activities or competitions of this nature, it may or may not have stands or other infrastructure; however, it does not have enclosures, or if it has them, they guarantee transparency from the public road to the place where activities are carried out.
- Horizontal Property (Propiedad horizontal): That type of building where a person is the exclusive owner of a floor, apartment, dwelling, or premises (private area) and co-owner of the assets assigned to common use.
- Owner (Propietario): For the purposes of the Regulations, the natural or legal person who exercises dominion over real estate through public deed.
- Construction Regulations (Reglamento de construcciones): It is that which specifies the local rules concerning the safety, healthiness, and ornamentation of structures or buildings, without detriment to those belonging to the Urban Planning Law and other current or applicable building standards.
- Repair (Reparación): Renewal of any part of a work, to leave it in conditions equal to or better than the original ones.
- Plastering (Repello): Coating of a wall with mortar of cement, lime, or similar materials, to improve its surface for aesthetic or protective purposes.
- Setbacks (Retiros): They are the open, unbuilt spaces located between a structure and the boundaries of the respective plot.
- Front Setback (Retiro frontal): Term equivalent to front garden.
- Side Setback (Retiro lateral): Open unbuildable space, comprised between the side boundary of the lot and the nearest part of the physical structure.
- Rear Setback (Retiro posterior): Open unbuildable space comprised between the rear boundary of the lot and the nearest part of the physical structure.
- Risk (Riesgo): Contingency or probability of an accident, damage, or harm.
- Projection (Saledizo). Part that protrudes from a wall. Overhang.
- Semi-basement (Semisótano): Space in a building that is located 1.5 meters below the official floor level and is ventilated and illuminated directly and naturally.
- Easement (Servidumbre): Restriction on the dominion of a property, established for public benefit or for the benefit of another property.
- Public Meeting Place (Sitio de reunión pública): Under this heading are included: 1) Performance halls, such as: movie theaters, concert or conference halls, and similar; 2) Social centers: casinos, cabarets, bars, restaurants, dance halls, and similar; 3) Sports buildings: stadiums, gyms, bullrings, and similar; 4) Temples or places of worship.
- Overload (Sobrecarga): Load above that assumed for design purposes.
- Basement (Sótano): Space in a building that is below ground level. For its lighting and ventilation, natural means, such as wells, or artificial means can be used.
- Soil (Suelo): Any unconsolidated material composed of different solid particles, with included gases or liquids. In construction, the word is normally applied to the supporting ground for works. In architecture, it is also used as a synonym for floor.
- Partition (Tabique): Vertical, thin, non-resistant element that serves as an interior division or exterior enclosure of the rooms of a building.
- Slum Dwelling (Tugurio): Premises intended for housing, in a property subject to an official declaration of uninhabitability due to its unhealthy or unsafe conditions. Included in this concept are houses, apartments, rooms, dwellings, and in general, constructions or structures intended totally or partially for the expressed purpose, even if they are only shelters in a non-urban site, of an improvised nature.
- Urbanization (Urbanización): Subdivision (Fraccionamiento) or development of land for urban purposes, through the construction of streets and provision of services.
- Pedestrian Path (Vía peatonal): That which is mainly used for pedestrians, excluding vehicular use.
- Public Road (Vía pública): See Roads Regulation.
- Dwelling (Vivienda): It is any premises or enclosure, fixed or mobile, built, converted, or arranged, that is used for the purpose of accommodating people, permanently or temporarily.
- Multi-family Housing (Vivienda multifamiliar): It is the building conceived as an architectural unit with independent living areas, suitable for sheltering 3 or more families.
- Single-family Housing (Vivienda unifamiliar): It is the building provided with living areas intended to shelter a single family.
- Green Zones (Zonas verdes): Open areas covered with grass or trees, for communal public use, intended for recreation.
