Considering:
7575 prohibit land-use change (cambio de uso del suelo) and tree felling on lands covered by forest and in protection areas, excepting those state or private projects that the Executive Branch declares of National Convenience.
7575 declares as activities of national convenience those carried out by centralized State agencies, autonomous institutions, or private companies, whose social benefits exceed the socio-environmental costs.

10.-Que en los inmuebles en que se desarrollarán estas obras de generación se hace necesario eximir al Instituto Costarricense de Electricidad y a la Junta Administrativa del Servicio Eléctrico de Cartago de los requisitos establecidos en el artículo 89 del reglamento a la Ley Forestal, para cortar y aprovechar el recurso forestal existente en ellos.
11.-Que tanto el Instituto Costarricense de Electricidad como la Junta Administrativa del Servicio Eléctrico de Cartago se comprometen hacer un uso responsable de los recursos naturales y cumplir con la legislación ambiental aplicable al Proyecto Hidroeléctrico Toro III. Por tanto,
